CALL TO ORDER
Vice Chair Pauly called the meeting to order at 4:00 p.m. and announced Architectural Review
Committee members present. Recording Secretary Arganbright announced staff present and
provided information to the public about how to participate by calling in to give public comment
on the live web meeting.

Approval of Minutes

Action: Approved as submitted.

On a motion by Committee Member Hunter, seconded by Committee Member Ostovar, and
carried by the following vote, the Architectural Review Committee approved the CONSENT

Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered
regarding whether the project is an ADU or a garage and
the setbacks for the commercial office zone.
Applicant
The applicant Safwat Malek stated the project complies with the City requirements and
they were seeking approval.

The Committee expressed sympathy ommittee
also stated that the addition is minimal and fully compliant, so the Committee did not
have any issues with the project.
The Committee restated that the project was not regarding the ADU which may or may
not happen in the future.
On a motion by Committee Member Palmer, seconded by Committee Member Schmidt, and
carried by the following vote, the Architectural Review Committee approved Architectural
Review Permit ARP-24-0013 for Preliminary and Final Architectural Review of a Commercial
Office Conversion to Single Family Dwelling, Addition to Single Family Dwelling, and New
Garage Structure at 182 El Dorado Street as submitted.

Action: Approved Architectural Review Permit Application ARP-24-0028 for
Exterior Alterations, Including Landscaping and Lighting Changes, to an
Existing Hotel Property at 2600 Sand Dunes Drive as amended.
Staff Presentation/Committee Member Questions
Principal Planner Roveri presented the Agenda Report and answered Committee
requirements for both native plants and lighting. Roveri
also responded to Committee questions regarding future tree removal at the project
location.
Applicant
Applicant representative Rebecca Weinstein noted that the lighting was thoughtful and
not ambient light. Weinstein stated the idea behind the lighting was to light the various
trees on the property and avoid ambient light. Weinstein also mentioned they would
check with the landscape designer on the proportion of native versus non-native plant
species and any potential invasive plant.
Public Comments

Committee Member Comments
The Committee looked over the project plans and expressed disapproval of potential
lights that would not be covered and could provide ambient light.
Committee Member Ostovar mentioned that in most cases up lighting is not allowed even
through trees due to the ambient light that it provides. Ostovar also expressed that the
changes were overall positive for the hotel.
Committee Member Palmer noted the proposed ice plant was not the same invasive
species all over the Monterey Bay area and is a more ornamental variety.
The Committee restated their issue with the potential ambient lighting, but also a
potential willingness to accept some within specific parameters or limits.
The Committee then mentioned neighboring ambient lighting and stated the lighting
would not be introducing more ambient lighting. Committee Member Schmidt also
expressed a desire to not set a precedent allowing up lighting or ambient lighting by
approving the proposed lighting. The Committee mentioned other City responses to up
lighting and potential resolutions.
The Committee lastly expressed overall approval of the project.
On a motion by Committee Member Ostovar, seconded by Committee Member Turgen, and
carried by the following vote, the Architectural Review Committee approved Architectural
Review Permit Application ARP-24-0028 for Exterior Alterations, Including Landscaping and
Lighting Changes, to an Existing Hotel Property at 2600 Sand Dunes Drive with the condition
of no up lighting.

Principal Planner Roveri presented the Agenda Report.
Applicant
Applicant representative Rebecca Weinstein stated that the main entrances were not clear to
customers and the signs would also display the new bar and restaurant. Weinstein
mentioned the aesthetic of the signs and the uniqueness of the project.

Committee Member Comments
The Committee expressed the signs looked nice. The Committee mentioned the public
comment, but also agreed with the applicant on the purpose of the sign and stated the
lighting is minimal and easy to read.
The Committee appreciated the design of the sign.
On a motion by Committee Member Ostovar, seconded by Committee Member Schmidt, and
carried by the following vote, the Architectural Review Committee approved Sign Permit SI-24-
0029 for Two Internally Illuminated Freestanding Signs at an Existing Hotel Property at 2600
Sand Dunes Drive as submitted.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Architectural Review Committee meetings, there is one 15-minute public
comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Architectural Review
Committee. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may,
with the Committee’s consent, adjust the amount of time allowed for public input and/or the time
allotted for each speaker.
