CALL TO ORDER
Chair Bluth called the meeting to order at 4:15 p.m. Recording Secretary Barrera
provided information to the public about how to participate by calling in to give public
comment on the live web meeting.

Mr. Schmidt confirmed location of chimney will not move.

21-0119 for preliminary and final architectural review of 210 square feet of second-story floor
area additions and new windows at an existing single-family dwelling at 8 Castro Road:

for the Removal of 77 Trees; Applicant Shawn Capps, WRD Architects; Owner
Calvary Monterey; CO-ES Zoning District; Industrial General Plan Land Use
Designation; Mitigated Negative Declaration Adopted; Due to Safety Concerns
Regarding Stability of Story Poles and Netting, These Were Not Provided; Instead,
Two 30” x 42” Exhibits Depicting the Proposed Building Are Posted at the Site
Drive Entrance (2959-3021 Monterey Salinas Highway) and at the Location of the
Proposed Project (3001 Monterey Salinas Highway)
ACTION: Approved with conditions from Monterey Regional Airport staff that 1. an
Exterior Lighting Plan shall be reviewed and approved by the applicable airport
manager prior to the issuance of any construction permits. All exterior lighting
shall be unobtrusive, down-lit, harmonious with the local area, and constructed or
located so that only the intended area is illuminated, and off-site glare is fully
controlled, and 2. submit FAA Form 7460-1, Notice of Proposed Construction or
Alteration to evaluate any equipment (i.e. cranes) that will have a penetration to the
airspace. The form is to be submitted to the FAA, electronically via the online web
link: (https://oeaaa.faa.gov/oeaaa/external/portal.jsp) architectural review permit
ARP-21-0127 for preliminary and final architectural review of a new outdoor
pavilion, restroom, parking lot expansion and landscaping, and tree permit ART-

21-0182 for the removal of 77 trees at 3001 Monterey-Salinas Highway.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered
Committee Members’ questions.
Committee Member Tregenza asked clarifying questions regarding total parking spaces
and if there is any public transportation that services that facility.
Committee Member Pauly questioned if the city has required calculations for existing
structures on site.
Mr. Schmidt answered there are 336 proposed parking spaces but would be more if the
project wasn’t vested. He said there is public transportation but is unclear of frequency.
Mr. Schmidt clarified that the city has calculations for required parking, but it varies based
on indoor and outdoor pavilions.
Committee Member Pauly asked what the status of the original plan was and if there is a
monitoring system for tree removal and replacement.
Mr. Schmidt recommended status of original application be differed to applicant and that
past tree replacement has been monitored by biologists.
Committee Member Carter asked if the project goes through Airport Land Use
Commission or the city and if the recommended conditions from the Airport will be
addressed.
Mr. Schmidt stated that county staff works directly with Airport Land Use Commission
and the county advised the project does not need to go before the Airport Land Use
Commission.
Principal Planner Roveri clarified the airport can make a request but it’s up to the county
to determine if a project goes before the Airport Land Use Commission.
Mr. Schmidt asserted the county has determined the project is exempt from going before
the Airport Land Use Commission, but the airport’s condition request will be reviewed.
Committee Member Ostovar asked follow up questions regarding parking lot, tree
removal ratio, and procedures as well as clarification on proposed structures and design.
Applicant Comments
Henry Runke, applicant presented more details and provided background information on
the project.
Committee Member Carter asked for clarification regarding noise.
Mr. Runke said due to COVID, the services for the last two years have been outside and
there has not been an issue.
Committee Member Tregenza questioned if Sunday is the only day where all parking
spaces are needed.
Mr. Runke answered that there are services throughout the week, but Sunday is the

busiest.
Committee Member Ostovar asked for more context of overall design, turf, and grading.
Mr. Runke clarified the turf is artificial, the grading is tiered down towards the stage and
the design is not meant to replicate the original buildings.
Committee Member Pauly questioned if planning approvals expire.
John Bridges, applicant provided clarified that the use permit is not changing, only
design.

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
