MINUTES CITY COUNCIL REGULAR MEETING CITY OF MONTEREY Tuesday, October 17, 2017 4:00 p.m. - 6:30 p.m. FEW MEMORIAL HALL OF RECORDS, 580 PACIFIC STREET MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Albert, Barrett, Haffa, Smith, Mayor Roberson Absent: Councilmembers: None City Staff City Manager, City Attorney, Director of Information Resources/City Clerk, Present: Assistant City Manager, Police Chief, Community Services Director, Fire Chief, Interim Community Development Director, Finance Director, Interim Public Works Director, Traffic Engineer, Property Management Administrative Analyst, Human Resources Director CALL TO ORDER Mayor Roberson called the meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE Mayor Roberson led the Pledge. PRESENTATIONS 1. City Receives Four Beacon Spotlight Awards (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Plans & Public Works - 802-12) Action: Received awards Sustainability Coordinator Terrasas gave a presentation explaining the significance of the awards. 2. Monterey Regional Waste Management District Update (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (Plans & Public Works - 802-07) Action: Received report Tim Flanagan, MRWMD Executive Director, introduced Director Elizabeth Downey, Communications and Sustainability Director Jeff Lindenthal, and Finance and Administration Director Peter Skinner. He gave the presentation and answered Councilmembers' questions. On Council request, Mr. Terrasas reviewed the "wet waste" disposal program utilized by Monterey's restaurants. PUBLIC COMMENTS Mayor Roberson opened the floor for public comments on items not on the agenda. Marlene Perfecto Huckleberry gave a brief presentation regarding this year's Community Thanksgiving Day Dinner. Pat Venza announced that Public Water Now had a kickoff party for their petition for a public takeover of California American Water Company. Bob Petty, Chair of the Library Board of Trustees, said that it is National Estate Planning Awareness Month and the Library will be hosting their third program in a series of three regarding personal finances City Council Minutes Tuesday, October 17, 2017 tomorrow night at 6:00 p.m. He invited people to attend. With no further requests to speak, Mayor Roberson closed public comments. CONSENT ITEMS On a request by the Mayor staff gave brief presentations on Items 5, 7, and 16. Mayor Roberson opened public comments on the consent agenda items, had no requests to speak, and returned discussion to the dais. Council adjourned to closed session at 4:56 p.m. ANNOUNCEMENTS FROM CLOSED SESSION Information Resources Director/City Clerk Gawf announced the following: In a conference with real property negotiators regarding property at 6 Fisherman's Wharf, Suite A, Wharf Concession 35, Agency Negotiators Kimberly Cole and Janna Aldrete, Negotiating Parties Rodney Riggs (Candyland), under negotiations were terms and conditions for lease assignment, the City Council gave confidential direction to their negotiators on a unanimous roll call vote. The City Council received a report from their legal counsel and took no action in a conference with legal Counsel regarding existing litigation as follows: (1) Salvatore Balester, et al. v. City (2) Jeanne Colletto v. City (3) Douglas Holley v. City (Worker's Compensation) (4) Custom House, LLP v. City (5) James Johns v. City (6) Andrew Miller v. City (7) Donald Miller v.
