BOARD OF LIBRARY TRUSTEES SPECIAL MEETING MINUTES CITY OF MONTEREY Monday, July 8, 2024 5:00 PM COUNCIL CHAMBER, 570 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: de Lorimier, Joshi, Moroh, Petty, Silveria Trustees Absent: None Staff Members Present: Library & Museums Director, Assistant, City Manager, Assistant City Manager, City Attorney, Library Manager CALL TO ORDER Chair Joshi called the meeting to order at 5:05 p.m. ROLL CALL PUBLIC APPEARANCE 1. Review Council Policy on Selection of Officers and Select Chair and Vice-Chair for 2024-2025 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Appointed Chair and Vice Chair Chair Joshi moved agenda item 1 to the end of the meeting. Vice Chair Silveria accepted the role of Chair, and Trustee de Lorimier accepted the role of Vice Chair. 2. Receive a Report and Provide Feedback on Proposed Charter Amendment – Clerical and Technical Updates to Charter Section 5.1 and Section 7.1 (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and provided feedback Assistant City Manager Rojanasathira presented the proposed City Charter amendments. Trustees asked questions and provided feedback. City Manager Uslar and City Attorney Davi responded to questions, and Rojanasathira provided a succinct review of proposed changes. Public comment was received from Jim Thomson. On a motion by Trustee Moroh, seconded by Trustee de Lorimier, and carried by the following vote, the Board of Library Trustees moved to provide the Assistant City Manager with direction to City Council, and that the City Attorney incorporate the correct language to reflect the fact that the Library Director will appoint the employees of the library; the Library Board has the authority to appoint and remove the Library Director; the Trust Fund language, as amended, is acceptable; and the Library Board does not appoint and remove Library personnel other than the Library Director: AYES: 5 TRUSTEES: de Lorimier, Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None 3. Provide Direction on Proposed Charter Amendments to City Council (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received There was no public comment on the matter. Board of Library Trustees Meeting Minutes July 8, 2024 TRUSTEE COMMENTS Moroh thanked Joshi for serving as Board Chair this past year and expressed appreciation for his hard work. She commented on two recent wonderful events at the Library: the successful MPLFF Trivia Benefit and the Ad Astra cooking program. She applauded the Friends for their work raising funds for the Library. de Lorimier commented about another MPLFF event—a popular tea program that sold out. She is honored to be on the Board and looks forward to serving. Silveria echoed Moroh’s comments, appreciating Joshi's service as the Board Chair and his guidance. She expressed it was wonderful to work with everyone. Petty provided accolades to everybody. Joshi expressed his appreciation for fellow Library Trustees and commented that his success would not have been possible without them. STAFF COMMENTS Library Director Edwards thanked Joshi for his time serving as Board chair and congratulated Trustees Silveria and de Lorimier. He shared that the Library’s privacy pod had been installed. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Board of Library Trustees meetings, there is one 15-minute public comment period on matters not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item d. Closed Session items – 15 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Board’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker. STAFF COMMENTS The Library Director may make a brief report on activities or a brief announcement, and may ask for clarification or direction regarding scheduling of meetings and study sessions. ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology.
