MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, May 25, 2016 5:00 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Castagna, Koenig, Wojtkowski, Yamanishi Trustees Absent: Lambert Hamrick Staff Members Library Director Waite, Administrative Assistant Garibaldi, Youth Present: Librarian Armstrong, Teen Librarian Harris CALL TO ORDER Chair Koenig called the meeting to order at 5:00 p.m. ROLL CALL Trustee Lambert Hamrick absent. PRESENTATIONS 1. Receive Report from Library Staff on the Summer Reading Program (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Youth Librarian Dayna Armstrong and Teen Librarian Eboni Harris provided information to the Library Board about plans for the upcoming Summer Reading Program. CONSENT ITEMS On a motion by Library Trustee Castagna, seconded by Library Trustee Wojtkowski, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: Castagna, Koenig, Wojtkowski, Yamanishi AYES: 4 TRUSTEES: NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Lambert Hamrick ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes 2. April 27, 2016 (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** Library Board of Trustees Minutes Wednesday, May 25, 2016 PUBLIC COMMENTS Chair Koenig opened the floor for public comments: no public comments. PUBLIC APPEARANCE New Business 3. Review Council Policy on Selection of Officers (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Reviewed and discussed Old Business 4. Receive Report from the Kitchen Addition Ad Hoc Subcommittee and Provide Direction to Staff (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received, discussed, and provided direction On a motion by Library Trustee Koenig, seconded by Library Trustee Yamanishi, and carried by the following vote, the Library Board of Trustees approved the allocation of $6,000 in Trust Fund monies for a 3-month cafe trial period (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061): Castagna, Koenig, Wojtkowski, Yamanishi AYES: 4 TRUSTEES: NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Lambert Hamrick ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Director Inga Waite updated the Library Board on the kitchen addition, distributed a draft business plan, and asked for a $6000 allocation from the Library Trust Fund for a trial period. 5. Receive Report on Library Signage (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed 6. Receive Report on Neighborhood Improvement Program (NIP) Projects and Capital Improvement Program (CIP) Projects (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Chair Koenig appointed herself and Trustee Wojtkowski to a Facility Master Plan Ad Hoc Subcommittee. The Ad Hoc Subcommittee plans to report back to the Board in July. 7. Receive Update and Provide Direction on Fiscal Year 2016-2017 Budget (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Library Director Waite reported that response is still pending on two financial adjustments that were submitted to Finance. Waite shared that Assistant City Manager Uslar suggested asking for $6,000 in funding for a part-time seasonal position to assist the Friends with online book sales and that City Manager McCarthy confirmed his support and will find General Fund monies. Library Board Meeting Minutes Wednesday, May 25, 2016 2 Library Board of Trustees Minutes Wednesday, May 25, 2016 INFORMATIONAL REPORTS & STAFF COMMENTS Library Director Waite expressed regret that Manager Copeland was unable to attend tonight’s meeting. 8. Receive Library Activity Report Action: Received and discussed Trustee Yamanishi commended Library staff for their work. She requested that there be a plan for a sprint-mobile. Director Waite shared that she has discussed the sprint-mobile with Assistant City Manager Uslar and subsequently discussed with Vehicle Maintenance. Trustee Koenig asked about the outreach for National Library Week. Library Director Waite highlighted the next 1849 event taking place on Thursday, June 23 at Martine Inn located in Pacific Grove. The presentation is by Dr. Michael Maloy on Zena Holman and the promise of Asilomar. 9. Receive Financial Report Action: Received 10. Receive Statistical Report Action: Received 11. Receive Volunteer Report Action: Received and discussed Library Director Waite shared that Youth, Reference, & Outreach Services Manager Anderson will now be the volunteer program coordinator with assistance from Circulation Section Supervisor Egipciaco. TRUSTEE COMMENTS Trustee Yamanishi is currently working with Jeanne O’Brien on liquidating a number of books. Friends liaison Trustee Castagna shared that the Friends balance was $67,000 as of March 31, 2016. He recommended that the vice-chair concurrently be the Friends liaison. Trustee Koenig thanked the Kitchen Ad Hoc Subcommittee and requested an updated Library staff organization chart. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
