Brown Act, Calif. Government Code section 54953(e)(1)(C), and the Monterey City Council’s Resolution authorizing virtual participation in public meetings given the COVID-19 pandemic. CALL TO ORDER Chair Hunter called the meeting to order at 4:01 p.m. and Recording Secretary Cleary provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes 2. September 21, 2022 Action: Approved as submitted. On a motion by Vice Chair Tregenza, seconded by Committee Member Schmidt, and carried by the following vote, the Architectural Review Committee approved the September 21, 2022, minutes as submitted: AYES: 5 MEMBERS: Hunter, Tregenza, Bluth, Pauly, Schmidt NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Ostovar ABSTAIN: 1 MEMBERS: Carter RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. Consider 632 W Franklin Street; Architectural Review Permit ARP-22-0016 and Tree Removal Permit ART-22-0179 for Preliminary and Final Architectural Review of a Reconstructed Rear Addition, New and Replaced Windows, and New Rear Deck, and Removal of One (1) 13-inch Pittosporum Tree; Applicant Terry Latasa; Owner Michael & Stacia Knight-Graham Trust; R-3-6 Zoning District; Medium Density Residential General Plan Designation (Exempt from CEQA per Article 19, Sections 15301 & 15303, Classes 1 & 3 ACTION: Approved Architectural Review Permit ARP-22-0016 and Tree Removal Permit ART-22-0179 for Preliminary and Final Architectural Review of a Reconstructed Rear Addition, New and Replaced Windows, and New Rear Deck, and Removal of One (1) 13-inch Pittosporum Tree at 632 W. Franklin Street. Committee Member Bluth recused himself from this item stating he owns property within 1,000 ft. of the subject property and he cannot comment on the item in any way, shape, or form. Committee Member Bluth left the Council Chambers. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Committee Member questions. Applicant Terry Latasa, applicant and architect, noted the project plans have been improved after taking the Architectural Review Committee’s (ARC) direction. Public Comments None. Committee Member Comments Committee Member Pauly thanked the applicant for reconsidering the design of the dormers. Chair Hunter and Vice-Chair Tregenza concurred. On a motion by Committee Member Carter, seconded by Committee Member Pauly, and carried by the following vote, the Architectural Review Committee approved Architectural Review permit ARP-22-0016 and Tree Removal Permit ART-22-0179 for preliminary and final architectural review of a reconstructed rear addition, new and replaced windows, and new rear deck, and removal of one (1) 13-inch pittosporum tree at 632 W. Committee Member Bluth returned to the Chambers. Staff Presentation/Committee Member Questions Community Development Director Cole presented the Agenda Report and answered Committee Members’ questions. Vice-Chair Tregenza asked clarifying questions about the color of the deck posts and beams. Ms. Cole stated the deck posts and beams will match the building. Committee Member Schmidt questioned the parking lot lighting. Ms. Cole confirmed the proposed lighting has not changed. Applicant Paul Davis, applicant and architect, detailed the purpose of the building and landscape design. Vice-Chair Tregenza asked if the glass railing is tinted. Mr. Davis confirmed it is clear. Committee Member Carter questioned the proposed start time of the project. Mr. Davis anticipated a month or two. Public Comments Gabriel Sanders, Deputy Director of Monterey County LandWatch, spoke in favor of the project. Committee Member Comments None. On a motion by Vice-Chair Tregenza, seconded by Committee Member Bluth, and carried by the following vote, the Architectural Review Committee approved Architectural Review application ARP-20-0271 for final architectural review of the conversion of three existing commercial buildings into 64 apartments at 2300 Garden Road: AYES: 6 MEMBERS: Hunter, Tregenza, Carter, Pauly, Schmidt, Bluth NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Ostovar ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None INFORMATIONAL REPORTS & STAFF COMMENTS Update received. COMMITTEE MEMBER COMMENTS Committee Member Carter asked for clarification on the availability of water. Ms. Roveri explained this project will need to apply for a water permit and explained City owned properties can move water credits to other City owned properties. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours.
