BOARD OF LIBRARY TRUSTEES MEETING MINUTES CITY OF MONTEREY Monday, July 7, 2025 4:00 PM MONTEREY PUBLIC LIBRARY, COMMUNITY ROOM, 625 PACIFIC STREET MONTEREY, CALIFORNIA Trustees Present: de Lorimier, Joshi, Moroh, Petty, Silveria Trustees Absent: None Staff Members Present: Library & Museums Director Edwards, Assistant Library Director Mejia, Library Manager Smith CALL TO ORDER Chair Silveria called the meeting to order at 4:17 p.m. ROLL CALL PRESENTATIONS CONSENT AGENDA GENERAL PUBLIC COMMENTS Chair Silveria opened public comments: there were no public comments. PUBLIC APPEARANCE 1. Review Council Policy on Selection of Officers and Select Chair and Vice-Chair for 2025-2026 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Trustee deLorimier accepted role as Chair, and Trustee Petty accepted role as Vice Chair for 2025-2026. Trustee Petty stated that he planned to decline the Chair role in the 2026-2027 term. 5-0 vote 2. Review Timeline and Process for Annual Evaluation of Library Director (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed. Chair deLorimier and Trustee Moroh will start the process in August. This will be a 6-week process with 2 closed session meetings; one with the Board and one with the Library Director. Due to scheduling conflicts, the evaluation may be scheduled for October or November. Chair deLorimier asked to move the annual review to May, and start the process in March so that the Board Chair can complete before ending their term. 3. Approve Recommendation for NCIP Library Facility Proposal (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and approved with a 5-0 vote. Chair deLorimier discussed the NCIP proposal “It’s Everyone’s Library – and it Needs Repair Work!” in the amount of $761,767. NCIP proposal was approved with the plan to focus on four areas: ADA compliance, Community Resilience, Archival Storage & Preservation, and Facility Renewal. Chair deLorimier will submit to the NCIP Committee. TRUSTEE COMMENTS Board of Library Trustees July 7, 2025 Meeting Minutes Vice Chair Petty: Surgery upcoming and may need to attend remotely Trustee Joshi – No comment Chair deLorimier – Thanks to outgoing Chair Silveria for assistance, Friends & Foundation Board meeting happening on July 9th, Booksale at Library on Saturday July 12th Trustee Moroh – Drag Queen storytime was a great event, highlighted that Assistant Library Director Mejia did a great job, appreciated that Library Bookmobile had a “Freedom to Read” on the 4th of July parade Trustee Silveria – Echoed that Drag Queen storytime was a great event with positive vibes from all in attendance, highlighted that Western Flyer was back in Moss Landing LIBRARY DIRECTOR COMMENTS Library is now late fine free, Summer Reading Game is in full swing with numerous activities and game boards, Library Café is in process with vendor, and Library Lockers are slated to be delivered in August at Monterey Sports Center and Montecito Fire Station. Assistant Library Director highlighted that the library is currently interviewing for a Regular Part Time Library Assistant. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Board of Library Trustees meetings, there is one 15-minute public comment period on matters not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item d. Closed Session items – 15 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Board’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker. LIBRARY DIRECTOR COMMENTS The Library Director may make a brief report on activities or a brief announcement, and may ask for clarification or direction regarding scheduling of meetings and study sessions. ADJOURNMENT “The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library assets and services on behalf of all residents, ensures adaptability to a diverse population, changing environment and advancing technology.
