CALL TO ORDER
Chair Pauly called the meeting to order at 3:59 p.m. Recording Secretary Arganbright
announced staff present and provided information to the public about how to participate by
calling in to give public comment on the live web meeting.

2. June 4, 2025 Meeting (Not a project under CEQA per Article 20 Section 15378 and
under General Rule Article 5 Section 15061)
Action: Approved as submitted.
On a motion by Committee Member Hunter, seconded by Committee Member Sanders, and
carried by the following vote, the Architectural Review Committee approved the CONSENT
ITEMS as submitted:

Action: Approved Sign Permit Application SI-25-0109 for Five Internally Illuminated Wall
Signs at 2 Upper Ragsdale as submitted.

questions regarding the special condition and the staff-requested resubmittal.
Applicant
Applicant Shawn Adams stated the necessity for the internally illuminated signs and that the
signs illumination would turn off at a specified time.

Action: Approved Architectural Review Permit Application ARP-24-0253 for Exterior
Alterations to an Existing Single-Family Residence at 3 Cielo Vista Drive as
submitted.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered a Committee
proposed modifications to the topography.
Committee Member Turgen recused themselves from the discussion as they lived within 500
feet of the project site.
Applicant
Owner Joshua Higgins stated that the metal roof change
would assist in fire prevention.

The Committee expressed appreciation for and welcomed the proposed changes to the
project.
On a motion by Committee Member Sanders, seconded by Vice Chair Ostovar, and carried by
the following vote, the Architectural Review Committee approved Architectural Review Permit

6. Planning Update Received.
Hill responded to Committee questions regarding the recent decision by City Council to pursue
a consolidation between the Architectural Review Committee and Planning Commission. Hill
let the Committee know that Vice Chair Ostovar is not seeking re-appointment to the ARC. Hill
then -9 ordinance.
The ARC and Staff appreciated Vice Ostovar
appreciated Staff and the other Committee Members as well.
ADJOURNMENT
There being no further business, the meeting adjourned at 4:42 p.m.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each individual
speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Architectural Review Committee meetings, there is one 15-minute public comment period
for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the
podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand”
function in Zoom, if they wish to address the Architectural Review Committee. The maximum amount of
time for each person to speak and the total amount of time allotted for each item will be determined based
on the number of people indicating an interest in speaking and the amount of business to be conducted
on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public
input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input
and/or the time allotted for each speaker.
