MINUTES LIBRARY BOARD OF TRUSTEES Library Board of Trustees Regular Meeting Wednesday, May 22, 2019 5:00 PM COMMUNITY ROOM, 625 PACIFIC ROOM MONTEREY, CALIFORNIA Trustees Present: Koenig, Moroh, Petty, Thomson, Widmar Trustees Absent: Staff Members Library Director Waite, Manager Copeland, Manager Anderson, Present: Manager Smith, Administrative Assistant Garibaldi CALL TO ORDER Chair Petty called the meeting to order at 5:04 p.m. ROLL CALL CONSENT ITEMS On a motion by Library Trustee Koenig, seconded by Library Trustee Moroh, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda: AYES: 5 TRUSTEES: Koenig, Moroh, Petty, Thomson, Widmar NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes 1. April 24, 2019 (Not Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Chair Petty opened public comments: no public comments. PUBLIC APPEARANCE New Business 2. Receive Copy of Letter Sent by Chair Petty to Chair of Assembly Appropriations Committee Regarding ACA-1 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Petty reported that ACA-1 passed through the Appropriations Committee and is scheduled to be heard in an Assembly Floor Session. Receive Report from Ad Hoc Annual Giving Strategies Committee (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Trustees Thomson and Moroh provided an overview to the Board pertaining to research of establishing a Foundation. The Friends will meet on July 10 to discuss. The Ad Hoc Annual Giving Strategies Committee will meet again on June 17. 4. Conduct a Second Reading and Adopt Revisions to Library Board Policy 210: Use of the Trust Fund (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Conducted second reading and approved On a motion by Library Trustee Widmar, seconded by Library Trustee Koenig, and carried by the following vote, the Library Board of Trustees adopted revisions to Library Board Policy 210: Use of the Trust Fund (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) : AYES: 5 TRUSTEES: Koenig, Moroh, Petty, Thomson, Widmar NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None 5. Receive Update on FY20-21 Budget Process and Provide Direction to Staff (Not Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Received update and provided direction Waite reported that the revisions approved by the Board at the May 16 meeting are progressing forward. A Council study session to review the budget is scheduled on May 29. Waite encouraged trustees to watch the livestream or attend the meeting. Council is slated to adopt the FY20-21 budget on June 18. 6. Receive Report from Ad Hoc Library Facility Feasibility Study Committee (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite reported that the Phase 1 assessment and gathering community input is complete. Group 4 is beginning Phase 2 and met with Library staff for the second and last time today to review building programs. Group 4’s Feasibility Study programming worksheet was distributed to trustees. Group 4 is scheduled to present to the Library Board on June 26. 7. Receive Progress Report on Library Director’s Annual Work Plan (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Thomson asked if the knowledge learned from holding community conversations will be provided to Group 4. Anderson confirmed affirmatively. He is interested in learning the Harwood assessment results. Anderson invited trustees to attend the Summer Reading Program kick-off on Saturday, June 8 from 1-4:00 p.m. and shared volunteer opportunities. Receive Library Activity Reports (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Waite highlighted Fund Development Officer Thongchua’s coordination of the California History Room tours and a live online genealogy workshop led by on-call Librarian Kathy Nielsen. 9. Receive Financial Reports (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received 10. Receive Statistical Reports (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received 11. Receive Volunteer Reports (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Widmar asked about the increase in April volunteer hours. Staff shared that a focused volunteer day, Love Our Central Coast, brought numerous volunteers to the Library on April 27. TRUSTEE COMMENTS No trustee comments. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
