MINUTES LIBRARY BOARD OF TRUSTEES Regular Meeting Wednesday, October 23, 2019 5:00 PM COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: Petty, Thomson, Widmar Trustees Absent: Moroh Staff Members Director Waite, Manager Copeland, Manager Anderson, Present: Manager Smith, Administrative Assistant Garibaldi, Technical Services Supervisor Cunha CALL TO ORDER Chair Petty called the meeting to order at 5:02 p.m. ROLL CALL Trustee Moroh was absent. PRESENTATIONS 1. Presentation by Technical Services Supervisor Sandre Cunha on the work of the Library Signage Committee (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Technical Services Supervisor Cunha provided a PowerPoint presentation to the Board. CONSENT AGENDA 2. September 25, 2019 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved 3. Request Appropriation of Donated Funds in FY20 Library Trust Fund Budget (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appropriated 4. Approve Library Holiday and Closure Schedule (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved On a motion by Library Trustee Thomson, seconded by Library Trustee Widmar, and carried by the following vote, the Library Board of Trustees approved the Consent Agenda (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061): AYES: 3 TRUSTEES: Petty, Thomson, Widmar NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Moroh  Library Board of Trustees Minutes Wednesday, October 23, 2019 ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None PUBLIC COMMENTS Chair Petty opened public comments: no public comments. PUBLIC APPEARANCE New Business 5. Receive Report on Library Trust Fund Activities (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: received and discussed Waite presented the quarterly Trust Fund report. Petty requested parameters describing the Oler Trust. Old Business 6. Receive Report from Ad Hoc Annual Giving Committee (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Thomson reported that the Friends signed a contract to work with attorney Virginia Howard to review their bylaws. The Committee is working on Friends Board recruitment. 7. Receive Report from Ad Hoc Feasibility Study Committee (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Thomson requested that Dawn Merkes of Group 4 Architecture, Research + Planning, Inc. be the primary speaker at the City Council meeting when the Facility Feasibility Report is presented. Trustees concurred. 8. Receive Progress Report on Library Director’s Annual Work Plan (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite highlighted that items noted in italics are in progress. Thomson asked Waite to provide a brief report on the October 1 City Council Retreat and the state of fiscal health pertaining to the pending fiscal emergency. He also asked for an updated organization chart. INFORMATIONAL REPORTS & STAFF COMMENTS 9. Receive Library Activity Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Thomson commented that he was glad to see the increase in Bookmobile visits and that he enjoyed the recent Steinbeck program. The Board briefly discussed new library card sign ups. 10. Receive Financial Report (Not a Project under CEQA per Article 20, Section 15378 and  Library Board of Trustees Minutes Wednesday, October 23, 2019 under General Rule Article 5, Section 15061) Action: Received 11. Receive Statistical Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed The statistic for “library cards issued” includes new and renewed cards. Thomson asked about the reduction in visits to the Library and the reduction in database searches/views. Smith responded that it could be a combination of different reasons including an inaccurate door count, a reduced need to visit in-person versus online access, and fewer people visiting due to the economy. Smith noted that databases were changed in July and that some vendors count searches differently. The two youth librarian vacancies have also resulted in fewer school visits. 12. Receive Volunteer Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed The Board briefly discussed the volunteer appreciation brunch held in April. Waite shared that both Library and Museum volunteers were thanked at the event. TRUSTEE COMMENTS No trustee comments.
