CONSENT ITEMS Approval of Minutes 2. May 21, 2025 Meeting (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) 3. Consider 104 Tide Avenue; Permit Amendment Application PA-25-0033 for Architectural Review of a Side Yard Setback Variation to allow a Second Story Balcony at an Existing Single-Family Residence; Applicant Paul W. Davis, Owner Kumar Shuchita & Puneet Trs; R-1-6-D1 Zoning District; Low Density Residential General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15301, Class 1) No public comments were received on the consent agenda. Action: Approved as submitted. Staff Presentation/Committee Member Questions Planning Manager Hill questions regarding the -phased building approach, which alterations required ARC review, parking, unit type, proposed amenities, tree replacement, siding color, and state density bonus waivers. Applicant Applicant Paul Davis opened themselves up for questions. The Committee asked for a comment on the lack of diversity in unit type and layout. Applicant Brad Slama responded that it is more difficult to achieve diversity of apartment type with an existing building and through previous experience the people living in similar complexes appreciated the congruity and similarity. Slama also stated that there is a mixture of unit type with future proposed projects in the adjacent area. Slama also responded to questions regarding shared amenities and the phased approach to the project. Public Comments Kevin Dayton for the Chamber of Commerce stated the need for additional units in the region. Committee Member Comments The Committee expressed appreciation for the project and restated the need. The Committee desired further amenities, diversity of units, and more open space with neighboring properties, but granted that the housing units are much needed. The Committee commented on the uniqueness of the commercial building and appreciated the color choice for the siding. On a motion by Committee Member Hunter, seconded by Vice Chair Ostovar, and carried by the following vote, the Architectural Review Committee approved Architectural Review Permit Application ARP-24-0211 and ART-24-0261 for the Conversion of an Existing Office Building to a 70 Unit Multi-Family Residential Use with Exterior Modifications at 60 Garden Ct as submitted: AYES: 4 COMMITTEE MEMBERS: Hunter, Ostovar, Palmer, Pauly NOES: 0 COMMITTEE MEMBERS: (None) ABSENT: 2 COMMITTEE MEMBERS: Sanders, Turgen ABSTAIN: 0 COMMITTEE MEMBERS: (None) COMMITTEE MEMBER COMMENTS None. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Architectural Review Committee meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Architectural Review Committee. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda.
