MINUTES LIBRARY BOARD SPECIAL MEETING CITY OF MONTEREY Thursday, March 18, 2021 1:00 PM TELECONFERENCE MONTEREY, CALIFORNIA Trustees Present: Fellguth, Joshi, Moroh, Petty, Thomson Trustees Absent: None Staff Members Director, Interim Fund Development Officer, Librarian, Assistant City Present: Manager CALL TO ORDER Chair Moroh called the meeting to order at 1:03 p.m. ROLL CALL CONSENT ITEMS PUBLIC COMMENTS Chair Moroh opened public comments: no public comments. New Business 1. Discuss Proposed Staff Reorganization and Proposed General Fund Budgets for FY22 and FY23 and Provide Direction to Staff (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Library & Museums Director Waite provided background on the City of Monterey’s budget planning guidelines and summarized the content in the library budget and reorganization agenda report. Chair Moroh clarified that the budget and staffing being requested would allow the library to reopen in July 2021. Trustee Petty pointed out the difference of 21.75 FTE staffing in FY19 and the proposed 11.63 FTE for FY 22 which would require the library to meet the needs of the public in different ways than have been done in the past. Moroh commended Waite for identifying the number of staff needed to start a bare bones operation, but hoped additional staffing could be added as the City’s revenue improved. Trustee Fellguth asked if there was contingency funding built in for on-call staff in case of illness or approved leave. Waite expressed that staff would be cross-trained on the basics to fill in for one another. Moroh asked if there had been a budget for substitute on-calls in the past, and if so, would it be prudent to add funding for it in this budget. Trustee Joshi inquired where cuts could be made to this budget if required. Waite explained it would have to be a reduction in service hours or suspension of bookmobile service. Assistant City Manager Rojanasathira acknowledged the hard work library staff has been doing during this time. Trustee Thompson complimented Waite and Rojanasathira on the budget proposal and recommended adding $10,000-$20,000 for substitute on calls along with a footnote that the Board hopes more can be done in year two than what’s on the proposed budget. The supplies and services budget was discussed and Thomson thanked the Monterey Public Library Friends and Foundation for stepping up to fund collection development materials but stated that we can’t expect fundraising to replace general funds. Moroh requested that $10,000 be added for substitute on-calls and that a column be added outlining what supplies and services funds are needed if Library Board of Trustees Minutes Thursday, March 18, 2021 funds are available. Waite mentioned $2500 needed to be added to supplies in FY23 to replenish the supply of library cards. There was no public comment on the matter. The Director may also ask for clarification or direction regarding scheduling of Board meetings and study sessions. TRUSTEE COMMENTS Trustees may ask a question for clarification, make a brief announcement or make a brief report on his or her activities. In addition, the Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any Library matter, or direct staff to place a request to agendize a matter of business on a future agenda.
