Councilmember Downey said that she would be abstaining from Item 3 because she was not present at the April 5th meeting. (Public Facilities - 302-01) Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Mayor Della Sala opened public comments on items not on the agenda, no one came forward, and he closed public comments. The Mayor opened public comments on closed session items. Frank Donangelo spoke in support of extending the Tidelands leases adjoining 400 Cannery Row. John Narigi, Monterey Plaza Hotel, presented further details regarding refinancing the hotel and supported extending the Tidelands leases. Having no further requests to speak, Mayor Della Sala closed public comments on closed session items. Council adjourned to closed session at 4:09 p.m. 2  City Council Minutes Tuesday, April 19, 2011 Vice Mayor Haferman called the meeting to order at 7:00 p.m., saying that Mayor Della Sala would not be in attendance tonight. All other Councilmembers were present. ANNOUNCEMENTS FROM CLOSED SESSION Information Resources Director/City Clerk Gawf announced that in four separate unanimous roll call votes, the City Council gave confidential direction to their labor negotiators in a Conference with those negotiators regarding GEM, MEA, MPA, PLMA, Deputy Police Chiefs, Executive Management and Regular Part Time employees. CONTINUED PUBLIC COMMENTS Vice Mayor Haferman reopened the floor for public comments on items not on the agenda. Uwe Grobecker, Santa Lucia Cafe, said that members of the public would like to see a public response to Bill McCrone's recent presentation regarding the Wharf. Ron Baxster, Monterey Peninsula Yacht Club, spoke in support of extending the lease with the Yacht Club, saying that the upcoming expiration of the lease is affecting their ability to plan events for next year. Having no further requests to speak, Vice Mayor Haferman closed public comments. PRESENTATIONS 11. Receive a Report on Results of the 2010 Community Survey (City Manager - 101-01) Action: Report received and discussed City Manager Meurer introduced the item, and Communications and outreach Manager McGrath presented the staff report. Vice Mayor Haferman opened the floor for public comments on the item, and having no requests to speak, closed the floor. PUBLIC APPEARANCE 12. Presentation of Preliminary Strategy for Closing 2011-12 General Fund $5 Million Operating Shortfall (Finance - 406-03) Action: Received and discussed report; agreed by consensus to extend next Wednesday's special meeting to further review the proposal City Manager Meurer introduced the item and reviewed several budget reduction key points. Finance Director Rhoads presented an overview of the budget reduction plan. Assistant City Manager Cohn reviewed the process that the Executive Management Team used in order to develop this plan. Executive Managers each reviewed the proposed reductions in their respective departments. Councilmember Sollecito questioned the advisability of cutting the communications division in a tourism-based city. City Manager Meurer clarified that this is not his final recommendation, but is a starting point. Councilmember Selfridge expressed concern regarding the decentralization of volunteer services. Vice Mayor Haferman called a recess at 9:35 p.m., then reconvened the meeting at 9:45 p.m. Councilmember Selfridge said that she hopes that a few positions as possible would be cut. Vice Mayor Haferman opened the floor for public comments on the item. Todd Harris, Tree Trimmer, spoke about the value of the City's tree trimming program. Albert Weisfuss, City 3  City Council Minutes Tuesday, April 19, 2011 Arborist, presented some history of the City's tree trimming program and spoke in support of maintaining it. Nelson Vega said that the proposed program lacks a shared sacrifice. He noted that things are worse in the private sector and asked Council not to raise taxes. Having no further requests to speak, Vice Mayor Haferman closed public comments. Councilmembers agreed to extend next Wednesday's meeting into the evening in order to review the proposal further. 13. Status Report on Concept of Sharing Hilltop Park Center with Bay View Academy Charter School (Recreation & Community Services - 701-03) Action: Received and discussed report City Manager Meurer introduced the item, and Community Services Director Bui Burton and Recreation and Community Services Director Russo presented the report. Recreation Commission Chair Suzanne Menendez-Herbst said that the Commission would be making a recommendation to the City Council and outlined the issues that need consideration prior to making a decision. Recreation and Community Services Manager Vierra said that staff has worked with Bay View Academy, and she outlined how current activities would be affected by sharing the facility with Bay View Academy. Vice Mayor Haferman opened the floor to the Bay View Academy President. Will Shaw submitted a letter to the City Council and gave a status update on the formation of the Academy, saying that the only open issue is the school site. He reviewed the timeline and asked Council to consider a shared use of Hilltop Center and to approve leasing BVA the upper level of the facility. Councilmember Sollecito suggested that using Del Monte School for the first year might help meet the deadlines this year and the school could move later. Brian Greenshields, Vice President of Bayview Academy, said that Del Monte School would not meet their goal to keep a school in New Monterey. Vice Mayor Haferman opened the floor for public comments. Mr. Wilson, Director for Bayview Academy, clarified that their ideal request is for use of the upstairs at Hilltop and they do not want to jeopardize the City's programs. Nancy Henderson, former Bayview teacher, clarified that the restroom situation would not be an issue. Andrea Phillips voiced concerns regarding the possibility of losing the preschool program. Fiona Austria voiced concerns regarding how a shared use would affect the preschool and other recreation programs. Elle Brown, preschool teacher at Hilltop, spoke about the importance of the preschool program at Hilltop. Stephanie Penn spoke in opposition to sharing the Hilltop facility with Bayview Academy. Jerry Penn asked Council not to make a decision tonight. Joanna Greenshields, founding member of Bayview Academy, clarified that they do not intend to remove the preschool from the site. She said that she would not feel comfortable sharing the Del Monte school site with the adult programs. Robert Evans, New Monterey Neighborhood Association, said that his board has taken the position that Bayview Academy must be in New Monterey, and he suggested moving the preschool to Archer Park center. Barbara Bass Evans said that she appreciated the City Manager's opening comments, and said that she believes it is time to get this done because it will be good for children. Ellen Martin, Executive Director of First Night Monterey, said that she is personally for Bayview Academy, and she voiced concerns that her organization would be displaced from their facility at Archer 4 City Council Minutes Tuesday, April 19, 2011 Park. Having no further requests to speak, Vice Mayor Haferman closed public comments on the item. Councilmember Sollecito suggested that Parks and Recreation staff talk with Bayview Academy to work through the issues and make the situation work. He suggested writing a letter to the School District asking for their assistance. Councilmember Selfridge said that she understands both sides and agreed with Mr. Sollecito's comments. She asked staff to put pressure on MPUSD to lease Bayview School to the Bay View Academy. Councilmember Haferman suggested giving guidance for the Parks and Recreation Commission to make Bayview Academy work as best as possible while allowing the school and recreation groups to co-exist. Councilmember Downey said that she would like to visit Dr. Shepherd tomorrow to persuade her to rent Bayview School to BVA. COUNCIL COMMENTS Councilmembers agreed by consensus to move the remaining Closed Session items to Wednesday, April 27, 2011. Councilmember Downey reported that NIP Committee members are confused about Council's recommendation to them. She suggested holding a study session with them. She asked if there are regulations regarding solar panels on historic properties. She reported that the Regional Taxi Authority is struggling with their budget. Councilmember Selfridge thanked Larry and his volunteer gardeners, and she reported that the train station looks better. CITY MANAGER REPORTS Due to the lateness of the hour, there was no report.
