BOARD OF LIBRARY TRUSTEES REGULAR MEETING MINUTES CITY OF MONTEREY Thursday, September 22, 2022 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET, AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Trustees Present: Joshi, Moroh*, Petty*, Silveria* Trustees Absent: Fellguth Staff Members Library & Museums Director, Administrative Assistant, Public Present: Services Manager*, Assistant City Manager* *Participated remotely by teleconference This meeting was held with a combination of in-person and teleconference attendance, pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Council's resolution authorizing teleconference attendance at public meetings. CALL TO ORDER Vice Chair Joshi called the meeting to order at 4:05 p.m. ROLL CALL Trustee Fellguth was absent. The Board welcomed new Library Trustee Janie B. Silveria to the Board of Library Trustees. Library Trustee Silveria shared brief introductory remarks. PRESENTATIONS 1. Receive Update on Monterey Public Library Friends & Foundation Activities (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation Monterey Public Library Friends & Foundation (MPLFF) President Diane de Lorimier provided an update on recent activities. She reported that last fiscal year, MPLFF’s contributions totaled approximately $132,600. Of this, approximately $66,000 was raised through the MC Gives! campaign. Earlier this year, MPLFF held a second successful virtual Chocolate & Wine Benefit, raising roughly $16,000. In 2023, the MPL Friends & Foundation looks forward to bringing the Benefit back in person in springtime with a potential drive-thru option. Additional updates were provided about book sales and little free libraries. New projects include Dine Around Town and a Local Author Talk series between November–May. Library Trustees congratulated and expressed gratitude to de Lorimier for her work and asked questions about upcoming events. There was no public comment on the matter. August 25, 2022 (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Vice Chair Joshi opened public comments: there were no public comments. PUBLIC APPEARANCE 3. Approve Revisions to the Bookmobile Schedule (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved revisions Library and Museums Director Edwards reviewed the proposed revisions to the Bookmobile schedule. Library Trustees asked questions about expanding future stops and provided suggestions. On a motion by Trustee Moroh, seconded by Trustee Petty, and carried by the following vote, which was conducted by roll call, the Board of Library Trustees approved the Bookmobile schedule: AYES: 4 TRUSTEES: Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 1 TRUSTEES: Fellguth ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None There was no public comment on the matter. 4. Receive Update on Library Operations Survey (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Joshi reported that Library Trustee Petty and he had met with Edwards to discuss the Library Operations Survey. Edwards reviewed the draft Survey. Library Trustees and staff provided suggestions. There was no public comment on the matter. 5. Discuss Potential Loan of Western Flyer model (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed the potential loan of a five-foot Western Flyer model made by Mike Croft. The model ship would be displayed inside the Library during Cannery Row Days. After, staff is exploring accepting a long-term loan to display the ship at Pacific Biological Laboratories. The Board discussed the security and proposed location of the model, insurance coverage, and additional matters. 2 Board of Library Trustees Meeting Minutes September 22, 2022 There was no public comment on the matter. INFORMATIONAL REPORTS & STAFF COMMENTS 6. Receive Quarterly Report on Library Activities (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Public Services Manager Smith reported that one of the largest projects during the June- August 2022 period was the Summer Reading Program. The successful program included take-away bags, a scavenger hunt, and free books for those who completed the program. She reported that the Bookmobile switched La Mesa Village stops, which has increased visitor numbers. New Bookmobile Services Coordinator Meri Ancic created a QR code for library card sign-ups that has been successful. Smith shared that staff were excited to welcome Director Edwards. Edwards added that his first month had been a great experience. He reviewed activities during this period including touring all City Museums, attending a PBL tour, reviewing California History Room archives and the vault, numerous meetings with community leaders, donors, and staff, and planning the first staff day on October 31. Edwards shared that Library Assistant II Carl Salbacka recently resigned to move outside of the area. He welcomed and introduced Fund Development Officer Toula Hubbard who expressed her excitement. Trustees asked additional questions about recent activities and offered suggestions. There was no public comment on the matter. 7. Receive Museums and Cultural Arts Division Quarterly Activity Report (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Edwards reviewed the Museums and Cultural Arts Division quarterly activity report. There was no public comment on the matter. 8. Receive Financial Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed There was a brief question about the presented financial data and a comment about the importance of keeping the General and Trust Fund funds separate on the report. There was no public comment on the matter. 9. Receive Statistical Report (Not a Project under per CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed the report. Trustees provided comments on the statistics. There was no public comment on the matter. TRUSTEE COMMENTS 3 Board of Library Trustees Meeting Minutes September 22, 2022 Trustee Moroh welcomed Library Trustee Silveria. She appreciated that the Library Director is providing updates. Moroh commented that it was nice to meet Hubbard and mentioned that there was previously a quarterly Fundraising report; perhaps Hubbard would return at that time to provide an update. Moroh commented that she is happy to continue serving as the MPLFF liaison. Trustee Petty mentioned that in the past, staff members provided a brief presentation at the start of the Board meeting and suggested this practice resume. Trustee Silveria expressed thanks to fellow Library Trustees and goodwill wishes to Fellguth. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
