Assistant City Manager Rojanasathira explained to the public how to participate in the virtual meeting and provide public comment. Receive Update on the Emergency Rental Assistance Program and Authorize to Staff to Apply to the County of Monterey for Rental Assistance Funding (Exempt from NEPA per 24 CFR Part 58 and CEQA Not a Project) Action: Received update, Authorized staff to apply to the County of Monterey for rental assistance funding Housing Analyst Leonard gave the staff presentation and answered Councilmembers' questions together with City Manager Uslar. Mayor Roberson joined the meeting at 4:25 p.m. It was noted that the Council would like to discuss at a later time whether funding should be limited to Monterey residents or continue to benefit employees of Monterey companies. Public comment was received from Esther Malkin, who recommended requesting a higher dollar amount from the County and suggested expanding the income qualifications for the program to a higher level. A motion was introduced by Councilmember Haffa, and seconded by Councilmember Albert, to authorize staff to apply to the County of Monterey for rental assistance funding. The Council discussed the matter. The City's existing program was praised for its success, and comments were made in favor of continuing to keep the benefit qualifications as-is as the program moves forward, citing benefits of consistency in data. It was suggested that not all local municipalities may have the staff or ability to implement a similar program. It was stated that continuing to support employees of Monterey employers would support the business environment and thereby the City. Mayor Roberson confirmed that he had received the full report from staff and been present for the Council's discussion. The Council indicated that they would like to see what other cities on the Peninsula apply for County funding before deciding on the percentage split between Monterey residents and Monterey employees. It was noted by the Council and City Manager Uslar that the agendized topics were being heard for the first time in this meeting’s closed session. ANNOUNCEMENTS FROM CLOSED SESSION City Clerk Klein announced that the Council began discussion of the closed session but will continue its conversation to the end of the evening session. City Attorney Davi confirmed that no reportable action was taken. PUBLIC APPEARANCE (EVE) 10. Amend Resolution 19-115 Authorizing Changes to the Fiscal Year 2020-21 Budget to Decrease General Fund Budget Revenues by $385,500, Increase General Fund Appropriation by $1,722,700, and Decrease General Fund Net Transfer by $500,000, and Increase Employee Benefit Fund 718 Appropriation by $800,000 for Unemployment Insurance Costs. (Not a Project Under CEQA Article 20, Section 15378 and Under General Rule Article 5 Section 15061) Action: Adopted Resolution No. 21-016 C.S. Finance Director Lai gave the staff presentation and answered Councilmembers' questions. Public comment was not received on the matter. The Council discussed the report. It was suggested that in future years when revenue has recovered, that the Council should review and allocate excess revenue at the end of each year. City Manager’s Update on COVID-19 Response Efforts (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Received update City Manager Uslar gave the presentation. Public comment was not received on the matter. COUNCIL COMMENTS Mayor Roberson reported that strategic planning meetings are planned for the Water Management District for March. He said that the General Manager of the District recently gave a report to the League of Women Voters. Councilmember Haffa said that the homeless shelter Casa de Noche Buena opened in January and has clients at about half-capacity due to the pandemic. Councilmember Albert reported that Monterey-Salinas Transit is working on its three-year strategic plan. He stressed that it is important for bus drivers to be vaccinated. He said that the Seaside Groundwater Basin Watermaster Board is looking at how to improve the health of the basin and at the issue of seawater intrusion. He explained that the basin is not in good shape and said that it appears that seawater is indeed intruding to some extent. Councilmember Williamson reported on the operation of wells established as part of the Pure Water Monterey project, and said that new deep wells will be added. He said that the Monterey One Water board will be looking again at the certification of the SEIR. Councilmember Smith reported on a recent Association of Monterey Bay Area Governments (AMBAG) meeting and said that he is on the Sanctuary committee that meets quarterly. He said that the AMBAG management plan is working its way through NOAA processes. He praised Traffic Engineer Renny's work and recent recognition. He said that Old Monterey businesses are concerned and hopeful about getting employees back at work. He encouraged everyone who receives the first shot of the vaccine to be sure to get the second shot.
