MINUTES LIBRARY BOARD OF TRUSTEES Special Meeting Thursday, May 16, 2019 4:00 PM LEARNING LAB, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Koenig, Petty, Thomson, Widmar Trustees Absent: Moroh Staff Members Library Director Waite, Manager Smith, Administrative Assistant Present: Garibaldi CALL TO ORDER Chair Petty called the meeting to order at 4:01 p.m. ROLL CALL Trustee Moroh was absent. PUBLIC COMMENTS Seeing no members of the public present, Chair Petty continued to Item 1. New Business 1. Approve Changes to the FY 20 & 21 General Fund and Trust Fund Budgets and Provide Direction to Staff (Not Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved On a motion by Library Trustee Widmar, seconded by Library Trustee Widmar, and carried by the following vote, the Library Board of Trustees approved the recommended changes to the FY 20 & 21 General Fund and Trust Fund budgets and directed staff to move forward with the changes (Not Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061): AYES: 4 TRUSTEES: Koenig, Petty, Thomson, Widmar NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Moroh ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Library Board of Trustees Minutes Thursday, May 16, 2019 Director Waite reported the budget changes included deleting two full-time positions, adding a full-time senior librarian position, increasing one regular part-time Library Assistant II position in circulation to full-time, decreasing the Fund Development Officer’s trust fund salary allocation from 40% to 35% (increasing general fund allocation to 65%), and adding 20 hours of fund development support. Waite distributed an organization chart with the proposed revisions. Widmar said it was a good compromise despite it not being the original plan. Petty commented that the concern of the trust fund being drawn down raises the question as to how long the funding can continue sustainably. Widmar commented that he thought the increased support hours for fund development would result in increased focus and donations. Thomson asked for an in-depth status report of the trust fund in January 2020. City Council will review the FY20-21 budget at the May 29 study session. TRUSTEE COMMENTS No comments. Any person or group desiring to bring an item to the attention of the Library Board may do so during Public Comments or by addressing a letter of explanation to: Library Director, Monterey Public Library, 625 Pacific Street, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. New Business 1. Approve Changes to the FY 20 & 21 General Fund and Trust Fund Budgets and Provide Direction to Staff (Not Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) TRUSTEE COMMENTS Trustees may ask a question for clarification, make a brief announcement or make a brief report on his or her activities. In addition, the Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any Library matter, or direct staff to place a request to agendize a matter of business on a future agenda. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library. Information distributed to the Library Board at the Board meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
