BOARD OF LIBRARY TRUSTEES REGULAR MEETING MINUTES CITY OF MONTEREY Thursday, August 22, 2024 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: de Lorimier, Joshi, Moroh, Petty, Silveria Trustees Absent: None Staff Members Present: Library & Museums Director, Assistant, Library Manager, Children’s Librarian, Teen Librarian CALL TO ORDER Chair Silveria called the meeting to order at 4:02 p.m. ROLL CALL PRESENTATIONS 1. Receive Summer Reading Program Report (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Children’s Librarian Bianca Nabarette-Lopez and Teen Librarian Andrea Osejo presented about the 2024 Summer Reading Program. Trustees gave accolades and commented. CONSENT AGENDA On a motion by Trustee Moroh, seconded by Trustee Joshi, and carried by the following vote, the Board of Library Trustees approved the consent agenda: AYES: 5 TRUSTEES: de Lorimier, Joshi, Moroh, Petty, Silveria NOES: 0 TRUSTEES: None ABSENT: 0 TRUSTEES: None ABSTAIN: 0 TRUSTEES: None RECUSED: 0 TRUSTEES: None There was no public comment on the matter. Approval of Minutes 2. July 25, 2024 (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved Informational Reports 3. Receive Library and Museums Director Activity Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Item pulled from consent. 4. Receive Statistical Report (Not a Project under per CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received ***End of Consent Agenda*** Board of Library Trustees Meeting Minutes August 22, 2024 GENERAL PUBLIC COMMENTS Chair Silveria opened public comments: there were no public comments. PUBLIC APPEARANCE 5. Review Timeline and Process for Annual Evaluation of Library Director (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Reviewed and discussed Silveria reviewed the timeline. Trustees confirmed the closed session meeting dates. There were no public comments on the matter. 6. Receive Update on Strategic Plan Process and Next Steps (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received update and discussed Library & Museums Director Edwards reviewed the strategic plan process. Trustee Petty was appointed as the Board liaison. There were no public comments on the matter. TRUSTEE COMMENTS Joshi commented his delight in hearing the good news that MPL reopened on Mondays. Petty echoed Joshi’s comment about the Library reopening on Mondays. de Lorimier reported that there are five new Friends & Foundation Board members and shared the November Books & Cooks event is nearly sold out. Chocolate & Wine is scheduled for February 22, 2025. Moroh commented that the advocacy group is continuing to strategize. She expressed disappointment learning about NCIP representatives who did not support Library projects. Silveria announced the City Council Candidate Forum taking place next Tuesday. LIBRARY DIRECTOR COMMENTS Edwards commented the Local History Librarian position recruitment is open. He is happy that Monterey Public Library has reopened on Mondays. Edwards thanked librarians Bianca and Andrea for their Summer Reading Program presentation. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Board of Library Trustees meetings, there is one 15-minute public comment period on matters not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item d. Closed Session items – 15 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Board’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker. LIBRARY DIRECTOR COMMENTS The Library Director may make a brief report on activities or a brief announcement, and may ask for clarification or direction regarding scheduling of meetings and study sessions. ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology.
