Recognize and Present Proclamation to Monterey High Boys Basketball Team (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (City Manager - 701-17) Action: Presented Proclamation Mayor Roberson read and presented a Proclamation to the Monterey High School's Varsity Boys Basketball Team. The Team Coaches and Captain White made brief comments. Councilmembers offered their congratulations and appreciation to the team members. PUBLIC COMMENTS Mayor Roberson opened the floor for public comments on items not on the agenda. Inga Waite, Library Director, announced Financial Literacy month, saying that the Library will be hosting two seminars, "Building Blocks to Successful Financial Planning" and “Building Blocks to Successful Estate Planning”. Pete Guglielmo, Southern Cal Seaford, Inc., expressed his appreciation for the staff's recommendation on tonight’s closed session item. Michael Baer congratulated the Council for the new play area at Window on the Bay. He voiced concerns regarding Pure Water's pipeline project, particularly the location of the pipe bridge over Highway 68. Marcie Plummer, Monterey High School Principal, thanked the Council for recognizing the basketball team. She reviewed the progress that the High School has made in opening their rigorous academic program to many more students and noted that they have been recognized as an honor roll school. Sustainability Coordinator Terrasas presented additional details, recommending that Council make the initial appointments. Lorna Moffett said that she is petitioning the Council to write President Trump a letter about acidification of our oceans, and she voiced concerns regarding the President's environmental policies. With no further requests to speak, Mayor Roberson closed public comments. ANNOUNCEMENTS FROM CLOSED SESSION Information Resources Director/City Clerk Gawf made the following announcements. On a unanimous roll call vote, the City Council gave confidential direction to their negotiators in a conference with real property negotiators regarding property at Wharf II South Pump House; agency negotiators: Patrick Stafford, Kimberly Cole and Janna Aldrete; negotiating parties: Pete Guglielmo (Southern Cal Seafood, Inc.); Under negotiation were the price and terms for a new lease. In a conference with legal counsel regarding existing litigation; name of case: Harry Christensen vs. City of Monterey (Workers’ Compensation Appeals Board), the City Council gave confidential direction to their legal counsel on a unanimous roll call vote. He answered Councilmembers' questions. PUBLIC HEARING 23. Amend Downtown Specific Plan (Application TM-17-0118) to Allow Outdoor Automobile Sales and Service in the Pearl District; Applicant Tom Maher; General Plan Designation Commercial; PC-D (Planned Community Downtown) Zoning Designation (Exempt from CEQA per Article 19, Section 15305 and 15061(b)(3)) (Plans & Public Works - 201-12) Action: Adopted Resolution No. 17-061 C.S. 5  City Council Minutes Tuesday, April 18, 2017 Mayor Roberson introduced the item and opened the Public Hearing. Bill Stall spoke in support of the proposed amendment. Dan Silverie, Silverie Properties, said that his company owns an adjacent property and he supported the proposed amendment. Authorize Release of Request for Proposals Requesting Water Allocation and Rescind Previous Resolutions 12-041, 07-207 and 99-165 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (Plans & Public Works - 203-07) Action: Adopted Resolution No. 17-063 C.S. Acting Director of Community Development Cole presented the staff report and answered Councilmembers' questions. Mayor Roberson opened the floor for public comments on the item. Nelson Vega suggested that Council consider low-cost housing separately from development in Monterey. He said that 6 City Council Minutes Tuesday, April 18, 2017 if Council puts too many restrictions on a project, it will not pencil out, so the water must be used for the highest and best use. With no further requests to speak Mayor Roberson closed the public hearing. It was moved by Councilmember Barrett, and seconded by Councilmember Haffa, to authorize the release of a Request for Proposals requesting water allocation and rescind previous Resolutions 12-041, 07-207 and 99-165 including a change to the RFP to require permanent low and very-low income housing at 25 percent. Councilmember Haffa expressed concerns regarding the 25 percent requirement for affordable housing. Councilmember Barrett said that the community is hurting because we don't have affordable housing and it is needed to support schools and families. Mayor Roberson asked if the 25% would be for the additional units or a total number of units. Councilmember Smith said that he would not want to prescribe a set number of units due to the potential for a project to fail. Councilmember Barrett said that there are a high percentage of people below the poverty line in Monterey. Councilmember Smith said that he believes that a 25% requirement is too onerous on the builder. Councilmember Albert said that with a small amount of water, it is unrealistic to expect small mixed-use projects. Councilmember Barrett withdrew his motion due to potential challenges. He said the he enjoyed a tour of the Police station as part of his orientation as a new Council member. He said that the Community Partnership of Youth put on a fashion show and he represented the City of Monterey there. He reported that he and Councilmember Barrett attended the Next Generation Jazz Festival for Youth at the Golden State Theater. Councilmember Barrett agreed that the Next Generation Jazz Festival was superb. He reiterated the need by Meals on Wheels has for volunteer drivers, and asked for the community to respond. He reported that the MRWPCA has begun to move forward with the Pure Water Monterey project, and has acquired funding to begin construction of the project. He said the groundbreaking will be Friday May 5 at 11:30-1:30, with tours. Councilmember Smith reported that he had a tour of Conference Center, which is making progress. He said that the California Police Chiefs Association conference and trade show were 7 City Council Minutes Tuesday, April 18, 2017 in town last week, and he shared many positive comments that he heard. He announced that there would be a basketball Three Point Shootout to celebrate the completed renovation of Montecito Park Opening on May 20. Mr. Smith reported that the Sanctuary Advisory Council would hold a public meeting on Friday in Santa Cruz. He said that he attended OMBA’s July 4th planning meeting, and they are looking for corporate sponsors. He said that the Veterans’ Transition Center held their Grand Opening last week, where they opened four units with more to be added. He announced that on May 7 the Rotary Club will be honoring our military in support of the Veterans Transition Center. Councilmember Haffa reported that he attended the Police Department’s annual awards dinner, and it was wonderful to hear the stories of how they protect community. He said that he attended the NAACP meeting where Nelson Vega was honored for his charitable work. On the topic of the need for housing, he said that he has been considering the 100 acres at Fort Ord where the City could meet needs for both commerce and housing through a mixed use village. He reported that he spoke with Cindy Store, the former pastor of the Methodist Church, which is going through a transition. He said that might be a location for an adult day care center. He said that he was disappointed that he could not be at the Veterans Transition Center opening, and he is proud that the community is able to offer additional housing to veterans. Mayor Roberson said that Dr. Tom Griffin founded Veterans Transition Center, and the theme for the Grand Opening was “Partnership.” He said that a former student told him about her family that was helped by the program. The Mayor said that the ribbon cutting at the Gathering for Women was a moving event. He announced that they now have a Day Center on Eldorado Street, and they would like to consolidate their four sites to provide services. He congratulated them, saying that they have funding for a new place. The Mayor said that the Police awards ceremony was very moving, as they deal with burglary, drug dealers, gangs, suicide attempts, coordination with other agencies, neighborhoods, etc. He said that they handle everything from "thermostats to end of life." CITY MANAGER REPORTS City Manager McCarthy reported on the successful Easter Egg Hunt, with 1200 people in attendance hunting for 8000 eggs. He said that the Monterey International Pop Festival would commemorate the 1967 Summer of Love and be held on June 16-18, with tickets going on sale this Friday.
