TELECONFERENCE NOTICE
This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Gov. Code sec. 54953(b).
CALL TO ORDER
Chair Fellguth called the meeting to order at 4:04 p.m.

On a motion by Trustee Petty, seconded by Trustee Moroh, and carried by the following vote,
the Board of Library Trustees approved the consent agenda:

3. Provide Direction for Building Forward Library Facilities Improvement Program Application (Not
a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Discussed and provided direction to apply for the Building Forward Library
Facilities Improvement Program
Library & Museums Director Edwards reviewed the Building Forward Library Facilities
Improvement program and the need for the aging library building to have facility
improvements. Trustees asked questions and made suggestions noting that it was a fantastic
opportunity.
The Board of Library Trustees concurred without objection and provided direction to the
Library & Museums Director to apply for the funding opportunity.

4. Approve Proposed General Fund and Trust Fund Operating Budgets for Fiscal Year 2023-2024
(Not Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Discussed and approved
Edwards reviewed the proposed budget, highlighting the addition of two regular part-time staff
members (teen librarian and library assistant in circulation) and transferring part-time seasonal
staff member hours from the Trust Fund to the General Fund, increasing the collection
development budget, purchasing a book vending machine, and reconfiguring the service desk.
On a motion by Trustee Petty, seconded by Trustee Moroh, and carried by the following vote,
the Board of Library Trustees approved the 2023-24 General Fund and Trust Fund Operating
Budgets:

5. Receive Update on Library Director Activities (Not a Project under CEQA per Article 20, Section

Edwards reviewed his activity report. Trustees asked questions and made comments.

6. Receive Quarterly Report on Library Activities (Not a Project under CEQA per Article 20,
Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed

Library Manager Smith reviewed the quarterly library activity report and highlighted the recent
puzzle exchange that will now be scheduled quarterly.
There was no public comment on the matter.

General Rule Article 5, Section 15061)
Action: Received
Edwards reviewed the financial report.

Action: Received and discussed
Edwards reviewed the statistical report. Trustees asked questions and made comments.
There was no public comment on the matter.
TRUSTEE COMMENTS
Trustee Silveria expressed her happiness with the attendance and participation at this year’s
Chocolate & Wine Benefit. She commented that it was similar to old times but better.
Trustee Joshi expressed his appreciation that the library had power during the recent power
outages caused by the storms. He suggested updating the cell phone charging connectors for
public use.
Trustee Petty commented that he is pleased with the progress of library services and looks
forward to learning about the progress of the Building Forward Library Facilities Improvement
Program application at the next Board meeting.
Trustee Fellguth is very excited to look at grant funding and extremely happy that the budget
proposal includes a teen librarian and priorities set forth by the Board.

Seeing no further business to come before the Board of Library Trustees, Chair Fellguth
adjourned the meeting at 5:34 p.m.

TRUSTEE COMMENTS
Trustees may ask a question for clarification, make a brief announcement or make a brief
report on his or her activities. In addition, the Board may provide a referral to staff or
other resources for factual information, request staff to report back to the body at a
subsequent meeting concerning any Library matter, or direct staff to place a request to

ADJOURNMENT
“The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library
assets and services on behalf of all residents, ensures adaptability to a diverse population, changing
environment and advancing technology. Trustees advise the City Council on matters pertaining to the
Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between
the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City
Board of Library Trustees

Charter and in support of the mission statement of the Monterey Public Library.”
