Approval of Minutes On a motion made by Committee Member Brassfield, seconded by Committee Member Dawson, and carried by the following vote, the committee approved the minutes from the April 25, 2018 meeting. AYES: 9 COMMITTEE MEMBERS: Aldinger, Brassfield, Chorbajian, Dawson, Deppert, Gordon, Jannasch, Jones, Ruccello NOES: 0 COMMITTEE MEMBERS: None ABSENT: 3 COMMITTEE MEMBERS: DeRuosi, Hansman, Rasch ABSTAIN: 0 COMMITTEE MEMBERS: None RECUSED: 0 COMMITTEE MEMBERS: None Committee Member Rasch arrived at 11:36 a.m. Committee Member Jones voiced his support for the actions taken in his absence at the April 25 meeting. Jones is in favor of the motion made to support a sales tax measure to replace/extend Measure P. Jones is in favor of the motion made to continue with a Special Purchase Measure. Jones is not in favor of the motion made to limit the Special Purpose Measure to streets and ADA only. PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is within the jurisdiction of the Ballot Measure Advisory Committee which is not on the agenda. Any person or group desiring to bring an item to the attention of the Committee may do so by addressing the Committee during Public Comments or by addressing a letter of explanation to: Finance Director, 735 Pacific Street, Suite A, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. Ballot Measure Advisory Committee Meeting Minutes Wednesday, May 9, 2018 A public comment was made by Chris Chidlaw, Monterey County Hospitality Association (MCHA) Chair of Board. He stated that the MCHA is happy with the progress of Measure P project and will continue to support the measure. He hopes that the committee will make a recommendation that will mutually benefit the residents and hospitality. A public comment was made by Jody Hansen, President and CEO of Monterey Peninsula Chamber of Commerce (MPCC). She stated that she does not have a recommendation at this time. She suggested that the Measure stay within its original scope and focus on roads and ADA improvements. PUBLIC APPEARANCE PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public discussion, but that do not require formal noticing as public hearings. You are welcome to offer your comments after being recognized by the Chair. The Committee may limit the time each speaker is allocated. 2. Limits on Local Option Sales Tax Rates Interim Finance Director Bouchard provided the requested report regarding limits on local option sales takes rates. She stated that there is 1.875% available upon expiration of Measure P. Action: Received report 3. Requested Public Works Information Section by section plan on street repair timeline with City status by fourth year: Public Works Director Wittry provided a handout showing a section by section plan on street repair timeline with City status by fourth year. He explained that rehabilitation is four times less than reconstruction at approximately $1/sq.ft. for rehabilitation and $5.50/sq.ft. for reconstruction. Vice Chair Ruccello and Committee Member Dawson commented that training and education of residents is crucial as the average resident does not understand why streets are selected over others, the cost of work, and that slurry lasts approximately 5-6 years. When Wittry was asked what mechanism was used for streets 10 years ago, he explained that it was gas tax, which has decreased over the years. Committee Member Aldinger commented that the reason Measure P was set with a 4 year time frame was to ensure the City was doing what they were supposed to be doing. Vice Chair Ruccello commented on the cost of holding elections. Wittry estimated the process would take a total of 12 years, including the last 4 years. The maintenance cost shortfall after the 12 years is estimated at $1.5 million every fifth year. The committee requested that Senior Engineer Andrea Renny attend the next Ballot Measure Advisory Committee meeting. Have goals been met from City timeline: Public Works Director Wittry stated that only a portion of Measure P falling behind schedule is the ADA work at the signals. It is now being reenergized. Cost of undergrounding overhead utilities: NIP approved the $137k for the cost of the study primarily focused on fiber optics. It will take 8 months to a year to complete a study to fully understand the costs and implications to property owners. Cost of computerized signal upgrades on Lighthouse and capital reserves for Monterey Conference Center and Monterey Sports Center: 2 Ballot Measure Advisory Committee Meeting Minutes Wednesday, May 9, 2018 Public Works Director Wittry provided a handout summarizing the cost of computerized signal upgrades on Lighthouse. He stated that the Monterey Conference Center has $89k in capital reserves and the Monterey Sports Center has $0 in capital reserves. Action: Received report. 4. Committee Discussion of Key Issues Bill Statler stated that the public opinion research survey was finalized and should be out in the field later in the week. The surveys will be conducted both through the Internet (via email) and traditional phone calls. The email surveys will be conducted first. City is creating a direct mailer for June that will provide solid facts and information about Measure P and the role of extension via a possible revenue ballot measure in November 2018. Committee recommendations regarding public relations include simplicity of the flyer, selling point should be completing the project, building trust from residents, highlighting Measure P accomplishments thus far, and public service announcements. Chair Chorbajian responded that money would be taken away that can be used to solve the problems such as storm drains and sidewalks. Wittry confirmed that there will be printed materials along with web presence and that he has been interviewed by media on Measure P. Laurie Huelga of the Communications and Outreach Office shared a sample flyer that what was emailed out with construction news, posted on the City website, and printed for public offices including the Monterey Peninsula Chamber of Commerce. She stated that the City is encouraging residents to opt in and subscribe to City Focus, construction news, and social media. Chair Chorbajian stated that the amount of sales tax is spent by visitors of hotels and food and beverages is significant. She also stated that the hotels paid $65M for the conference center renovation and that residents and hospitality must work together. Committee Member Gordon and Committee Member Aldinger commented that there is a need for hospitality to support the ballot measure. Vice Chair Ruccello commented that the committee and residents cannot solve all of the City’s problems such as issues with the tunnel, garages and conference center. Committee Member Rasch commented that residents feel that undergounding should be done simultaneously with the streets, street by street. Wittry responded that data from an undergrounding cost study will not be received in time for the ballot. Committee Member Dawson commented that the private cost to the residents in making connections would be extremely expensive. Committee Member Jannasch encouraged committee members to read the results of a survey distributed to the Monterey Vista Neighborhood Association. Committee Member Jones requested the cost of replacing the signal lights. Public Works Director Wittry commented that the City has 57 signals and 75% are more than 25 years old. Interim Finance Director Bouchard stated that results of the public opinion survey will be provided at the June 6 Ballot Measure Advisory Committee Meeting. City Council will have the results on June 5. Action: Request information cost of replacing signal lights on Lighthouse and up to freeway and North Fremont 5.
