BOARD OF LIBRARY TRUSTEES MEETING MINUTES CITY OF MONTEREY Thursday, February 26, 2026 4:00 PM MONTEREY PUBLIC LIBRARY - MAKERSPACE, 625 PACIFIC STREET, MONTEREY, CA 93940 MONTEREY, CALIFORNIA Trustees Present: De Lorimier, Silveria, Moroh, Petty, Silveria Trustees Absent: None Staff Members Library & Museums Director Edwards, Assistant Library Director Present: Mejia, Library Manager Smith, Intern Verano-Rodriguez CALL TO ORDER Chair de Lorimier called the meeting to order at 4:00 PM ROLL CALL PRESENTATIONS 1. Receive Presentation on Memory Lab (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Library & Museums Director presented on the Memory Lab project at the library and the equipment that would be available for public use. The group discussed the booking of equipment inside of the Library Makerspace for this use, along with staffing and volunteer assistance. Edwards recommended calling the service the “Copeland Memory Lab.” No public comment received. 2. Receive Presentation on Fund Development Trends (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Library & Museums Director Edwards presented on the different major funds raised. This included charts on MC Gives from 2019 -2025, Appeal letter revenues, and Trust Fund revenues from 2018 – 2025. The Board looked at the different major grants and donations to the trust fund. The Board discussed what to fund with Trust Funds vs capital expenditure through General Fund. Questions received on the total amount of cash on hand in the Library Trust Fund and CFMC endowment. No public comment received. Informational Reports 3. Receive Library and Museums Director Activity Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed 4. Receive Financial Report (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received GENERAL PUBLIC COMMENTS Chair de Lorimier opened public comments: there were no public comments. PUBLIC APPEARANCE 5. Approved Library Trust Fund Budget for Fiscal Year 2027 (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Library & Museums Director Edwards discussed that all City departments are expected to cut expenditures on their 2027 proposal. The Library is not proposing new staff or open hours in the coming fiscal year. The Trust Fund proposal allows the Library to support major expenditures from MC Gives and other larger projects. Edwards discussed that the Library has not been spending the entirety of the General Fund and Trust Fund in recent fiscal years. Staff discussed expenditures on library physical and electronic collections. Trustee Silveria asked about using Library Trust Fund to support regular open hours. Action: Received and approved the proposed 2026 Trust Fund budget. 6. Receive Draft Library Advocacy Talking Points (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Trustee Silveria and Chair de Lorimier discussed the messaging for a pocket guide and single page advocacy guide. The guide is still in draft stage and will return to a future meeting for additional comments prior to approval. Trustee Petty recommended a core of talking points and discussions to be provided ahead of time for the Board to approve. Trustee Moroh discussed talking more about what the library does than the Library Board. The Trustees discussed creating lists of activities that the library does to support the community. Action: Received and will bring back to the Board of Library Trustees at a future meeting for additional review. TRUSTEE COMMENTS Trustee de Lorimier mentioned that there was a great Chocolate and Wine event at the library. 2 Board of Library Trustees February 26, 2026 Meeting Minutes LIBRARY DIRECTOR COMMENTS Edwards discussed the Chocolate and Wine event and welcomed MIIS intern Verano- Rodriguez. Mejia highlighted the upcoming memorial for Dennis Copeland at the Library. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Board of Library Trustees meetings, there is one 15-minute public comment period on matters not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item d. Closed Session items – 15 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Board of Library Trustees. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda.
