CONSENT ITEMS Approval of Minutes 2. November 18, 2020 Action: Approved as submitted. On a motion by Committee Member Hunter, seconded by Committee Member Bluth, and carried by the following vote, the Architectural Review Committee approved the November 18, 2020 minutes as submitted: AYES: 5 MEMBERS: Carter, Bluth, Hunter, Schmidt, Tregenza NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Pauly ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None PUBLIC COMMENTS Marta Kraftzeck commented on a parking improvement project proposed by the Monterey Peninsula Unified School District (MPUSD) for Monterey High School and the District Office. Kraftzeck referenced a public comment that she emailed to the ARC which showed visuals and the scope of the project. Kraftzeck expressed concerns about the view impacts, traffic issues and safety issues of a new exit on to Logan Lane. Kraftzeck also noted the plans do not mention the type of security lights that will be utilized, how many lights will be used, the light intensity or what signage is planned. Kraftzeck wanted to bring this to the attention of the ARC to ensure MPUSD follows proper city codes and the general plan as all other developers are required to do. Approve 2 Upper Ragsdale Drive; Sign Permit Application SI-20-0187 for One Internally Illuminated Vehicle-Oriented Freestanding Sign and Two Internally Illuminated Wall Signs; Applicant Jon Mata; Owner Community Hospital Properties/Montage Health; I-R-150-D2-ES Zoning District; Industrial General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15301, Class 1) Action: Approved as submitted Staff Presentation/Committee Member Questions Senior Associate Planner Roveri presented the Agenda Report and answered Committee Members’ questions. Committee Member Tregenza asked who determined the size of the sign since the size is double what the City allows. Roveri referred this question to the applicant but believed the design was a joint effort between Monterey Signs and Montage Health. Chair Carter asked if the proposed signs match the existing signs on Ragsdale. Roveri confirmed the proposed signs are consistent with the design of existing signs. However, Roveri commented that the Montage Breast Care Center sign is unique. Vice Chair Bluth commented the sign looks to be a bright white and asked if the sign would have that appearance or if that color was utilized for the presentation. Roveri confirmed only the letters would be white. Applicant Shawn Adams of Monterey Signs spoke on behalf of the applicant. Adams noted that Monterey Signs has worked with the ARC previously on this project and obtained approval for internally illuminated signs to be used. Adams explained that internal illumination was used to minimize light pollution, lighting impacts to the flight zone of the airport and to focus the illumination of the signs on the letters. Adams shared the proposed signs match the existing signs that were previously approved by the ARC. Adams explained that the size and the number of lumens were increased due to the number of letters on the sign. Adams noted the size of the sign needs to remain the same due to the location of the sign and the set back. Adams stated that dimmers could be utilized but the use of dimmers would be inconsistent with the design of other signs and reduce the visibility of the signage. Chair Carter asked if the other signs on the Montage Campus had dimmers. Adams confirmed the other signs do not have dimmers. Roveri referred to Committee Member Tregenza’s question about who determined the size of the signage. Adams confirmed it was a collaborative effort between Monterey Signs and Montage Health. Committee Member Schmidt asked how a dimmer would work if this were a proposed condition for approval. John Mata of Monterey Signs explained the dimmer could be dimmed as needed or set a certain level of brightness. Mata confirmed the excess lumens on the proposed signage are due to the size of the sign and noted the brightness level would be the same as the other signs that were previously approved. Mata explained the dimmer would be utilized at night and could be adjusted. Committee Member Tregenza inquired if the proposed signage passes the Dark Sky requirements. Roveri confirmed the airport does not want any up lighting which is why the lighting would be internally illuminated. Chair Carter asked if internally illuminated signs were allowed and noted that similar signs have been previously approved by ARC. Roveri confirmed internally illuminated signs are not encouraged by the CityWide Sign Guidelines and noted the previous signs were approved. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during Architectural Review Committee 12/16/2020 4:00:00 PM 2 "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized.
