BOARD OF LIBRARY TRUSTEES REGULAR MEETING MINUTES CITY OF MONTEREY Thursday, October 27, 2022 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Trustees Present: Fellguth*, Joshi*, Moroh*, Petty*, Silveria* Trustees Absent: None Staff Members Library & Museums Director*, Administrative Assistant, Public Present: Services Manager*, Bookmobile Services Coordinator* *Participated remotely by teleconference This meeting was held with a combination of in-person and teleconference attendance, pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Council's resolution authorizing teleconference attendance at public meetings. CALL TO ORDER Chair Fellguth called the meeting to order at 4:10 p.m. ROLL CALL PRESENTATIONS 1. Receive Presentation from Bookmobile Services Coordinator Meri Ancic (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Bookmobile Services Coordinator Meri Ancic provided a presentation to the Board. Library Trustees gave accolades and asked questions about current services. There was no public comment on the matter. CONSENT ITEMS On a motion by Trustee Joshi, seconded by Trustee Moroh, and carried by the following vote, which was conducted by roll call, the Library Board of Trustees approved the consent items: AYES: 5 TRUSTEES: Fellguth, Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes 2. September 22, 2022 (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved Other Consent Items Board of Library Trustees Meeting Minutes October 27, 2022 3. Request Appropriation of Donated Funds in the Fiscal Year 2022-23 Library Trust Fund Budget (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved There was no public comment on the matter. ***End of Consent Agenda*** PUBLIC COMMENTS Chair Fellguth opened public comments: there were no public comments. PUBLIC APPEARANCE 4. Approve 2023 Library Holiday and Closure Schedule (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed and approved amended schedule Library & Museums Brian Edwards reviewed the proposed 2023 Library holiday and closure schedule. Library Trustees asked questions and made suggestions regarding the proposed schedule. Trustees concurred to remove the proposed Saturday closure following Thanksgiving to prevent being closed five days in a row and directed staff to review usage this year. There was no public comment on the matter. On a motion by Trustee Moroh, seconded by Trustee Petty, and carried by the following vote, which was conducted by roll call, the Library Board of Trustees approved the 2023 Library Holiday and Closure Schedule with the amendment to remove Saturday, November 25, 2023: AYES: 5 TRUSTEES: Fellguth, Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None INFORMATIONAL REPORTS & STAFF COMMENTS 5. Receive Library and Museums Director Activity Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards first expressed thanks to Bookmobile Services Coordinator Ancic for her great presentation and commented that she was doing a fantastic job. He reviewed his activity report and answered questions. There was no public comment on the matter. 2 Board of Library Trustees Meeting Minutes October 27, 2022 6. Receive Financial Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received There was no public comment on the matter. 7. Receive Statistical Report (Not a Project under per CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed the statistical report. Library Trustees commented and asked questions. There was no public comment on the matter. TRUSTEE COMMENTS Silveria attended the MPL Friends & Foundation meeting and expressed her love for learning. Moroh commented that she had been in Crete and although she didn’t have her library card, she was able to renew her materials with the library patron app. Petty commented that he was pleased with the progress and improvement. Joshi commented that he is pleased that the Community Room is reopening for programs and mentioned the upcoming Robert Louis Stevenson Unbirthday program on November 12. Fellguth apologized for missing the last Board meeting and thanked Joshi for chairing the meeting. She is planning to attend the staff day on October 31 and commented how pleased she is with everything happening with the Library. There is a feeling of coming back to life. She hoped the budget would be increased and more staff would be hired. (G.C. 54954.2) ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
