PRESENTATIONS 1. Recognition of Defense Language Institute Quarterly Joint Service Awards (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (City Manager - 701-17) Action: Presented proclamations Mayor Roberson presented proclamations to Sergeant Sean Fox, Sergeant Rachel Follo, and Specialist Amy Cloud, and each made brief comments. PUBLIC COMMENTS Mayor Roberson opened the floor for public comments on matters not on the agenda. Tom Rowley, Fisherman’s Flats Homeowners and Residents Association, said that Monterey has always led the region in recycling. He said that the late Gary Parola of Monterey City Disposal deserved a lot of credit for Monterey’s early leadership in curbside recycling. Arne Chatterton, Capital Insurance Group, said that it is unsafe and disruptive for motor homes, commercial vehicles, and other large vehicles to park along Garden Road. He said that the City is considering an ordinance to limit such parking, and that he supports such an ordinance. With no further requests to speak, Mayor Roberson closed public comments. CONSENT ITEMS Mayor Roberson noted that Item 5 would be continued to the March 6, 2018 Council meeting. Provide Direction to Staff to Pursue a Possible Revenue Measure to Extend the 1% Special Sales Tax approved by Measure P, Appropriate Funds for a Feasibility Assessment if so Directed, and Return to Council with a Long-Term Strategic Plan to Address the City’s Continuing Infrastructure Funding Needs (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Finance - 701-18) Action: Discussed, gave direction to staff, adopted Resolution No. 18-031 C.S. Interim City Manager Uslar briefly introduced the item. Finance Director Porter presented the staff report and answered Councilmembers’ questions. She said that voter sentiment can change in four years’ time, and a feasibility study would allow the City Council to make sure that any proposed measure is something the community wants. On question from Mayor Roberson, Interim City Manager Uslar said that staff would bring current analysis to the City Council soon regarding continuing infrastructure needs. He said that a telephone survey would take place quickly and include “what if” scenarios. He said that staff would like authorization to reach out to various entities to get a sense of the community’s desires. He said that about 35% of the current sales tax comes from visitors and the remainder is paid by residents. Councilmember Barrett asked for economic forecasting in staff’s analysis. Mayor Roberson opened the floor for public comments. Tom Rowley, Monterey Peninsula Taxpayers Association, said that most voters think “no blank checks” when they consider a general tax. He recommended the reactivation of the Ballot Measure Advisory Committee and said that a two-thirds vote is achievable with grassroots support. He recommended analyzing how the potential measure will relate to TAMC’s successful Measure X. With no further requests to speak, Mayor Roberson closed public comments. Councilmember Smith said that he supports reactivating the committee and undertaking a feasibility study, because he said that a feasibility study would serve multiple purposes, the information gathered would be very useful, and that the funds used for such a study would be money well spent. He said that members of the Measure P Oversight Committee are positive and satisfied with Measure P’s progress and he thinks that the community will support a special tax because the City delivered so well with Measure P. 3 City Council Minutes Tuesday, February 20, 2018 Councilmember Haffa said that the City Council would benefit from input from a stakeholders’ group and the data pulled in by a feasibility survey. He said that the City knew more work was needed than could be accomplished within the scope and timeline of Measure P, and part of the reason to limit that measure was to gain the public’s trust. He said that facilities such as the public safety buildings and the Sports Center need upgrades and maintenance. He said that the 67% vote required for a specific tax is difficult to achieve and took a great deal of effort, which would be something to consider when proceeding with another measure. Councilmember Smith said that some revenue sources had been identified through Measure X for specific large projects. He said that roadway work is expensive and a single intersection could cost $2 million. He said that infrastructure costs rise the longer the work is deferred. Councilmember Albert said that the Ballot Measure Advisory Committee could give good direction on whether to propose a special or general tax. He said that citizens overwhelmingly support specific taxes because they know exactly where the money will go. He said he thinks an assessment is needed but starting with the advisory committee would be best if time allows. Councilmember Barrett introduced a motion, seconded by Councilmember Haffa, to direct staff to pursue a possible revenue measure, adopt Resolution No. 18-031 C.S. to appropriate the funds for a feasibility assessment, return to City Council with a long-term strategic plan to address continuing infrastructure needs, and convene a Ballot Measure Advisory Committee. Interim City Manager Uslar said that staff would also like to seek feedback from other stakeholders. Mayor Roberson agreed and said that voter outreach and education would be needed. On question from Councilmember Smith, Interim City Manager Uslar and Interim Assistant City Manager Gawf clarified that leading up to Measure P, various constituent groups were asked to nominate participants for the advisory committee, each Councilmember nominated one individual, and the entire process of committee formation took about four weeks. He asked staff to report on options to address long-term parking on Garden Road. He encouraged people to attend the study session on February 28 to learn more about benefits of partnering with the military. Councilmember Haffa suggested the formation of a team, with community members involved, that would look at the issue of homelessness in Monterey and bring recommendations to City Council. He said that he hopes City Council will consider it at a future time. He asked City Council to consider joining Mayors for Peace. He praised City staff for the improved sidewalks. Councilmember Barrett praised the new Monterey Conference Center and its grand opening. He said that community support of entrepreneurship is important and that Slow Money is a way for the community to contribute to and direct economic development into the future. He said that Slow Money Central Coast will launch on February 27 at Wave Street Studios. 4 City Council Minutes Tuesday, February 20, 2018 Councilmember Albert said that he attended a Montage Health luncheon in the Monterey Conference Center. He recommended that City Council continue to fund First Night Monterey. He asked staff to report to City Council on the RFP for affordable housing at Fort Ord. He asked for an update on the status of recruitment for a City Manager. Mayor Roberson asked for an update on a referral to the Parks and Recreation Commission regarding a “Friends of the Forest” commission. He asked for a referral to the Museums & Cultural Arts Commission regarding opportunities to display the City’s art collection. CITY MANAGER REPORTS Interim City Manager Uslar said that all are invited to the photo contest reception in the Monterey Conference Center's Alvarado Gallery on February 21, and the Friends of the Monterey Public Library's annual Chocolate and Wine event on February 23. Mayor Roberson opened the floor for public comments on the closed session agenda.
