CALL TO ORDER
Chair Joshi called the meeting to order at 4:05 p.m.

GENERAL PUBLIC COMMENTS
Chair Joshi opened public comments: there were no public comments.
PUBLIC APPEARANCE
6. Discuss Presentation and Strategies for Board of Library Trustees on State of the Library (Not a
Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Discussed presentation
Trustees Moroh and Silveria practiced the State of the Library presentation and asked for
feedback from the Board. The presentation will be given at the April 2nd City Council meeting.
Trustees provided suggestions.
There was no public comment on the matter.
TRUSTEE COMMENTS
Silveria commented that the MPL Friends & Foundation’s Chocolate & Wine Benefit was
wonderful.
Petty commented that discussion should occur at future Board meetings about ways to ensure
the library continues to be present and discussed at City Council meetings beyond April 2nd.
Moroh read a few quotes that were written by attendees to the Chocolate & Wine Benefit and
collected by the MPL Friends & Foundation.
Joshi thanked Barbara Schilling and Richard Carr for their generous donation to the Library.
STAFF COMMENTS
Edwards thanked library staff who attended the recent Staff Day on March 22 and shared a
brief overview of the day. He looks forward to the strategic planning survey opening.

Seeing no further business to come before the Board of Library Trustees, Chair Joshi
adjourned the meeting at 5:36 p.m.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Board of Library Trustees meetings, there is one 15-minute public comment
period on matters not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
d. Closed Session items – 15 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The
maximum amount of time for each person to speak and the total amount of time allotted for
each item will be determined based on the number of people indicating an interest in speaking
and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Board’s
consent, adjust the amount of time allowed for public input and/or the time allotted for each
speaker.

TRUSTEE COMMENTS
Trustees may ask a question for clarification, make a brief announcement, or make a brief
report on their activities. In addition, a Trustee or the Board of Library Trustees may provide a
referral to staff or other resources for factual information. (Government Code section
54954.2(a)(3).)
STAFF COMMENTS
The Library Director may make a brief report on activities or a brief announcement, and may
ask for clarification or direction regarding scheduling of meetings and study sessions.
