BOARD OF LIBRARY TRUSTEES SPECIAL MEETING MINUTES CITY OF MONTEREY Thursday, December 15, 2022 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET, AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Trustees Present: Fellguth*, Joshi*, Moroh*, Petty*, Silveria* Trustees Absent: None Staff Members Library & Museums Director*, Administrative Assistant, Public Present: Services Manager*, *Participated remotely by teleconference This meeting was held with a combination of in-person and teleconference attendance, pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and Resolution No. 22-143 C.S. CALL TO ORDER Chair Fellguth called the meeting to order at 4:03 p.m. ROLL CALL CONSENT ITEMS On a motion by Trustee Moroh, seconded by Trustee Silveria, and carried by the following vote, which was conducted by roll call, the Library Board of Trustees approved the consent item: AYES: 5 TRUSTEES: Fellguth, Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None Approval of Minutes 1. October 27, 2022 (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Chair Fellguth opened public comments: there were no public comments. PUBLIC APPEARANCE 2. Approve Change to 2023 Library Holiday and Closure Schedule (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received, discussed, and approved Board of Library Trustees Meeting Minutes December 15, 2022 Library & Museums Director Edwards reviewed the request by the Monterey Public Library Friends & Foundation to change the Chocolate & Wine Benefit to begin at 6:00 instead of 7:00 pm. He provided information about the reason the MPLFF C&W committee chose to move the date back to February instead of April and the original request to close at 1:00 pm with a 4:00 pm event start time. Trustees discussed the date and time change. On a motion by Trustee Petty, seconded by Trustee Silveria, and carried by the following vote, which was conducted by roll call, the Library Board of Trustees approved closing the Monterey Public Library at 1:00 pm on Saturday, February 25, 2023: AYES: 5 TRUSTEES: Fellguth, Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None 3. Receive Report on Annual Statistics (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed and discussed the annual statistics with the Board of Library Trustees. INFORMATIONAL REPORTS & STAFF COMMENTS 4. Receive Library and Museums Director Activity Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed his activity report. Library Trustees asked questions and discussed. 5. Receive Quarterly Report on Library Activities (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Public Services Manager Smith reviewed the Library activity report and shared highlights. 6. Receive Financial Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed The Trust Fund report was briefly discussed. 7. Receive Statistical Report (Not a Project under per CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed the statistical report. TRUSTEE COMMENTS Silveria commented that she attended the recent book sale in the Library’s Community Room and that it was great. 2 Board of Library Trustees Meeting Minutes December 15, 2022 Petty provided kudos to Edwards for his outstanding work in applying and securing for grant funds. Moroh acknowledged that the library director is not only a grant writer, also an artist. Happy holidays to all Joshi acknowledged and thanked the groups, staff, volunteers, and the Board for all their work to make MPL a great place. Fellguth is thrilled that the Library is reviving and thriving. Thanked Edwards and the staff for taking advantage of opportunities to be in the community and explore grants. Happy holiday season. Trustees advise the City Council on matters pertaining to the Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City Charter and in support of the mission statement of the Monterey Public Library.” -adopted by Library Board of Trustees, April 25, 2007 The Library Board of Trustees meeting packet may be reviewed by the public in the Library.
