PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment and for each individual speaker is
generally as follows:
1. Up to three minutes per speaker.
2. The total time allocated for public comment:
a. Closed Session items – 15 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting to indicate their
intent to provide public comment and for remote participants to use *9 on the telephone or the
“raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The
maximum amount of time for each person to speak will be determined based on the number of
people indicating an interest in speaking and the amount of business to be conducted on the
agenda. In exceptional circumstances and when necessary to ensure a full opportunity for
public input, the Chair may, with the Board’s consent, adjust the amount of time allowed for
public input and/or the time allotted for each speaker.

“The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library
assets and services on behalf of all residents, ensures adaptability to a diverse population, changing
environment and advancing technology. Trustees advise the City Council on matters pertaining to the
Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between
the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City
Charter and in support of the mission statement of the Monterey Public Library.”
