MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, March 22, 2017 5:00 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Koenig, Lambert Hamrick, Petty, Yamanishi Trustees Absent: Wojtkowski Staff Members Library Director Waite, Museums, Cultural Arts and Archives Present: Manager Copeland, Administrative Assistant Garibaldi, Acting Technology, Readers, and Technical Services Manager Smith CALL TO ORDER Vice Chair Lambert Hamrick called the meeting to order at 5:01 p.m. ROLL CALL Trustee Wojtkowksi was absent. PRESENTATIONS 1. Receive Report from Library Consultant on Team Excellence Initiative (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Rebecca Perry of Rebecca Perry Leadership shared information pertaining to the yearlong Team Excellence initiative that she is leading for Monterey Public Library staff members. Trustees discussed the initiative and Trustee Yamanishi requested that she return at a later time to provide an update. CONSENT ITEMS On a motion by Library Trustee Yamanishi, seconded by Library Trustee Petty, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 4 TRUSTEES: Koenig, Lambert Hamrick, Petty, Yamanishi NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Wojtkowski ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes 2. February 22, 2017 Action: Approved Library Board of Trustees Minutes Wednesday, March 22, 2017 Other Consent Items 3. Request Appropriation of Donation Funds in the 2016-17 Library Trust Fund Budget (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appropriated donation funds ***End of Consent Agenda*** PUBLIC COMMENTS Vice Chair Lambert Hamrick opened public comments: Mayor Roberson expressed his appreciation to the Library Trustees for their dedication, commitment, and service to the Library and the City of Monterey. PUBLIC APPEARANCE New Business 4. Receive Update on Library Staff Workshop 2017 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received update and discussed Library Director Waite reviewed the upcoming staff workshop and distributed a draft agenda. Old Business 5. Receive Update on FY 2017-2019 Budget Process (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received update and discussed Library Director Waite provided a FY 2017-19 budget update as well as the proposed library projects using salary savings. Trustee Yamanishi advocated improving internal signage. 6. Discuss Strategic Initiatives 2017-2019 and Provide Direction to Staff (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed Trustee Yamanishi inquired how the initiatives would be measured and how the Library Board would be notified of progress pertaining to the initiatives. Waite recommended revising the mission statement to include, “Celebrate Monterey’s history and heritage and protect the right to know.” INFORMATIONAL REPORTS & STAFF COMMENTS 7. Receive Library Activity Report Action: Received Report and discussed Library Director Waite highlighted that not all staff are recognized in the activity report due to spacing limitations however, it by no means indicates that staff not mentioned are not performing and contributing in outstanding and meaningful ways. Receive Financial Report Action: Received Report and discussed Library Director Waite provided a brief overview noting that expenditures are low due to staff vacancies. Trust Fund expenditures are typically projected higher than intended to spend. 9. Receive Statistical Report Action: Received Report and discussed Library Director Waite shared that she inquired with Harrison Memorial Library and Pacific Grove Public Library regarding their circulation and gate count statistics and both libraries reported lower numbers that were attributed to increased loan periods. 10. Receive Volunteer Report Action: Received Report and discussed Library Director Waite shared that one of the California History Room volunteers has taken a leave of absence resulting in reduced volunteer hours. TRUSTEE COMMENTS Trustee Petty commented that he continually notices an increase in youth and teen programming yet a decline in attendance and asked the reasoning for this unless it was due to programming designed for fewer attendees. He also asked for clarification regarding which programs are considered off-site. Trustee Koenig expressed her disappointment that she is unable to attend this year’s staff workshop due to a prior commitment. Trustee Lambert Hamrick thanked the Board after leading her first Library Board meeting as Chair. In addition, a the Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any Library matter, or direct staff to place a request to agendize a matter of business on a future agenda. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library. Information distributed to the Library Board at the Board meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
