MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, June 27, 2012 5:30 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Reneker, Castagna, Roberson, Yamanishi, Leyva Trustees Absent: Staff Members Community Services Director Bui-Burton, Assistant Library Present: Director Holtzman, Administrative Assistant Garibaldi CALL TO ORDER Chair Roberson called the meeting to order at 5:30 p.m. PRESENTATIONS 1. Recognize Trustees Castagna, Leyva, and Roberson for Service to the Monterey Public Library and the City of Monterey Trustee Mary Castagna has served on the Board since July 2000. Trustee Tony Leyva and Chair Clyde Roberson have served on the Board since July 2008. They have each brought their support of community, commitment to excellence in library service and unique skills to their volunteer work – and we are all very grateful. CONSENT ITEMS Approval of Minutes 2. May 23, 2012 ***End of Consent Agenda*** On a motion by Library Trustee Yamanishi, seconded by Library Trustee Castagna, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 5 TRUSTEES: Reneker, Castagna, Roberson, Yamanishi, Leyva NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None PUBLIC COMMENTS Chair Roberson opened the floor for public comments: No public comments PUBLIC APPEARANCE Library Board of Trustees Minutes Wednesday, June 27, 2012 New Business 3. Approve Donation of Art to the Library for Accession into the City’s Art Collection On a motion by Library Trustee Yamanishi, seconded by Library Trustee Reneker, and carried by the following vote, the Library Board of Trustees approved the Donation of Art to the Library for Accession into the City’s Art Collection: AYES: 5 TRUSTEES: Reneker, Castagna, Roberson, Yamanishi, Leyva NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None 4. Review Policy and Procedure for the Annual Evaluation of the Library Director and Approve Evaluation Form On a motion by Library Trustee Yamanishi, seconded by Library Trustee Leyva, and carried by the following vote, the Library Board of Trustees moved to table the Policy and Procedure for the Annual Evaluation of the Library Director and Approving the Evaluation Form to allow the incoming Library Board to decide when the evaluation will take place: AYES: 5 TRUSTEES: Reneker, Castagna, Roberson, Yamanishi, Leyva NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Chair Roberson suggests that the Library Director’s evaluation take place every 2 years. 5. Review Council Policy on Selection of Officers and Select Chair for FY 2012-13 Library Trustee Reneker was selected as Chair for Fiscal Year 2012-13. Vice-Chair will be selected at the July 25, 2012 Library Board meeting per City Council guidelines. 6. Approve New Vision Statement for Monterey Public Library Strategic Plan 2012-2015 On a motion by Library Trustee Roberson to accept the proposed vision statement with the amendment of replacing the last notation of Monterey with "the”, seconded by Library Trustee Castagna, the Library Board of Trustees failed to approve the proposed New Vision Statement for Monterey Public Library Strategic Plan 2012-2015 by the following vote: AYES: 2 TRUSTEES: Castagna, Roberson NOES: 3 TRUSTEES: Reneker, Leyva, Yamanishi ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Board Meeting Minutes Wednesday, June 27, 2012 2 Library Board of Trustees Minutes Wednesday, June 27, 2012 On a motion by Library Trustee Roberson, seconded by Library Trustee Yamanishi, and carried by the following vote, the Library Board of Trustees moved to continue this item to a future meeting. Library Trustee Reneker included a friendly amendment that the Library Board greatly appreciates the staff and to continue this item: AYES: 5 TRUSTEES: Reneker, Castagna, Roberson, Yamanishi, Leyva NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Old Business 7. Receive Update on FY 2012-2013 Budget Process TRUSTEE COMMENTS Trustee Reneker: Shared information on the Wall Street Journal article about home libraries, “A House to Look Smart In” and noted that a well selected collection of physical books is not totally out of fashion. Trustee Yamanishi: Will miss outgoing Trustees. Trustee Castagna: Thanks to everybody for all the work you do. We're in as good as shape as we are due to your work. INFORMATIONAL REPORTS & STAFF COMMENTS Community Services and Library Director Bui-Burton: Summer Reading is going gangbusters. Monterey Public Library employees attended the American Library Association conference this past weekend. There have been two resignations in the library: Catrina Coyle and Barbara Daniels. California Library Association will be in San Jose in early November. Our Library's 21st Century Learning Program was accepted as a workshop in the program. Recognize Trustees Castagna, Leyva, and Roberson for Service to the Monterey Public Library and the City of Monterey CONSENT ITEMS CONSENT ITEMS allow for a review of those items recommended for approval on consent or recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items which are routine and for which a staff recommendation has been prepared. A member of the public or a Trustee may request that an item recommended for approval on consent be heard on the regular agenda for further discussion. Approval of Minutes 2. May 23, 2012 ***End of Consent Agenda*** PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is not on the agenda. Any person or group desiring to bring an item to the attention of the Library Board may do so during Public Comments or by addressing a letter of explanation to: Community Services and Library Director, Monterey Public Library, 625 Pacific Street, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. PUBLIC APPEARANCE PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate public discussion, but that do not require formal noticing as public hearings. You are welcome to offer your comments after being recognized by the Chair. The Chair may limit the time allocated to each speaker. New Business 3. In addition, a the Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any Library matter, or direct staff to place a request to agendize a matter of business on a future agenda. (G.C. 54954.2) INFORMATIONAL REPORTS & STAFF COMMENTS INFORMATIONAL REPORTS & STAFF COMMENTS is used by the Library Director to make a brief report on her activities or a brief announcement. The Director may also ask for clarification or direction regarding scheduling of Board meetings and study sessions. ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library. Information distributed to the Library Board at the Board meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose. The City of Monterey is committed to include the disabled in all of its services, programs and activities.
