This meeting was held with a combination of in-person and teleconference attendance pursuant
to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C), and the Monterey
City Council’s Resolution authorizing virtual participation in public meetings given the COVID-19
pandemic.
CALL TO ORDER
Chair Hunter called the meeting to order at 4:00 p.m. and Recording Secretary Barrera
provided information to the public about how to participate by calling in to give public
comment on the live web meeting.

Action: Approved as submitted.
On a motion by Committee Member Carter, seconded by Committee Member Bluth, and
carried by the following vote, the Architectural Review Committee approved the October
05, 2022, minutes as submitted:

Architectural Review Permit Application ARP-22-0201 to Allow a Commercial
Building Conversion to a Mixed Use Building with Five Residential Units, New
Interior Parking, Roof Access and Roof Deck, and Ground-level Retail Space;
Applicant Christopher Barlow, Wald, Ruhnke and Dost Architects LLP; Owner
Monterey 601 Lighthouse Ave LLC; PC-LH Zoning District; Commercial General
Plan Land Use Designation; Exempt from CEQA Requirements per Article 19,
Section 15303, Class 3 and Section 15331, Class 31
ACTION: Approved with the Added Special Condition that no permanent addition
can be installed on the roof deck that is above the height of the 42-inch
guard rail Preliminary Architectural Review of Architectural Review
Permit Application ARP-22-0201 to Allow a Commercial Building
Conversion to a Mixed-Use Building with Five Residential Units, New
Interior Parking, Roof Access and Roof Deck, and Ground-level Retail
Space at 601 Lighthouse Avenue.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered
Committee Member questions.
Committee Member Bluth asked if the Historic Preservation Commission has reviewed
the project. Mr. Schmidt confirmed they have not, and it is not a requirement.
Committee Member Bluth asked what the deck will be used for. Mr. Schmidt stated it is
for the residents.
Committee Member Carter questioned the rental costs of these units and said she is
pleased that someone is building units with existing water credits.
Vice-Chair Tregenza asked if the railing will be removed and for clarification on how the
deck will be constructed. Mr. Schmidt said the portion of deck railing above 35 feet will be
removed and suggested referring to the applicant for clarification.
Chair Hunter questioned if a public comment regarding noise from a nearby restaurant /
bar would be considered. Mr. Schmidt referred to applicant.
Chair Hunter inquired if there will be retail space and signage applications. Mr. Schmidt
asserted all commercial sign applications must go through the city.
Committee Member Ostovar asked about the number of parking spaces and if it can be
reduced. Mr. Schmidt said applicants provided the parking voluntarily.
Applicant
Christopher Barlow, architect and applicant, described the purpose of the project and
detailed the design.
Owner
Ethan Hare, project site owner, described the building design and addressed the public
comment regarding noise. Mr. Hare clarified the exterior of the building is concrete and
the condos will be sold and not rented.

Vice-Chair Tregenza asked if the deck could be smaller. Mr. Hare stated that the purpose
is to have more than one resident use the deck at the same time.
Committee Member Bluth questioned if the common area will be furnished. Committee
Member Ostovar asked if there will be moveable planters and furniture. Mr. Hare
confirmed it would be furnished.
Vice-Chair Tregenza inquired about string lights and suggested they not be allowed. Mr.
Hare specified there are no plans for string lights.

Committee Member Comments
Committee Member Bluth spoke in favor of the project.
Committee Member Pauly stated he approves of the design and suggested a condition
that nothing is placed on the deck that would exceed the guard rail and lighting.
Committee Member Ostovar echoed Committee Member Bluth and Committee Member
Pauly’s sentiment.
Chair Hunter agreed with Committee Member Pauly’s suggested condition.
On a motion by Vice-Chair Tregenza, seconded by Committee Member Pauly, and carried by
the following vote, the Architectural Review Committee approved with the added special
condition that no permanent addition can be installed on the roof deck that is above the height
of the 42-inch guard rail preliminary architectural review of Architectural Review Permit ARP-22-
0201 to allow a commercial building conversion to a mixed-use building with five residential
units, new interior parking, roof access and roof deck, and ground-level retail space at 601
Lighthouse Avenue:

Committee Member Pauly left the meeting at 4:47pm.
4. Consider Updates to Architectural Review Submittal Checklist Public Handout (Not
a Project under CEQA per Article 20, Section 15378 and under General Rule Article
5, Section 15061)
ACTION: Approved Updates to Architectural Review Submittal Checklist Public
Handout.
Staff Presentation/Committee Member Questions
Associate Planner Buggert presented the Agenda Report and answered Committee
Member questions.
Committee Members discussed and approved updates to the Architectural Review
submittal checklist.
Chair Hunter asked if the Historic Preservation Commission (HPC) should be referred to
if a property is potentially historic. Ms. Roveri clarified that the city code states properties
that are not designated historic do not require HPC review.
Ms. Roveri said that the checklist can include a requirement to indicate if a property is
potentially historic.
Committee Member Bluth asked if the Architectural Review Committee (ARC) could refer
potentially historic projects to the HPC. Ms. Roveri stated that is not allowed per city
code.
Mr. Buggert added that an architectural historian is required to assess a potentially
historic property.
Public Comments
Jerilynn Smith-Crivello, Chair of the Historic Preservation Commission, expressed
concerns about the checklist and the role differentiation between the Architectural
Review Committee and the Historic Preservation Commission.
Committee Member Bluth noted a change in city code would be a good idea to allow
HPC to review projects that are potentially historic homes.
Ms. Roveri interjected that a city code amendment would need to be agendized prior to
discussion and recommended a letter directed to the Community Development Director.
Committee Member Carter inquired about the number of projects that would need ARC
and HPC approval. Mr. Buggert confirmed that zero homes have gone before both
committees because it’s not required per city code. Ms. Roveri confirmed there have
been a handful of properties that have required an architectural historian’s review.
Jerilynn Smith-Crivello asserted there is a project coming before the ARC that concerns
the HPC.
Carole Dawson, HPC Commissioner, added the project is a J.C. Anthony built home in
Alta Mesa and although it is not designated historic, it is intact from 1926. Ms. Dawson
asserted the home should go before the HPC rather than the ARC.

Vice-Chair Tregenza asked what the criteria is to deem a home historic. Ms. Roveri detailed the
four criteria that the HPC considers.
On a motion by Vice-Chair Tregenza, seconded by Committee Member Bluth, and carried by

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Architectural Review

Public Comments are taken during the afternoon session and continued at the evening

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
