MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, July 22, 2015 5:00 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Yamanishi, Castagna, Koenig, Wojtkowski Trustees Absent: None Staff Members Library Director Michael, Reference and Reader Services Present: Manager Waite, Administrative Assistant Garibaldi, Youth Services Manager Brown, Fund Development Coordinator Thongchua CALL TO ORDER Chair Koenig called the meeting to order at 5:01 p.m. ROLL CALL PRESENTATIONS 1. Receive Report from Library Staff Member on Activities Action: Received and discussed Youth Librarian Karen Brown presented her report to the Library Board. CONSENT ITEMS On a motion by Library Trustee Yamanishi, seconded by Library Trustee Wojtkowski, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 4 TRUSTEES: Castagna, Koenig, Wojtkowski, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes Action: Approved 2. June 24, 2015 ***End of Consent Agenda*** PUBLIC COMMENTS Library Board of Trustees Minutes Wednesday, July 22, 2015 Chair Koenig opened the floor for public comments: No public comments. PUBLIC APPEARANCE New Business 3. Receive Report on Strategic Plan 2012-2015 Action: Received and discussed The Library Board requested that the Strategic Plan be agendized for the September meeting. 4. Receive Report on Library Trust Fund Activities Action: Received and discussed 5. Receive Update and Provide Direction on Fiscal Year 2015-2017 Budget Action: Received update and discussed Library Director Michael updated the Library Board regarding current NIP projects and the supplemental budget request pertaining to the reorganization that will use vacant position savings. He shared that five new photocopiers had been installed in the Library, eBooks and additional databases had been purchased, and that Koha’s phone renewal system is underway. 6. Approve Staff Survey for Annual Evaluation of the Library Director Action: Approved On a motion by Library Trustee Castagna, seconded by Library Trustee Yamanishi, and carried by the following vote, the Library Board of Trustees approved the amended staff survey for the annual evaluation of the library director: AYES: 4 TRUSTEES: Castagna, Koenig, Wojtkowski, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Trustee Koenig added two additional questions and revised one question for the staff survey. 7. Receive Report on Library Emergency Planning and Library's Role in City Emergencies Action: Received and discussed Trustee Yamanishi recommended that the Library Board send a thank you letter to the city manager, assistant city manager, police chief, and the behavioral health professionals for their assistance with the response to the June 19 fatality. Trustee Koenig and Library Director Michael will draft a letter of appreciation. 8. Receive Report on 2015 American Library Association Annual Conference Library Board Meeting Minutes Wednesday, July 22, 2015 2 Library Board of Trustees Minutes Wednesday, July 22, 2015 Action: Received and discussed Trustee Castagna presented his review of the ALA conference and shared that some libraries have begun issuing passport renewals for additional revenue. INFORMATIONAL REPORTS & STAFF COMMENTS Library Director Michael: Shared that in response to the June 19 incident, Fund Development Coordinator Thongchua coordinated “Coffee with the Library Director” on July 15 providing an opportunity for discussion with Library donors. The morning program was well received and is being considered as a quarterly event for the community. All are invited to the Summer Reading Program beach party on July 30. The Voices and Images exhibit will open on October 2 and volunteers are sought. City Council is scheduled to appoint a new Library trustee on August 18. The Library Assistant I and Library Assistant III recruitments’ have closed and screening has begun. A draft agenda for the August 20 staff workshop was distributed to Library trustees. 9. Receive Volunteer Report Action: Received and discussed TRUSTEE COMMENTS Trustee Koenig: Expressed appreciation to Trustee Castagana for his year serving as the Library Board chair and thanked Trustee Wojtkowski for accepting the role of vice-chair. She shared of her equally impressive experience riding the Bookmobile with Joanne. Trustee Castagna: Announced that the Carmel Bach Festival will hold a free concert at the Oldemeyer Center on Thursday, July 23. Trustee Wojtkowski: Announced that Dr. Robert Edwards will speak at the first lecture in the Marcia DeVoe Fund series sponsored by the Old Monterey Foundation at MIIS on Thursday, July 23. Trustee Yamanishi: Expressed appreciation for Trustee Castagna’s ALA conference presentation. Receive Report from Library Staff Member on Activities CONSENT ITEMS CONSENT ITEMS allow for a review of those items recommended for approval on consent or recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items which are routine and for which a staff recommendation has been prepared. A member of the public or a Trustee may request that an item recommended for approval on consent be heard on the regular agenda for further discussion. Approval of Minutes 2. Any person or group desiring to bring an item to the attention of the Library Board may do so during Public Comments or by addressing a letter of explanation to: Library Director, Monterey Public Library, 625 Pacific Street, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. PUBLIC APPEARANCE PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate public discussion, but that do not require formal noticing as public hearings. In addition, a the Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any Library matter, or direct staff to place a request to agendize a matter of business on a future agenda. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library. Information distributed to the Library Board at the Board meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
