MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, January 22, 2014 5:30 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Yamanishi, Castagna, Koenig, Wojtkowski, Reneker Trustees Absent: None Staff Members Community Services & Library Director Bui-Burton, Reference Present: and Readers Services Manager Waite, Museums, Cultural Arts and Archives Manager Copeland, Youth Services Manager Brown, Administration Assistant Garibaldi, City Attorney Davi CALL TO ORDER Chair Yamanishi called the meeting to order at 5:30 p.m. ROLL CALL Trustee Castagna, Trustee Reneker, and Community Services & Library Director Bui-Burton absent. PRESENTATIONS 1. Review of Brown Act and Library Board Personnel Responsibilities - City Attorney Defer Item 1 until City Attorney Davi arrives from City Council Study Session. Trustee Reneker and Community Services & Library Director Bui-Burton arrived at 5:31 p.m. CONSENT ITEMS Approval of Minutes 2. December 4, 2013 ***End of Consent Agenda*** On a motion by Library Trustee Koenig, seconded by Library Trustee Reneker, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 5 TRUSTEES: Yamanishi, Koenig, Wojtkowski, Reneker NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Castagna ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Board of Trustees Minutes Wednesday, January 22, 2014 PUBLIC COMMENTS Chair Yamanishi opened the floor for public comments: No public comments. PUBLIC APPEARANCE Trustee Castagna arrived at 5:32 p.m. New Business 3. Receive Report on 2013 Conference Highlights 4. Receive Report on 2013/2014 Neighborhood Improvement Program (NIP) Requests and Provide Direction to Staff On a motion by Library Trustee Wojtkowski, seconded by Library Trustee Reneker, and carried by the following vote, the Library Board of Trustees approved the 2013/2014 Neighborhood Improvement Program (NIP) program requests of adding an overhead projector and supporting the Friends proposal for a kitchen addition: Community Services & Library Director Bui-Burton withdrew request to install security cameras in the California History Room. AYES: 5 TRUSTEES: Yamanishi, Castagna, Koenig, Wojtkowski, Reneker NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None The Board of Trustees returned to Item 1: Review of Brown Act and Library Board Personnel Responsibilities. City Attorney Davi reviewed the Brown Act and Library Board Personnel Responsibilities. 5. Receive Report on Library Director Recruitment On a motion by Library Trustee Castagna, seconded by Library Trustee Reneker, and carried by the following vote, the Library Board of Trustees directed staff to distribute a survey to Library staff that include the three top attributes desired of the incoming Library Director: AYES: 5 TRUSTEES: Yamanishi, Castagna, Koenig, Wojtkowski, Reneker NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Board Meeting Minutes Wednesday, January 22, 2014 2 Library Board of Trustees Minutes Wednesday, January 22, 2014 6. Receive Report on Trust Fund Activities Community Services & Library Director Bui-Burton informed trustees that the correct amount for the Community Foundation Challenge grant expense on packet page 36 is $2587.79. 7. Receive Report on Strategic Plan 2012-2015 TRUSTEE COMMENTS Trustee Yamanishi: Informed trustees of the upcoming Whalefest event on Fisherman’s Wharf. Trustee Castagna: Announced whale watch fundraising event on Sunday morning for the local chapter of the American Cetacean Society. Trustee Reneker: Announced that last Sunday the Pacific Grove Friends hosted British author Anne Perry and there were approximately 200 people in attendance. Trustee Koenig: The Friends Wine & Chocolate event has an outstanding list of silent auction items; ticket sales are encouraged. Announced that the West Coast Crime Writers Conference takes place in March and the Friends will be a recipient of a portion of the proceeds from their silent auction. The Friends are looking for ways to increase membership, more specifically downtown business members. The quarterly newsletter deadline is nearing. Trustee Wojtkowski: Pleased to see that the year-end eblast raised almost $6500. INFORMATIONAL REPORTS & STAFF COMMENTS Community Services & Library Director Bui-Burton: Youth Librarian recruitment is currently open. Working intensively during the past weeks with Monterey Public Library and Pacific Grove Library staff looking at the possibility of moving from our current ILS, Innovative Interfaces, to Koha, an open source product. Technical Services Supervisor Diane Harmon is retiring in May. Noted that the agenda reports need to be changed to reflect Acting Assistant Library Director Inga Waite rather than past Assistant Library Director Douglas Holtzman. 8. Review of Brown Act and Library Board Personnel Responsibilities - City Attorney CONSENT ITEMS CONSENT ITEMS allow for a review of those items recommended for approval on consent or recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items which are routine and for which a staff recommendation has been prepared. A member of the public or a Trustee may request that an item recommended for approval on consent be heard on the regular agenda for further discussion. Approval of Minutes 2. December 4, 2013 ***End of Consent Agenda*** PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is not on the agenda. Any person or group desiring to bring an item to the attention of the Library Board may do so during Public Comments or by addressing a letter of explanation to: Community Services and Library Director, Monterey Public Library, 625 Pacific Street, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. In addition, a the Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any Library matter, or direct staff to place a request to agendize a matter of business on a future agenda. Receive Volunteer Report ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library. Information distributed to the Library Board at the Board meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose. The City of Monterey is committed to include the disabled in all of its services, programs and activities.
