MINUTES CITY COUNCIL REGULAR MEETING CITY OF MONTEREY Tuesday, November 17, 2020 4:00 PM 7:00 PM MONTEREY, CALIFORNIA Councilmembers Present: Albert, Haffa, Smith, Williamson, Roberson Absent: None City Staff City Manager, Assistant City Manager, City Attorney, Community Present: Development Director, Public Works Director, Police Chief, Finance Director, Parks and Recreation Director, City Clerk, Human Resources Director, Sustainability Coordinator, Traffic Engineer, Administrative Assistant Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, this meeting was conducted with telephonic/video participation only by all parties. ***Afternoon Session Agenda *** CALL TO ORDER Mayor Roberson called the meeting to order at 4:03 p.m. Assistant City Manager Rojanasathira explained to the public how to participate in the meeting and provide public comment. City Clerk Klein called the roll. PUBLIC COMMENTS Public comments on non-agendized matters were not received. CONSENT ITEMS Mayor Roberson noted that the one agendized closed session item would instead be heard at a meeting in December. He stated that Item 11 would be pulled from the Consent Items, and.the Council requested that Item 6 be pulled from Consent. Councilmember Williamson stated that he would recuse himself from voting on Item 4. The Council praised staff for accomplishments relating to Items 13 and 14. A member of the public requested that the Council pull Item 7 from Consent. Public comments on the Consent Agenda were not received. Resolutions 6. Award Three Professional Services Agreements in the amount of $500,000 for On-Call Architectural Design Services for City of Monterey and Presidio of Monterey (PMSA) Projects to: (1) Architectural Resources Group, Inc.; (2) TEF Architecture and Interior Design, Inc., and (3) Nichols,Melburg & Rossetto, AIA & Associates, Inc. and Daniel Fletcher / Architects PC (***CIP/NCIP/PMSA*** (CEQA/NEPA: Not a Project Under CEQA per Article 20, Section 15378, and Under General Rule Article 5, Section 15061) Action: Pulled from Consent; Adopted Resolution Nos. 20-165 and 20-166 C.S. to award contracts to Architectural Resources Group, Inc. and TEF Arcitecture and Interior Design, Inc., and directed staff to bring the third proposed contract to Council at a future date with more information on the ratings criteria (4-1, Councilmember Albert voting no) It was stated by Council that it would be preferable to support local architects rather than out-of- town firms and that at least one firm should be a Monterey firm. On question, Public Works Director Wittry said that in the request for proposal (RFP) scoring matrix, preference was given to local firms. City Manager Uslar said that it was a staff recommendation to award contracts to Architectural Resources Group, Inc. and TEF Arcitecture and Interior Design, Inc. at this time and revisit a contract for the third firm at another time. He confirmed that the existing purchasing policy standards resulted in the recommendation of the three firms selected for inclusion in the agenda report. He said that in past years, local firms had been selected for this contract. 2  City Council Minutes November 17, 2020 It was requested by Council to see the matrix and scoring criteria used when considering proposals received in response to RFPs. It was stated that it may be appropriate to review and consider augmenting the policy on local purchasing preference. It was stated that if this is not an ugent matter, the Council could table the contract awards and review the policy before approving contracts. It was stated that supporting the staff recommendation for this one-year contract will leave enough time for review of the local preference policy. It was requested to receive information relating to the process with regard to local criteria at the time that the third contract comes back to Council. A motion was introduced by Councilmember Smith, and seconded by Councilmember Haffa, to adopt Resolution Nos. 20-165 and 20-166 C.S. to award contracts to Architectural Resources Group, Inc. and TEF Arcitecture and Interior Design, Inc. and to hear the matter of the third contract at a future time with greater information about the criteria used to evaluate the firms. It was stated by the Council that the rating committee has the expertise on the matter and it would be a slippery slope for the Council to get overly involved in rating RFP proposals. Public comment was not received on the matter. Utilizing Grant Funds from the U.S. Department of Defense, Award a Professional Services Contract in the Amount of $467,998 to Matrix Design Group, Inc. for the Development of a Compatible Use Plan for Military Installations in Monterey and South County and Authorize the City Manager to Execute the Agreement and Amend FY21 General Fund Budget grant revenue by $633,515 and Appropriation by $467,998 (CEQA Not a Project) Action: Pulled from Consent; Adopted Resolution No. 20-167 C.S. Community Development Director Cole gave the staff report. Public comment was received from Nina Beety, who shared concerns about the "Monterey Model" and said that environmental and health dangers are associated with military facilities. On question, City Manager Uslar said that the community's wishes and the military's intent will both be considered in the development of the Compatible Use Plan (CUP). He said that the analysis will provide the City with insights into the military's current mission and potential future base closures. The Council stated that the opportunity to enter into dialogue with the military is important to the community because the City is a stakeholder. Measures P and S (Special Sales Tax) Annual Report on Conformity with Requirement that Expenditures be used Exclusively for the Rehabilitation, Repair, and Improvement of City Streets, Sidewalks, Storm Drains, and Disabled Access Improvements. (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation 5  City Council Minutes November 17, 2020 Public Works Director Wittry gave the staff presentation and answered Councilmembers' questions. Carol Chorbajian and Rick Aldinger, Measures P & S Oversight Committee, shared their thoughts on the year of improvement work performed by the City using the Measures P and S funds. The Council commented positively on the improvements funded by Measures P and S and thanked City staff and the Oversight Committee for their work, and Monterey voters for taking care of their community. It was proposed to discuss setting enough funding aside to support continued maintenance in the future. Public comment was not received on this matter. PUBLIC APPEARANCE (EVE) 17. Sustainability Coordinator Terrasas gave the staff presentation and answered Councilmembers' questions. City Manager’s Update on COVID-19 Response Efforts (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Received presentation City Manager Uslar gave the staff presentation and answered Councilmembers' questions. The Council praised the City's efforts to mitigate COVID-19, and urged all to wear masks. Public comment was not received on the matter. COUNCIL COMMENTS Councilmember Albert reported that Monterey-Salinas Transit has formed a contact tracing unit to assist the County in tracing COVID-19 cases. He shared that there is a free course through Johns Hopkins University to learn contract tracing techniques. Councilmember Haffa reported from the Gathering for Women/Community Human Services joint committee in which he participates, stating that the shelter for homeless women and families has experienced a slight delay and will not open in November, but a December opening is now anticipated. Councilmember Williamson said that many residents are experiencing issues paying for utilities, and to respond, staff at Monterey One Water is working on developing a solution that will come before the board later in the month. He said that the County has CARES act funding to assist, as well. Councilmember Smith asked for the City to be in touch with Cal Trans regarding garbage and encampments on the side of the highway. He urged everyone to be patient and vigilant until a COVID-19 vaccine is available. He announced that he will recommend to AMBAG to keep the current chair for another year, and he said that AMBAG funding is in good shape. He shared that TAMC received presentations at the rail subcommittee regarding potential rail service for the area, and said that he will ask for them to present to City Council as well. He said there is no firm plan for light rail coming into Monterey, and that these are long range discussions. Mayor Roberson expressed gratitude that everyone in the City cares for each other. The Council wished everyone a happy Thanksgiving. It was shared that the City, the Food Bank and the Kiwanis, are giving away Thanksgiving meals, and volunteers will be appreciated. CITY MANAGER REPORTS City Manager Uslar thanked Monterey voters for voting for Measure Y, the TOT sales tax increase. He noted that voter participation in Monterey County was in the 80% range.
