CALL TO ORDER
Chair Silveria called the meeting to order at 4:10 p.m.
ROLL CALL
PRESENTATIONS
1. Receive Update on Assistant Library Director (Not a project under CEQA per Article 20, Section
15378 and under General Rule Article 5, Section 15061)
Action: Received update on selection of Assistant Library Director Melissa Mejia. Mejia
started on May 16th and was the prior Library Manager at Marina Library. Edwards asked
that Trustees introduce themselves and how or why they joined the Board of Library
Trustees.
CONSENT AGENDA
Trustee Petty asked to pull item 3 from Consent Agenda. On a motion by Trustee Petty,
seconded by Trustee Moroh, and carried by the following vote, the Board of Library Trustees
approved the remaining consent agenda:

Approval of Minutes
2. April 24, 2025 (Not a Project under CEQA per Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
Action: Trustee Moroh asked that her comments be struck out from the April 24th minutes
related to checkout and renewals as they did not reflect her statement. Approved 5-0

20, Section 15378 and under General Rule Article 5, Section 15061)

Action: Received and discussed. Trustee Petty asked about the all-staff meeting that the
City Manager’s Office hosted. Edwards and Smith spoke about the Bob Nelson and his
book “Ubuntu.” Trustee Petty asked about the budget process for this year and the
decrease of 7% as requested, and if that decreased the staffing cost proposal. Edwards
responded that the 7% decrease was for supplies, contracts, and services – not a
decrease in Library staff. Edwards reported that there was no additional funding
approved for increasing Library hours on Monday for the 2025-2026 fiscal year. Trustee
Petty asked about items reviewed in the ADA report for items that are not feasible or
have been completed already. Edwards reported on the process of reviewing. Trustee
Moroh asked about the Library Director’s request to acquire Herald Archives at CSUMB.

GENERAL PUBLIC COMMENTS
Chair Silveria opened public comments: there were no public comments.
PUBLIC APPEARANCE
7. Receive Update on Library Advocacy and Discuss NCIP Facility Proposal (Not a project under
CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed the proposal for the facility needs for the Monterey
Public Library that Vice Chair de Lorimier, Trustee Moroh, and Director Edwards had with
NCIP representatives. Discussion on ADA needs and high costs of HVAC, plumbing and
electrical needs. Focus proposal on including Community Resilience and emergency
power backup. Archival and California History Room documents storage was also
included as a discussion point. Trustees will come back with a proposal at a future
Board of Library Trustee meeting.
TRUSTEE COMMENTS
Trustee Moroh – Question on Library Café timeline. Edwards responded that we are waiting for
the health department.

Edwards was happy to see the proposal for café went through and excited to work with
Assistant Library Director Mejia. Expressed appreciation for library staff. NCIP proposal for
Colton Hall will be submitted as well by Museums Commission.
ADJOURNMENT
Seeing no further business to come before the Board of Library Trustees, Chair Silveria
adjourned the meeting at 5:47 p.m.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Board of Library Trustees meetings, there is one 15-minute public comment
period on matters not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
d. Closed Session items – 15 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The
maximum amount of time for each person to speak and the total amount of time allotted for
each item will be determined based on the number of people indicating an interest in speaking
and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Board’s
consent, adjust the amount of time allowed for public input and/or the time allotted for each
speaker.

TRUSTEE COMMENTS
Trustees may ask a question for clarification, make a brief announcement, or make a brief
report on their activities. In addition, a Trustee or the Board of Library Trustees may provide a
referral to staff or other resources for factual information. (Government Code section
54954.2(a)(3).)
LIBRARY DIRECTOR COMMENTS
The Library Director may make a brief report on activities or a brief announcement, and may
ask for clarification or direction regarding scheduling of meetings and study sessions.
ADJOURNMENT
“The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library
assets and services on behalf of all residents, ensures adaptability to a diverse population, changing
environment and advancing technology. Trustees advise the City Council on matters pertaining to the
Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between
the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City
Charter and in support of the mission statement of the Monterey Public Library.”
