MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, October 26, 2016 5:00 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Koenig, Lambert Hamrick, Wojtkowski, Yamanishi Trustees Absent: Petty Staff Members Library Director Waite, Museums, Cultural Arts and Archives Present: Manager Copeland, Acting Technology, Readers, and Technical Services Manager Smith, Administrative Assistant Garibaldi, Youth Services Librarian Rader CALL TO ORDER Chair Wojtkowski called the meeting to order at 5:00 p.m. ROLL CALL Trustee Petty absent. PRESENTATIONS 1. Introduction of Youth Services Librarian Scott Rader (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Introduced Acting Technology, Readers, and Technical Services Manager Smith introduced Youth Services Librarian Scott Rader. CONSENT ITEMS On a motion by Library Trustee Koenig, seconded by Library Trustee Lambert Hamrick, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: Koenig, Lambert Hamrick, Wojtkowski, Yamanishi AYES: 4 TRUSTEES: NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Petty ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes 2. September 28, 2016 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved Library Board of Trustees Minutes Wednesday, October 26, 2016 Other Consent Items 3. Request Appropriation of Donation Funds in the 2016-17 Library Trust Fund Budget (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appropriated ***End of Consent Agenda*** PUBLIC COMMENTS Chair Wojtkowski opened the floor to public comments: No public comments. PUBLIC APPEARANCE New Business 4. Receive Report on Library Trust Fund Activities (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Library Director Waite presented report. Trustee Yamanishi inquired whether salary savings may be expended rather than using the Library’s Trust Fund. Old Business 5. Receive Report from Facilities Master Plan Ad Hoc Subcommittee (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Library Director Waite shared that the Parks & Recreation Commission recently had their retreat to review 2017 priorities in light of their recently approved master plan. Waite met with Community Services Director Bui-Burton regarding a teen center and discussed joining forces to complete an assessment ultimately to explore the possibility of partnering with Parks & Recreation. NIP will not fund an assessment study; however, general fund monies could be requested for a needs assessment. Managers have a January deadline to update square footage expansion needs. City Manager McCarthy is supportive of the Library being included in a Measure P2. Trustee Koenig shared that property lots still need to be merged. 6. Receive Report on Neighborhood Improvement Program (NIP) Projects and Capital Improvement Program (CIP) Projects (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Library Director Waite updated the Board that the roof demolition is not expected to begin until November. The contractor has stated that the demolition crew will be doubled to expedite the process. 7. Receive a Report on Library Signage (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Library Board Meeting Minutes Wednesday, October 26, 2016 2 Library Board of Trustees Minutes Wednesday, October 26, 2016 Action: Received and discussed Library Director Waite shared that she is waiting to hear from the Architectural Review Commission about whether the front Library sign requires formal approval. There is no update regarding the status of the wayfinding signs however, the Library will be included. INFORMATIONAL REPORTS & STAFF COMMENTS 8. Receive Volunteer Report Action: Received and discussed TRUSTEE COMMENTS Chair Wojtkowski shared that she attended the Friends of the Library Board meeting and that the October Wish List was approved; elections also took place and there are no changes to the leadership Board. The Friends also approved changes to the bylaws and discussed the size of the Friends Board. Trustee Yamanishi shared that she is coordinating the sale of rare books for the Friends. Trustee Koenig reminded the Board about the Friends Giant Used Book Sale the first weekend in December. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
