CALL TO ORDER
Chair Tregenza called the meeting to order at 4:00 p.m. Recording Secretary Arganbright
provided information to the public about how to participate by calling in to give public comment
on the live web meeting.
CONSENT ITEMS
Chair Tregenza and Planning Manager Hill noted that the Field Trip Minutes were included in
the consent agenda and were very brief.
On a motion by Committee Member Schmidt, seconded by Vice Chair Pauly, and carried by the
following vote, the Architectural Review Committee approved the Field Trip Minutes as
submitted:

23-0017 for the Construction of a New U-Haul U-Box Warehouse and Exterior
Alterations to the Site, Subject to the D2 – Development Control Overlay District
and Tree Removal Permit ART-23-0106 for the Removal of Eight (8) Palm Trees and
Five (5) Red Flowering Gum Trees; Applicant Kathryn Avila with Avila Construction
Company; Property Owner Oxford Life Insurance Company; C-3-D2-ES Zoning
District; Commercial General Plan Designation (CEQA: Initial Study/Mitigated

Staff Presentation/Committee Member Questions
Senior Associate Planner Sabdo presented the Agenda Report and answered committee
questions regarding the paving, landscaping, and noticing of the construction.
The Committee was curious as to why there were two different ratios of tree
replacements recommended and Planning Manager Hill let the Committee know it was a
recommendation that can be overridden but is from the City Arborist.
The Committee asked why the parking requirements were so high for this project and
City Staff let them know it was due to the current East Del Monte Plan which was rather
old and agreed it was excessive and let the Committee know the Planning Commission
also believed the parking requirements to be excessive.
The Committee wanted to know why the project went to the Planning Commission first
before coming to the Architectural Review Committee to which Senior Associate Planner
Sabdo explained it was due to the overlay district and Planning Manager Hill noted it was
common to have a use permit go to the Planning Commission before coming to the
Architectural Review Committee for design.
Applicant
Paul Davis made comments on the siting of the project and the appropriateness of the
building in the current area. Davis also mentioned how the space is convenient and the
building was designed to not draw too much attention, but not be too boring.
The Committee wanted to know what the designed fins on the building were and Paul

Davis let the Committee know it is a branding/logo design. The Committee relatedly
asked about signage to which the applicant and Senior Associate Planner Sabdo
responded that there is no additional signage in the works, but there is a pre-existing sign
on Del Monte.
The Committee asked how long the applicant had been in the review process with the
City and the applicant stated they had started earlier in the year, so it was nearing a year.
Senior Associate Planner Sabdo also relayed that they had to go through the initial study
process for the project.
Applicant Kathryn Avila let the Committee know the U-Haul client was in attendance to
answer any questions as well.
U-Haul employee commented that the trees were not being discarded, but instead were
being repurposed. The employee also answered Committee questions regarding the
logistics of the drop boxes, employees, fleet size, and parking spaces for the site.

Committee Member Comments
Committee Members commented that the current trees are not doing well and received
clarification from the Applicant regarding the replacement trees’ positioning.
Committee Member Ostovar commented that the building is a big white, modern box
which is not a Monterey preferred look, but the siting is about as good as you can get.
The Committee also commented that the current palm trees are not great and do not
have ecological value where they are. They noted the gum trees do have some
ecological value, but the replacement plans are better.
Vice-Chair Pauly appreciated the extra clarity as to why the tree replacement ratio could
be different and pointed out that the big, industrial box is also in an industrial area, so
they didn’t have an issue with the building.
Chair Tregenza noted other buildings with a more modern style and expressed the
building to be satisfactory.
Committee Member Ostovar mentioned the tree replacements do seem like an
improvement on the site.
On a motion by Chair Tregenza, seconded by Committee Member Palmer, and carried by the
following vote, the Architectural Review Committee approved Architecture Review Permit
Application ARP-23-0017 and Tree Removal Permit ART-23-0106 as submitted for the
construction of a new U-Haul U-Box warehouse and exterior alterations as well as the removal
of Eight (8) Palm Trees and Five (5) Red Flowering Gum Trees at 2330 Del Monte Avenue.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Architectural Review Committee meetings, there is one 15-minute public
comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Architectural Review
Committee. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may,
with the Committee’s consent, adjust the amount of time allowed for public input and/or the time
allotted for each speaker.
