MINUTES LIBRARY BOARD OF TRUSTEES Library Board of Trustees Regular Meeting Wednesday, March 28, 2018 5:00 PM LIBRARY COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Koenig, Petty, Widmar, Yamanishi Trustees Absent: Moroh Staff Members Library Director Waite, Acting Community Services Director Present: Copeland, Technology, Readers, and Technical Services Manager Smith, Youth, Reference, and Outreach Services Manager Anderson, Administrative Assistant Garibaldi, Technical Services Assistant Kuhn CALL TO ORDER Chair Petty called the meeting to order at 5:03 p.m. ROLL CALL Trustee Moroh absent. Chair Petty moved Item 5 to the beginning of the agenda. PRESENTATIONS 1. Receive Presentation from Library Staff on the 3-D Printer (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Technology Services Specialist Kuhn gave a verbal report on the CAD (computer-aided design) programs we have launched with the new 3-D printer. Student participants have been eager for more opportunities to learn. Kuhn distributed an example of instructions to design and print a name tag. During the Library Board meeting, a 3-D octopus was printed as an example. February 10, 2018 Action: Approved 3. February 28, 2018 Action: Approved Other Consent Items 4. Request Appropriation of Donation Funds in the 2017-18 and 2018-19 Library Trust Fund Budgets (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appropriated ***End of Consent Agenda*** PUBLIC COMMENTS Chair Petty opened public comments: no comments. PUBLIC APPEARANCE New Business 5. Receive Report on 2017-2018 Neighborhood Improvement Program (NIP) Project and Support 2018-2019 Library-related NIP submittals. (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Jeff Krebs, Principal Engineer for the NIP, presented architectural plans for the Learning Lab. The project was funded by NIP for fiscal year 2017-18. Waite highlighted the two NIP project proposals that concern the Library for 2018-19, both submitted by community members. One request is to replace the singular newspaper racks with permanent racks flush with the building. The other is to install new artistic bike racks. The Board supported both projects and agreed that replacing the newspaper racks was a higher priority than the bike racks since funding for bike racks could be sought elsewhere. The proposals will be presented at the April 5 and April 19 NIP meetings. Krebs noted the meeting on the 19th would be the most important to attend. 6. Receive a Report on Library Staff Workshop 2018 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite distributed the staff workshop agenda and provided information about the sessions. She noted that the safety session was moved to another date. Yamanishi requested to agendize the new safety initiative in June. Waite welcomed Board members to join for any portion of the day. Conduct a First Reading of Revisions to Library Board Policy 175: Loan of Laptop Computers and Other Devices (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite reported that the Library will begin lending telescopes in partnership with MIRA. Yamanishi asked if the policy language could be broadened to include loan of other items. Widmar recommended that there be a user agreement for all devices. The Board unanimously chose to change the word “may” to “will” thereby designating all devices have an agreement. The City Attorney will review the policy and direct on best practice. INFORMATIONAL REPORTS & STAFF COMMENTS Waite highlighted the upcoming financial awareness workshops and distributed the workshop announcement postcards. Widmar noted that due to the popularity and success of the workshops, financial professionals now ask to serve on the panel of presenters. Other news, Anderson has returned and Circulation Section Supervisor Egipciaco has given notice; her last day will be April 6. Librarian Nolan is coordinating the Volunteer Recognition Brunch on Sunday, April 15. 8. Receive Library Activity Report (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite shared that Monterey Public Library was awarded a State Library grant for three staff members to attend the Harwood Innovators’ Lab for Public Libraries in Ontario, California in May. Copeland shared that on-call librarian Keith Brehmer has been assisting in the California History Room 10 hours a week; he also brings the added skill set of a genealogist. Copeland corrected notation in the activity report that historical information on the Wells Fargo Building was provided to the Planning Department; it was actually provided to Wells Fargo Bank. 9. Receive Financial Report (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite reviewed the financial report and noted an error in the report on page 45. The amount estimated we would raise for Administration should be higher (plus $60,734) and the estimated amount for Readers Services should be lower (less $60,734). Finance will make the correction. 10. Receive Statistical Report (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Yamanishi shared that she was thrilled to see the increase in off-site programs. TRUSTEE COMMENTS Trustee Koenig shared that she and Waite attended the Chamber’s Business Excellence Awards and that she is excited to support the Library’s Pizza My Heart fundraiser on April 11.
