CALL TO ORDER
Chair Thomson called the meeting to order at 4:02 p.m.
The administrative assistant explained to the public how to participate in the virtual meeting and
provide public comment.

On a motion by Trustee Fellguth, seconded by Trustee Moroh, and carried by the following vote,
which was conducted by roll call, the Board of Library Trustees approved the Consent Items:

4. Receive Report from Ad Hoc Library Director Recruitment Committee and Provide Direction
Regarding the Library Director Recruitment and Selection Process (Not a Project under CEQA
per Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
Chair Thomson provided an update about the library director recruitment. A top-rated firm has
been selected and a contract is in process. Trustees were asked to consider what particular
qualifications an ideal library director candidate would possess to provide guidance to the
executive recruitment firm. Moroh added that they sought a firm who will reach out to candidates
who may be a good fit and sought to understand the dynamics of this Library. Waite commented
that the two top-rated firms have strong library subject matter specialists.

5. Receive Quarterly Report on Library Director’s Work Plan (Not a Project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received, discussed, and provided direction
Waite reviewed her work plan. She highlighted a recent meeting with local public libraries who
use Koha to explore the possibility of forming a consortium to share catalogs. Discussion
continued about items presented in the work plan. The Library Director is preparing a transition
plan for the incoming director that includes current projects underway, pending responses,
upcoming events, deadlines, and so forth.

6. Receive Update on the Annual Budget Process and Provide Direction to Staff (Not a Project
under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received
Waite reported there were no new updates. She added that there is a possibility that the
proposed Museums staffing budget may be balanced against the proposed Library staffing
since it is all considered part of the Library and Museums department budget.

7. First Reading of Proposed Revisions to Library Board Policies 145: Document Delivery; 425:
Reproduction and Use of Archival Materials (Not a Project under CEQA per Article 20, Section
15378 and under General Rule Article 5, Section 15061)
Action: Conducted first reading
Waite reviewed the proposed revisions to Board Policies 145 and 425. Trustees discussed the
average revenue generated from the reproduction of archival materials and the fees associated
with the policies.
There was no public comment on the matter.

8. Receive Report on Monterey County Gives Campaign and Chocolate & Wine Benefit (Not a
Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Received and discussed
Waite gave compliments for the outstanding work of Interim Fund Development Officer Perna.
Perna commented that it has been an honor to raise funds for her childhood library. She noted
the overall funds raised for both campaigns was higher than in previous years. Thomson also
gave thanks to Perna, MPLFF President Diane de Lorimier, and the MPL Friends & Foundation.

9. Receive Quarterly Museums & Cultural Arts Activities Report (Not a Project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
Waite reported that November, December, and January is a slower time for Museums aside
from preparations for the annual Christmas in the Adobes event. She thanked Garibaldi for
helping Museums staff to make the event a success. The Chair thanked staff and volunteers.

10. Receive Quarterly Library Activity Report (Not a Project under CEQA per Article 20, Section
15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
Waite highlighted the success of the adult history programs and today’s virtual Buffalo Soldier
program. On-call Youth Librarian Peggy Langford represented the Library at an outreach event
at Bay View Charter School. She expressed gratitude for Langford’s service. Trustees inquired
and commented on the activity report

11. Receive Financial Report (Not a Project under CEQA per Article 20, Section 15378 and under
General Rule Article 5, Section 15061)
Action: Received and discussed
Waite reported that the Trust Fund budget had not yet been amended.

12. Receive Statistical Report (Not a Project under per CEQA Article 20, Section 15378 and under
General Rule Article 5, Section 15061)
Action: Received and discussed
Waite reminded the Board that the March statistics will compare March 2022 to March 2019.
The high number of volunteer hours was discussed in comparison to last year and the amount
of help volunteers are providing in shelving materials and retrieving material holds. Waite
shared that Librarian Nolan and Artifacts Specialist Leininger are planning a Volunteer
Appreciation Picnic in April.

TRUSTEE COMMENTS
Trustee Joshi complimented Library staff who created an informative and entertaining patron
mobile app video. He was thoroughly impressed.
Trustee Petty commented to stay safe and healthy and that things are going well. He expressed
concern that funding for Museum and Library staffing is being pitted against one another instead
of being supplemental.
Trustee Moroh commented on the limited staff who are accomplishing a considerable amount
of work. She commented her distress of hearing that Perna is retiring again and is overwhelmed
with gratitude for all that Perna has done.
Trustee Fellguth echoed Moroh and commended staff on being nimble to turn what could have
been a catastrophe into an opportunity. Virtual programming has begun, the RFID project is
completed, core volunteers are being built, and there has been successful fundraising. She is
sorry to see Waite and Perna leave and is also excited about future possibilities. She hopes as
a Board member to provide hope and comfort to staff.
Thomson echoed and seconded Moroh and Fellguth’s comments.
ADJOURNMENT
Seeing no further business to come before the Board of Library Trustees, Chair Thomson
adjourned the meeting at 5:45 p.m.

TRUSTEE COMMENTS
Trustees may ask a question for clarification, make a brief announcement or make a brief
report on his or her activities. In addition, the Board may provide a referral to staff or
other resources for factual information, request staff to report back to the body at a
subsequent meeting concerning any Library matter, or direct staff to place a request to
agendize a matter of business on a future agenda. (G.C. 54954.2)
ADJOURNMENT
“The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library
assets and services on behalf of all residents, ensures adaptability to a diverse population, changing
environment and advancing technology. Trustees advise the City Council on matters pertaining to the
Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between
the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City
Charter and in support of the mission statement of the Monterey Public Library.”
