Phil Deppert, Joseph DeRuosi, David Jones Members Absent: City Staff Carol Bouchard (Interim Finance Director), Bill Statler (Consultant), Present: Steve Wittry (Public Works Director), Bonnie Gawf (Interim Assistant City Manager), Liza Linsao (Recording Secretary) CALL TO ORDER Chair Carol Chorbajian, called the meeting to order at 11:37 a.m. City received notice of resignation from committee member Melanie Bretz. 1. Approval of Minutes On a motion made by Michael Dawson, seconded by Hans Jannasch, and carried by the following vote, the committee approved the minutes from the April 11, 2018 meeting. AYES: 9 COMMITTEEMEMBERS: Aldinger, Brassfield, Chorbajian, Dawson, Gordon, Hansman, Jannasch, Rasch, Ruccello NOES: 0 COMMITTEEMEMBERS: None ABSENT: 3 COMMITTEEMEMBERS: Deppert, DeRuosi, Jones ABSTAIN: 0 COMMITTEEMEMBERS: None RECUSED: 0 COMMITTEEMEMBERS: None PUBLIC APPEARANCE PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public discussion, but that do not require formal noticing as public hearings. You are welcome to offer your comments after being recognized by the Chair. The Committee may limit the time each speaker is allocated. 2. General Fund CIP Costs/Percent of Budget in Other Cities Interim Finance Director Carol Bouchard provided the requested report regarding General Fund CIP costs/percent of budget in other cities. Mike Brassfield commented that if the City is not planning for infrastructure, therefore it will not progress. Richard Ruccello commented that the City is balancing their operating budget and not the entire budget. Ballot Measure Advisory Committee Meeting Minutes Wednesday, April 25, 2018 Action: Received report 3. Process for Considering Possible Revenue Ballot Measure and Committee’s Integral Role Interim Finance Director Carol Bouchard provided an outline for the process and laid out the timeline for City Council decision. A discussion followed where group comments were made regarding neighborhood complaints on the locations that the City decided to work on first, the poor quality of the work by the contractors, City not being accountable for the budget and further lack of trust in City leadership. Rick Aldinger shared that while similar concerns were addressed at the Measure P Oversight Committee, the City has specific guidelines and quality control in place. He suggested that the City needs better communication to educate the public in order to restore trust in the program. Hans Jannasch added that residents need to know when their street will be done and knowing what the realistic budget is for the program. Action: Received report and requested information regarding limits on local option sales tax rates. 4. Street Maintenance Costs Public Works Director Steve Wittry presented a map identifying where the program will be in 7 years and how to complete all streets. He stated the estimate increased to an annual investment of $10.5 million with approximately 90% going towards reconstruction efforts. Wittry also commented that the PCI estimate would be at 84 in 2025, which would begin to decrease after a few years. The $1.5 million that goes towards street maintenance is not enough to maintain the street PCI. A discussion followed, further reiterating the concerns discussed earlier in the meeting regarding the City’s accountability of the budget, streets which have not been done yet, and the quality of the work. Carol Chorbajian suggested that the City promote the efforts and accomplishments thus far. Action: Received presentation and requested information: 1. Section by section plan on timeline with City status by fourth year; 2. Have goals been met from City timeline; 3. Cost of undergrounding overhead utilities. 5. Committee Discussion of Key Issues On a motion made by Rick Aldinger, seconded by Carol Chorbajian, and carried by the following vote, the committee voted to support a sales tax measure to replace/extend Measure P. AYES: 9 COMMITTEEMEMBERS: Aldinger, Brassfield, Chorbajian, Dawson, Gordon, Hansman, Jannasch, Rasch, Ruccello NOES: 0 COMMITTEEMEMBERS: None ABSENT: 3 COMMITTEEMEMBERS: Deppert, DeRuosi, Jones 2 Ballot Measure Advisory Committee Meeting Minutes Wednesday, April 25, 2018 ABSTAIN: 0 COMMITTEEMEMBERS: None RECUSED: 0 COMMITTEEMEMBERS: None PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is within the jurisdiction of the Ballot Measure Advisory Committee which is not on the agenda. Any person or group desiring to bring an item to the attention of the Committee may do so by addressing the Committee during Public Comments or by addressing a letter of explanation to: Finance Director, 735 Pacific Street, Suite A, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. A public comment was made by John Tilly, former member of the Measure P Oversight Committee. He stated that the Measure P Oversight Committee discussed problems with City budget and infrastructure. He encouraged Ballot Measure Advisory Committee members to ask what the City has done to create capital reserve for City improvements. On a motion made by Mike Brassfield, seconded by Carol Chorbajian, and carried by the following vote, the committee voted against limiting the Special Purpose Measure to streets and ADA only. AYES: 3 COMMITTEEMEMBERS: Brassfield, Dawson, Ruccello NOES: 5 COMMITTEEMEMBERS: Aldinger, Chorbajian, Gordon, Jannasch, Rasch ABSENT: 3 COMMITTEEMEMBERS: Deppert, DeRuosi, Jones ABSTAIN: 1 COMMITTEEMEMBERS: Hansman RECUSED: 0 COMMITTEEMEMBERS: None A public comment was made by Barbara Meister of the Monterey Bay Aquarium. She encouraged the committee to discuss the costs of other possible purposes of the measure and provide analysis.
