Chair Koenig called the meeting to order at 5:00 p.m.

1. Introduction of Circulation Section Supervisor Aletia Egipciaco
Action: Introduced
Interim Library Director Waite introduced Circulation Section Supervisor Aletia Egipciaco to the
Library Board of Trustees.
2. Recognize Joslyn Baca for 10 Years of Service to the Monterey Public Library and the
City of Monterey
Action: Recognized
On behalf of the Library Board and Library, Chair Koenig and Interim Library Director Waite thanked
Library Assistant Joslyn Baca. Interim Library Director Waite shared the following with trustees and
staff:
Joslyn Baca first started working at the Monterey Public Library as a Library Page while she was a
student at Monterey High School in 2001. During her first four years working as a Library Page, her
evaluations from several supervisors document her work performance as “calm, courteous, and
exceptional.”
In November 2005, Joslyn was promoted to RPT Library Assistant I in the Circulation Section of the
Reader’s Services Division. She had been filling in as an on-call, and she quickly mastered
advanced Circulation responsibilities – troubleshooting library accounts, processing the holds,
explaining Library policies and resolving customer concerns regarding late fees and replacement
charges, while issuing library cards, ringing up fines, and checking materials out to customers. Such
demands require a strong multi-tasker with good people skills. As a supervisor wrote in 2006, Joslyn
“works quickly and efficiently, and has excellent customer service skills.”
Joslyn’s knowledge of Circulation procedures was invaluable when we combined service desks in
2010. Joslyn proved to be a calm, patient trainer as she taught Circulation basics to Reference and
Youth Librarians. She took the lead in training co-workers about internet and laptop printing – a

complex process. Joslyn has a high comfort level with new technologies, and a friendly patience
when sharing knowledge with staff and customers. During our transition to Koha in July 2014, Joslyn
quickly caught on to the new system. She helped troubleshoot features, discover glitches, and
create new workflows. In 2014 her customer service strengths landed her a spot on the City’s
Ambassador Team, an 8 week course where Joslyn learned about other City Departments, and
shared her knowledge of Library services. The goal of the program is to create knowledgeable
employee ambassadors, who have informed interactions with residents, visitors, and businesses
about the services of the City.
Joslyn has undertaken many complex projects at Monterey Public Library. Perhaps the best known
is the staff schedule. Creating the schedule makes solving a Rubric’s Cube look like child’s play.
Somehow Joslyn pulls it off each week with cheerful wizardry.
Thank you Joslyn for ten plus years of “calm, courteous and exceptional” service to our community.
We look forward to working with you for many years to come.

3. Receive Report from Library Staff Member
Action: Received
Interim Library Director Waite demonstrated newly purchased databases Ancestry.com,
accessible from within the Library, and Rosetta Stone that includes access to 30 languages.

Chair Koenig opened the floor to public comments:
A public member shared concern of books continually being stolen from her backpack and the
problems that have taken place at other library locations.

5. Receive Report on Neighborhood Improvement Program (NIP) Projects and Capital
Improvement Projects (CIP)
Action: Received and discussed
Jeff Condit presented information about the Friends of Hartnell Gulch NIP project that will
restore the stream and native habitat, remove invasive species, and raise awareness of the
watershed in the downtown urban core; it will also promote the pedestrian corridor.
Principal Planner Kim Cole showed the overlay of the Hartnell Gulch project and shared some
of the challenges pertaining to select pipes within the creek flow and pointed out many invasive
species.
Interim Library Director Waite added that staff would not want the width of the driveway
narrowed when considering the addition of a sidewalk.
Principal Engineer Jeff Krebs presented an update to the Library Board regarding the lighting
project which should be complete within 9 weeks.

6. Receive Report from the Ad Hoc Strategic Plan Subcommittee
Action: Received
Trustee Yamanishi distributed New York Public Library’s Core Values stating her preference to
revise the current four values of the Monterey Public Library. Trustee Castagna thought it was
better to have fewer, rather than more, values noted. Trustee Wojtkowski inquired about
changing STEM to STEAM thereby including art.
7. Receive Report on Progress of Proposed Reorganization
Action: Received
Interim Library Director Waite distributed a Council Agenda report that is scheduled for the
December 15 Council meeting. She informed the Library Board that due to the City phasing out
of the Executive Assistant I and II classifications, the administrative support position was not
able to be restored to a higher classification. All three Library Assistant I position’s will be
reclassified to Library Assistant II’s providing incumbents the ability to supervise staff and drive
the Bookmobile. The Fund Development Coordinator will become full-time. Human Resources
Director Gina Donnelly reviewed the proposed changes.
8. Discuss Options for a Board Retreat
Action: Discussed
The Library Board discussed that a retreat take place on January 12 from 8:30 a.m. – 12:00
p.m. Chair Koenig asked to have a closed session meeting at 8:30 a.m. to discuss the library
director recruitment.

INFORMATIONAL REPORTS & STAFF COMMENTS
Interim Library Director Waite reminded the Library Board that the Holiday Boards,
Commissions holiday reception will take place on Thursday, December 10 and that Food for
Fines is again taking place from December 1 – December 31. She attended the United Way
unveiling of the Impact Monterey County study. She was impressed with Sirie’s quick
coordination to complete the Annual Appeal letter that was mailed on December 1.
9. Receive Library Activity Report
Action: Received and discussed
Interim Library Director Waite highlighted the Star Wars Reads Day. She shared that an on-call
librarian will continue the Crazy 8’s Math program; the Hometown Heroes Program was
launched in October and the Police will continue Storytime once a month; and that Coffee with
the Interim Library Director took place.

TRUSTEE COMMENTS
Trustee Castagna: Shared that the Used Giant Book Sale will take place the first weekend in
December and that Wine & Chocolate tickets are now on sale.
Trustee Koenig: Reminded Trustees that every year the Library Board provides a cake for
Library staff to express their appreciation and noted options.

Having no further business to come before the Library Board, Chair Castagna adjourned the
meeting at 7:07 p.m.

“The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library
assets and services on behalf of all residents, ensures adaptability to a diverse population, changing
environment and advancing technology. Trustees advise the City Council on matters pertaining to the
Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between
the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City
Charter and in support of the mission statement of the Monterey Public Library.”
