MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, March 14, 2012 4:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Trustees Present: Roberson, Castagna, Leyva, Reneker, Yamanishi Trustees Absent: None Staff Members Community Services Director Bui-Burton, Assistant Library Present: Director Holtzman, Reader Services Manager Labeaune, Recording Secretary Garibaldi CALL TO ORDER Chair Roberson called the meeting to order at 4:02 p.m. ROLL CALL CONSENT ITEMS Approval of Minutes 1. December 7, 2011 Other Consent Items 2. Receive Quarterly Report on Library Trust Fund Activities 3. Receive Quarterly Review of Monterey Public Library 2012 Strategic Plan 4. Receive Report on the Library Store 5. Approve Addition of March 30 to the Calendar Year 2012 Holiday and Closure Schedule for the Annual Staff Workshop ***End of Consent Agenda*** On a motion by Library Trustee Roberson and seconded by Library Trustee Reneker, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 4 TRUSTEES: Roberson, Castagna, Reneker, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Leyva ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Board of Trustees Minutes Wednesday, March 14, 2012 PUBLIC COMMENTS Chair Roberson opened the floor to public comment: Local Monterey resident Nina Beety presented informational reports to the Library Board regarding her concern about the harmful health effects of wireless technology on humans and asked the Library Board to consider taking action ensuring all access points are wired. PUBLIC APPEARANCE New Business 6. Receive Report on the City Budget Process and Direct Staff on Preparation of Fiscal Year 2012-13 Budget On a motion by Library Trustee Reneker and seconded by Library Trustee Roberson and carried by the following vote, the Library Board of Trustees approved the Report on the City Budget Process and Directed Staff to postpone the review of the shared Director's position until next Fiscal Year: AYES: 5 TRUSTEES: Roberson, Castagna, Leyva, Reneker, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Trustee Yamanishi moved to add a discussion item to the April Library Board meeting regarding the shared Director's position that would refer to the past document when program managers made recommendations and also include a flow chart. 7. Approval of Proposed 2012/2013 Neighborhood Improvement Program (NIP) Request for Construction of LIbrary Quiet and/or Group Study Areas On a motion by Library Trustee Castagna, seconded by Library Trustee Yamanishi, and carried by the following vote, the Library Board of Trustees approved the Proposed 2012/2013 Neighborhood Improvement Program (NIP) Request for Construction of LIbrary Quiet and/or Group Study Areas: AYES: 4 TRUSTEES: Roberson, Castagna, Reneker, Yamanishi NOES: 1 TRUSTEES: Leyva ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Old Business Library Board Meeting Minutes Wednesday, March 14, 2012 2 Library Board of Trustees Minutes Wednesday, March 14, 2012 8. Receive Report on the Strategic Planning Process Chair Roberson called a recess at 5:07 p.m., then reconvened the meeting at 7:01 p.m. CONTINUED PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is not on the agenda. Any person or group desiring to bring an item to the attention of the Library Board may do so during Public Comments or by addressing a letter of explanation to: Community Services and Library Director, Monterey Public Library, 625 Pacific Street, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. PRESENTATIONS 9. Recognize Community Engagement Coordinating Group Volunteers for Contributions to Monterey Public Library Strategic Plan 2012-2015 PUBLIC APPEARANCE Strategic Planning Consultant Judy Sulsona presented to the Library Board of Trustees the 2012-2015 Strategic Plan. 10. Approve Monterey Public Library Strategic Plan July 2012-2015 Trustee Reneker distributed comments on Library Board Request to Approve Strategic Plan. Trustee Leyva expressed his concern regarding the idea of Sunday hours provided by donors and prefers this line is removed. On a motion by Library Trustee Yamanishi, seconded by Library Trustee Castagna, and carried by the following vote, the Library Board of Trustees approved the Monterey Public Library Strategic Plan July 2012-2015 as a draft with the proviso that we will use and staff in its budget presentation will help prioritize some of the things in the Strategic Plan.: AYES: 4 TRUSTEES: Roberson, Castagna, Reneker, Yamanishi NOES: 1 TRUSTEES: Leyva ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None INFORMATIONAL REPORTS & STAFF COMMENTS Community Services & Library Director Bui-Burton: Thanked the Library Board for approving the March 30th closure for the staff workshop which will include a tour of other city departments. TRUSTEE COMMENTS Library Board Meeting Minutes Wednesday, March 14, 2012 3 Library Board of Trustees Minutes Wednesday, March 14, 2012 Trustee Castagna: The Strategic Plan document and everything we’ve spoken about is a tremendous credit to everyone involved. Everyone can really be proud of their work. Recommended in the future that the Board does not go as much as three months between library board meetings. Trustee Roberson: Commented that during the wonderful Wine & Chocolate event it was evident that the Library's speaker system will at some point soon need to be replaced with a modern system. The Director may also ask for clarification or direction regarding scheduling of Board meetings and study sessions. ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between Library Board of Trustees Wednesday, March 14, 2012 2 the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library. Information distributed to the Library Board at the Board meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
