Phil Deppert Members Absent: City Staff Carol Bouchard (Interim Finance Director), Bill Statler (Consultant), Present: Steve Wittry (Public Works Director), Bonnie Gawf (Interim Assistant City Manager), Laurie Huelga (Administrative Analyst), Liza Linsao (Recording Secretary) CALL TO ORDER Chair Carol Chorbajian called the meeting to order at 12:01 p.m. 1. Approval of Minutes On a motion made by Vice Chair Ruccello, seconded by Committee Member Rasch, and carried by the following vote, the committee approved the minutes from the June 6, 2018 meeting. AYES: 9 COMMITTEEMEMBERS: Aldinger, Brassfield, Chorbajian, DeRuosi, Gordon, Jannasch, Jones, Rasch, Ruccello NOES: 0 COMMITTEE MEMBERS: None ABSENT: 3 COMMITTEE MEMBERS: Deppert, Dawson, Hansman ABSTAIN: 0 COMMITTEE MEMBERS: None RECUSED: 0 COMMITTEE MEMBERS: None As previously requested by the Committee, the Interim Finance Director Bouchard and Public Work Director Wittry clarified that the NIP-approved study mentioned at the May 9, 2018 is focused primarily on fiber optics. Vice Chair Ruccello commented that the ballot measure flyer is too cluttered and can be overwhelming so people may not read the information. Chair Chorbajian agreed and also recommend adding a schedule to the flyer as John Narigi suggested at the June 6, 2018 meeting. Committee Member Pam Hansman arrived at 12:10 p.m. PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is within the jurisdiction of the Ballot Measure Advisory Committee which is not on the agenda. Any person or group desiring to bring an item to the attention of the Committee may do so by addressing the Committee during Public Comments or by addressing a letter of  Ballot Measure Advisory Committee Meeting Minutes Wednesday, June 13, 2018 explanation to: Finance Director, 735 Pacific Street, Suite A, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. A public comment was made by Jody Hansen, President and CEO of the Monterey Peninsula Chamber of Commerce. She stated that MPCC has not taken a position and commented that keeping the language simple and unchanged will pass the measure. She commented that the community will support a ten year plan in order to get the project done, also suggesting that safety and traffic congestion would be beneficial in gaining support to pass the measure. PUBLIC APPEARANCE PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public discussion, but that do not require formal noticing as public hearings. You are welcome to offer your comments after being recognized by the Chair. The Committee may limit the time each speaker is allocated. 2. Committee Discussion of Key Issues Chair Chorbajian shared a letter from Committee Member Dawson in his absence. He stated that the Committee’s duties are to propose a tax measure that can be voted/passed by the electorate and to insure that the measure results in fixed streets. He commented that the taxpayers group will oppose the measure if there are any additions and he recommended that an oversight committee is replicated to verify the work is being done. Committee Member Brassfield shared a letter from Rick Heuer on behalf of the Monterey Peninsula Taxpayers Association to the Mayor and City Council. They will support an eight year sunset, oppose any measure which deviates from the original Measure P, and recommended a separate tax measure for any additional items. A group discussion took place where each Committee Member voiced their opinion regarding whether the measure should be restricted to streets and ADA sidewalk improvements. On a motion made by Committee Member Aldinger, seconded by Vice Chair Ruccello, and carried by the following vote, the committee is in support of leaving the current ballot measure language as is. On a motion made by Vice Chair Ruccello, seconded by Chair Chorbajian, and carried by the following vote, the committee is in support of a special tax measure of one percent. Next Meeting The Committee’s recommendations will be presented to City Council at the July 17, 2018 council meeting. Chair Chorbajian requested that all Ballot Measure Advisory Committee Members are present at the meeting. The Committee decided to cancel the June 20, 2018 Ballot Measure Advisory Committee meeting.
