BOARD OF LIBRARY TRUSTEES SPECIAL MEETING MINUTES CITY OF MONTEREY Thursday, March 10, 2022 1:00 PM ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Trustees Present: Fellguth, Joshi, Moroh, Petty, Thomson Trustees Absent: None Staff Members Library & Museums Director, Public Services Manager, Present: Administrative Assistant, Interim Fund Development Officer CALL TO ORDER Chair Thomson called the meeting to order at 1:01 p.m. The administrative assistant explained to the public how to participate in the virtual meeting and provide public comment. ROLL CALL PUBLIC COMMENTS Chair Thomson opened public comments: no public comments. PUBLIC APPEARANCE 1. Receive Final Report from Ad Hoc Survey Committee (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Thomson thanked the Survey Committee for their work. Waite provided an overview of the survey. Fellguth then reviewed the Committee’s recommended priorities. She announced the Committee’s dissolution and recommended forming a similar committee in the future for a follow-up assessment. Trustees discussed the recommendations and the budget. In terms of extending operating hours, it was requested that there be a metric to review whether Sunday or Monday had more visitors pre-pandemic. Staff will return to the Board as necessary based on the approved budget. There was no public comment on the matter. 2. Approve Proposed General Fund and Trust Fund Budgets for Fiscal Year 2022-2023 and Provide Direction to Staff (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received, discussed, and approved Waite provided an overview and reported that department heads are expected to submit the budget by the end of tomorrow. After Board approval, the budget continues through a review process. The Director reviewed the proposed General Fund budget of $2,203,141 and Trust Fund budget of $239,993 of which $103,885 is from unrestricted funds. A correction was made on packet page 13–the Proposed General Fund Budget chart’s column heading notes FY21 pre cuts; it should instead note FY20 pre cuts. On packet page 12, in the FY21 column, a full-time librarian position is missing under the Public Services staff summary. Board of Library Trustees Meeting Minutes March 10, 2022 Public Services had a total of 2.50 instead of 1.75 FTE. The General Fund Grand Total was 8.25 instead of 7.50 FTE. There was no public comment on the matter. On a motion by Trustee Petty, seconded by Trustee Fellguth, and carried by the following vote, which was conducted by roll call, the Board of Library Trustees approved the budget proposal with the corrections that have been delineated in the discussion: AYES: 5 TRUSTEES: Fellguth, Joshi, Moroh, Petty, Thomson NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Waite reviewed her full-time staffing priorities, in order of priority: children’s librarian, library assistant II acquisitions/requisitions, library assistant II bookmobile, and teen librarian. On a motion by Trustee Fellguth, seconded by Trustee Moroh, and carried by the following vote, which was conducted by roll call, the Board of Library Trustees approved the Library Director’s recommended staffing prioritization: 1st - children’s librarian, 2nd - library assistant II acquisitions/requisitions, 3rd - library assistant II bookmobile, 4th - teen librarian: AYES: 5 TRUSTEES: Fellguth, Joshi, Moroh, Petty, Thomson NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None The Board asked for an update at the April Board meeting. The Chair and Vice-Chair may be sought for consultation for any insignificant changes. INFORMATIONAL REPORTS & STAFF COMMENTS Waite reported that the recruitment for the Bookmobile position has opened. TRUSTEE COMMENTS Petty commented on a typo on packet page 8. He asked about library fine accruals based on the borrower’s home library (Monterey or Pacific Grove). Joshi asked about the additional expenses incurred by the proposal of extending Library operating hours. Fellguth commented that she was glad to be going through this process. She remains optimistic that the budget will be approved to better serve the community. Thomson again thanked Trustees Fellguth and Petty for their work on the Survey Committee. He shared that the City of Monterey is lighting Colton Hall at night with the colors of the Ukrainian flag and expressed personal solidarity with Ukraine and the very difficult time they are going through. He hopes it ends well if that is possible. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
