Meeting Procedures CALL TO ORDER Chair Carter called the meeting to order at 4:02 p.m. Recording Secretary Cleary provided information on how to participate and provide public comment live during the meeting. CONSENT ITEMS Approval of Minutes 2. July 07, 2021 Action: Approved as submitted. Consider 552 Webster Street; Architectural Review Application ARP-21-0094 for a Replacement Gymnasium; Applicant Paul Davis (The Paul Davis Partnership); Owner Roman Catholic Bishop of Monterey; PC-D Zoning District; Public/Semi- Public General Plan Land Use Designation (Mitigated Negative Declaration Previously Adopted) 1 DocuSign Envelope ID: 271C479B-2AFF-4547-9A5D-D6A53920EFA2 Architectural Review Committee Minutes Wednesday, July 21, 2021 Action: Approved Architectural Review application ARP-21-0094 for a replacement gymnasium at 552 Webster Street, as submitted in the Agenda Report with added conditions that the applicant will utilize dark sky and controlled lighting fixtures and determine with the landscape architect if an increased tree gallon size would result in better landscape coverage for the project. Staff Presentation/Committee Member Questions Committee Member Ostovar recused himself from this item due to a work affiliation with the project. Community Development Director Cole presented the Agenda Report and answered Committee Member questions. Committee Member Hunter asked if the technique to build on fill has been used successfully elsewhere. Ms. Cole explained that the architect worked with the contractor and engineers to develop a unique approach. Applicant Presentation Project Architect Paul Davis explained the project including challenges faced when planning and motives for the chosen design, and listed main focuses as distributing weight and avoiding ground disturbance to preserve archeological resources. Mr. Davis specified that the post- tension waffle slab is proposed to support the heavy load of steel beams and ceiling without digging below grade. Vice Chair Bluth asked if the roof tiles are primarily being utilized because of weight issues. Mr. Davis confirmed and explained that the proposed tile is a composite that is less heavy than natural tiles and will weather well. Mr. Schmidt exhibited the proposed tile, emphasizing its finish, thick edges, and light weight. Mr. Davis added that the profile is similar to a simulated clay tile in concrete. Public Comments Neighbors Bob and Melissa Mannix expressed appreciation for the change in parking lot lighting, suggesting it will have a positive impact on the community. Ms. Mannix suggested that the lighting on the north face of the building is not dark sky compliant and requested they be replaced with dark sky compliant fixtures. Mr. Mannix also requested that more mature trees be considered in place of the proposed younger ones to possibly break up the long lines and expansive plains seen in the plans. Committee Member Comments Committee Member Hunter requested that the applicant address neighbor concerns regarding the sconces. Mr. Davis stated that the lighting could be changed. Regarding the landscaping, Mr. Davis explained that mature plants can grow slower when not cultivated in the area and mentioned the matter could be discussed to determine the potential for planting mature trees. Committee Member Tregenza suggested a one-gallon Monterey Pine will surpass a 15-gallon Monterey Pine in five to ten years, elaborating that the biggest plant might not produce the biggest result. Committee Member Hunter made a motion to approve the proposal with conditions outlined in the Agenda Report. On a motion by Committee Member Hunter, seconded by Committee Member Tregenza and carried by the following vote, the Architectural Review Committee approved Architectural Review Application ARP-21-0094 for a Replacement Gymnasium at 552 Webster Street as submitted in the Agenda Report with the additional condition of changing the sconces as discussed and the understanding that the applicant will look into planting larger trees as part of the landscape architecture: AYES: 5 MEMBERS: Carter, Bluth, Hunter, Schmidt, Tregenza NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Pauly ABSTAIN: 0 MEMBERS: None RECUSED: 1 MEMBERS: Ostovar INFORMATIONAL REPORTS & STAFF COMMENTS None. COMMISSIONER COMMENTS Vice Chair Bluth asked if viewers and participants would have teleconference access when the City returns to in-person public meetings. Ms. Cole explained that the City is currently scheduled to have hybrid meetings beginning in August, in the City Hall Council Chambers and also streamed live through ZoomGov. Ms. Cole outlined current mask mandates and added that the guidelines may change based on County Health Department recommendations. Committee Member Hunter asked if field trips will continue to be postponed. Ms. Cole suggested that we may have field trips and drive separately but timing will depend on staff availability.
