Mayor Della Sala called the meeting to order at 4:00 p.m.

CONSENT ITEMS
Councilmember Selfridge commented that she does not want to raise fees but it is necessary in
order to cover program costs.
On a motion by Councilmember Selfridge, seconded by Councilmember Sollecito, and carried
by the following vote, the City Council approved the Consent Agenda, except Item 5, which was
removed for public comment:

Mayor Della Sala opened the floor for public comments on the item. Lorna Moffett asked
Council to consider other options to raising the fees. Mayor Della Sala closed public comment
on the item. Councilmember Sollecito agreed with Councilmember Selfridge that the Council
does not like to raise fees.
On a motion by Councilmember Sollecito, seconded by Councilmember Selfridge, and carried
by the following vote, the City Council approved a recommendation from the Parks and
Recreation Commission to increase camping fees at Veteran's Memorial Park and adopted
Resolution No. 10-026 C.S., modifying Resolution 07-233:

Property & Housing Manager Marvin presented the staff report. Chair Della Sala opened the
floor for Public Comments, no one came forward, and he closed public comments.
On a motion by Director Sollecito, seconded by Chair Della Sala, and carried by the following
vote, the RDA Board adopted RDA Resolution No. 843,authorizing staff to advance up to
$25,000 in Redevelopment Agency Housing Set-Aside Funds to the Monterey Hotel (406
Alvarado Street) Receiver to cover initial costs associated with filing an application for
condominium plan:

and Provide Direction on Items Related to a Potential New Lease at 380 Alvarado Street (Osio-
Rodriguez Adobe) (Plans and Public Works - 206-03)

PUBLIC COMMENTS
Mayor Della Sala opened the floor for public comments on topics not on the agenda. Ty Brooks,
local business owner, said that he previously won the bid for a recycling project, but the State
funds were retracted. Now, the project is being rebid, and he believes that it is written in an
unfair way that will prevent him from bidding again. Neil Hirsch, Monterey resident and member
of the Coalition for a Tobacco Free Monterey County, read a letter of thanks to the City Council
into the record. Having no further requests to speak, Mayor Della Sala closed public comments.
Assistant Public Works Director Uslar gave a brief history regarding previous bids for the
receptacles and explained the current bidding process. He noted that the turn-around time is
short in order to receive grant funds.
COUNCIL COMMENTS
Councilmember Sollecito said that John “Spud” Spadaro passed away, and the City lost a
valuable and generous citizen. Councilmember Selfridge congratulated the Pacific Grove
Heritage Society. She said that Shades of Monterey was absolutely fabulous, and she
congratulated the Library on the presentation.
18. Request to Agendize Free Use of Conference Center by Navy League for "Meet the
Astronauts" Program (City Council - 802-07)
Action: No Action taken
Councilmember Selfridge said that it is important to allow the non-profits to use the Conference
Center while no one else is using it. City Manager Meurer said that this is a question for the City
Council regarding their policy to be more stringent regarding this type of use. Mayor Della Sala
said that he does not want to go against the policy while the budget remains tight.
Mayor Della Sala announced that the City Police Department is hosting a teen driving program
this weekend from 10:00 a.m. until noon. He said that on March 24 at the former Del Monte
School, Councilmember Sollecito will welcome people to a presentation by the homeless
coalition.
CITY MANAGER REPORTS
City Manager Meurer encouraged participation in the teen driving program. He reported that a
recent meeting of the Waterfront Committee was extremely successful, and there will be more
opportunities to participate. He encouraged everyone to complete the Census forms that will be
arriving in the mail. He said that the solar panels at 735 Pacific Street are up and running. City
Manager Meurer reminded the Council of a Special Council meeting on March 31.
