CALL TO ORDER
Chair de Lorimier called the meeting to order at 2:03 p.m.
ROLL CALL
Recording Secretary Edwards called the roll. All Trustees were present.
PRESENTATIONS
1. Receive Presentation from Local History Librarian (Not a project under CEQA per Article 20,
Section 15378 and under General Rule Article 5, Section 15061)
Action: Received Presentation
Librarian Kathy Lo presented on Cannery Row Days series “Travels With Charley” along with
updates to the California History Room and her archival work. Lo discussed her background in
public libraries. Lo talked about the new booking process for California History Room, and the
ability to collect statistics on room use.
Vice Chair Petty asked about radio and print advertisements. Director Edwards mentioned the
option of Spotify ads to promote library programs and services.
Public comment was not received.
2. Provide Update on Shared Library Catalog (Not a project under CEQA per Article 20, Section
15378 and under General Rule Article 5, Section 15061)

Action: Received Presentation
Library & Museums Director Edwards discussed the addition of Carmel to the shared library
catalog with Monterey and Pacific Grove. The proposal is slated to be presented to City Council
under the consent agenda for the City Manager to sign the agreement. The proposal would
allow library members from all three libraries to share physical resources.
Trustee Moroh asked about eResources. Edwards responded that each Library jurisdiction
subscribes to their own eResources, and vendor agreements are based on each jurisdiction.
Members could have cards from one, two, or all three libraries depending on which eResources
they wanted to access.
Trustee Silveria provided information on MOBAC, the regional consortium that promotes shared
resources under the California Library Services Act (CLSA).
Vice Chair Petty asked about annual cost and access to collections. Edwards reported that the
costs of delivery were part of the CLSA funds distributed through the State. Monterey and
Pacific Grove had increased delivery service in the past two years to expedite deliveries, and
Carmel will need to do the same for 2026.
This was not an action item, however, Trustees voiced their support of the project idea.

GENERAL PUBLIC COMMENTS
Chair de Lorimier opened public comments: there were no public comments.
PUBLIC APPEARANCE
7. Receive Update on Library Advocacy (Not a project under CEQA per Article 20, Section 15378
and under General Rule Article 5, Section 15061)
Action: Received Report
Chair de Lorimier spoke regarding the funding of the NCIP project, and being the squeaky
wheel at meetings. The Monterey Public Library project has seen support from NCIP
Commissioners as well as City Council during public meetings. The Chair spoke about how
NCIP was looking at adopting fewer projects of larger scale rather than numerous small
projects. As the Library projects was relatively large, this was a benefit to the project scope. The
NCIP Committee was also being directed to defund a certain number of projects at a future
meeting. Chair de Lorimier and Trustee Moroh planned to work on bullet points for public
discussions.
Trustee Moroh spoke about the Board of Library Trustees and Monterey Public Library Friends
& Foundation expanding the scope of advocacy, and having MPLFF working with the Board on
advocacy efforts. Trustee Moroh spoke about how the Monterey Public Library Friends &
Foundation is a separate, yet supporting entity to the Library. Recommendation to ask the
Monterey Public Library Friends & Foundation present at the January 2026 meeting.
TRUSTEE COMMENTS
Trustee Moroh endorsed the shared catalog and asked about the Café timeline.
Trustee Joshi endorsed the shared catalog and integration of library services
Chair de Lorimier fully supported integrating Carmel Library into the catalog, and asked
Edwards about an update on the CSUMB / Monterey Herald photo collection. Edwards provided
update that he is working with CSUMB on next steps of obtaining the collection.
Trustee Silveria enjoys collaborating with other Libraries and is looking forward to the new

Vice Chair Petty supported the integration of Carmel as long as no one is trying to
be critical, and as long as libraries followed the spirit of collaboration with the State
Library. Vice Chair Petty asked about the Bookmobile Library Assistant II position,
and Assistant Library Director Mejia provided an update on the recruitment timeline.
LIBRARY DIRECTOR COMMENTS
Library & Museums Director Edwards celebrated the great events from the Library
team in October and November. Assistant Library Director Mejia spoke about the
Family Literacy Night at Bayview Academy, along with the partnership with the
Horror Writers Association programs.
ADJOURNMENT
Seeing no further business to come before the Board of Library Trustees, Chair de
Lorimier adjourned the meeting at 3:46 p.m.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each individual
speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Board of Library Trustees meetings, there is one 15-minute public comment period
on matters not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
d. Closed Session items – 15 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to line up
at the podium or raise their hands, and for remote participants to use *9 on the telephone or the
“raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The maximum
amount of time for each person to speak and the total amount of time allotted for each item will be
determined based on the number of people indicating an interest in speaking and the amount of
business to be conducted on the agenda. In exceptional circumstances and when necessary to
ensure a full opportunity for public input, the Chair may, with the Board’s consent, adjust the amount
of time allowed for public input and/or the time allotted for each speaker.

Trustees may ask a question for clarification, make a brief announcement, or make a brief
report on their activities. In addition, a Trustee or the Board of Library Trustees may provide a

The Library Director may make a brief report on activities or a brief announcement, and may
ask for clarification or direction regarding scheduling of meetings and study sessions.
ADJOURNMENT
“The Board of Monterey Public Library Trustees provides stewardship for Monterey Public Library
assets and services on behalf of all residents, ensures adaptability to a diverse population, changing
environment and advancing technology. Trustees advise the City Council on matters pertaining to the
Library, and advocate on the Library’s behalf, while ensuring an ongoing flow of information between
the Library, the community and the City Council, in accordance with Section 7.1 of the Monterey City
Charter and in support of the mission statement of the Monterey Public Library.”
