MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, January 27, 2016 5:00 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Castagna, Koenig, Lambert Hamrick, Yamanishi Trustees Absent: Wojtkowski Staff Members Interim Library Director Waite, Museums, Cultural Arts and Present: Archives Manager Copeland, Administrative Assistant Garibaldi, Circulation Section Supervisor Egipciaco CALL TO ORDER Chair Koenig called the meeting to order at 5:00 p.m. ROLL CALL Trustee Wojtkowski absent. PRESENTATIONS 1. Receive Report on Neighborhood Improvement Program (NIP) Projects and Capital Improvement Program (CIP) Projects (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Principal Engineer Jeff Krebs reported that the kitchen addition is progressing on schedule and that the lighting project is underway. 2. Receive Report from Friends of the Monterey Public Library President (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Friends President Claire Rygg reported to the Library Board various aspects pertaining to the Friends organization including current membership, the Little Free Library, the Annual Wine & Chocolate Benefit, and the Big Sur International Marathon information booth on April 22 and 23. CONSENT ITEMS On a motion by Library Trustee Castagna, seconded by Library Trustee Yamanishi, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 4 TRUSTEES: Castagna, Koenig, Lambert Hamrick, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Wojtkowski ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Board of Trustees Minutes Wednesday, January 27, 2016 Approval of Minutes 3. December 2, 2015 Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Chair Koenig opened the floor to public comments: No public comments. PUBLIC APPEARANCE New Business 4. Approve Monterey Public Library Strategic Priorities 2015-2017 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed and approved On a motion by Library Trustee Castagna, seconded by Library Trustee Lambert Hamrick, and carried by the following vote, the Library Board of Trustees approved the 2015-2017 Monterey Public Library Strategic Priorities: AYES: 4 TRUSTEES: Castagna, Koenig, Lambert Hamrick, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Wojtkowski ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None 5. Receive Report on 2016-2017 Neighborhood Improvement Program (NIP) Requests and Provide Direction to Staff (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report, discussed, and directed staff Interim Library Director Waite reviewed the proposed project requests and added additional project considerations that included a mural on the backside of the Library building and a statue of a child reading a book. The Library Board agreed that the Learning Lab and the California History Room’s vault were the top priorities and provided direction to also research the cost of stenciling the external building wall. The Board requested to agendize the topic of signage for the February Library Board meeting. On a motion by Library Trustee Koenig, seconded by Library Trustee Yamanishi, and carried by the following vote, the Library Board of Trustees approved the submission of Neighborhood Improvement Program (NIP) 2016-17 project requests for the Learning Lab, the California History Room vault, and a statue of a child reading a book: AYES: 4 TRUSTEES: Yamanishi, Castagna, Koenig, Lambert Hamrick NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Wojtkowski ABSTAIN: 0 TRUSTEES: None Library Board Meeting Minutes Wednesday, January 27, 2016 2 Library Board of Trustees Minutes Wednesday, January 27, 2016 RECUSED: 0 TRUSTEES: None 6. Receive Report on Library Trust Fund Activities (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report and discussed Interim Library Director Inga Waite noted that $21,700 was expended during the quarter while $31,670 was generated in revenues. She highlighted Fund Development Coordinator Sirie Thongchua’s successful year-end appeal. Old Business 7. Discuss Board Retreat and Provide Direction to Staff (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed and directed staff The Library Board directed staff to schedule a Study Session focused on funding sources. 8. Discuss and Direct Staff on Budget Priorities (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed; Appointed Ad Hoc Kitchen Subcommittee Trustee Yamanishi commented that her top priorities are programming for children and teens, education for both adults and children, and the Learning Lab. Chair Koenig appointed Trustee Castagna and Trustee Yamanishi to an Ad Hoc Kitchen Subcommittee to review use of the Library’s kitchen. INFORMATIONAL REPORTS & STAFF COMMENTS Interim Library Director Waite shared that she was contacted by the Steinbeck Center regarding their annual Young Author’s Program and distributed information; the Friends are purchasing a large flat digital television to hang within the Library to promote various services and events including the California History Room, the 1849 Society, and the Chocolate & Wine Benefit. 9. Receive Library Activity Report (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Interim Library Director Waite highlighted the Library Endowment Breakfast with Peter Hiller who is the curator of the Joe Mora trust. She shared that a notable difference has resulted from the meetings between Monterey High School, Monterey Police, and Library staff. Trustee Yamanishi asked if the youth programming that the previous youth librarian coordinated is continuing. Interim Library Director Waite announced that February 2 is the first day of employment for the newly hired youth librarian. She commented about the wonderful turnout for Librarian Victor Henry’s poetry reading and book signing that was coordinated by Special Services Coordinator McCombs. Receive Volunteer Report (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Interim Library Director Waite mentioned the success of the volunteer program was due to dedicated staff members and that volunteers are now at capacity. TRUSTEE COMMENTS Trustee Yamanishi: Shared of her recent research to introduce an ESL program to the Monterey Public Library. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
