Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17,

2021, the meeting was conducted with a hybrid combination of telephonic/video participation
(via Zoom) and in-person attendance in the Council Chamber.

CALL TO ORDER
Mayor Roberson called the meeting to order at 4:00 p.m. Councilmember Williamson joined the
meeting at 4:02 p.m. at which point all members of the Council were present in the Council
Chamber. City Clerk Klein explained to the public about the methods for public participation via
videconference and in person, and the safety regulations in place for in-person attendance.

RECONVENE
The Council reconvened at 7:07 p.m. City Clerk Klein and Assistant City Manager
Rojanasathira reminded the public about the methods for public participation via
videoconference and in person, and the safety regulations in place for in-person attendance.
Mayor Roberson called the roll with Councilmember Haffa present via Zoom videoconference,
and Councilmembers Albert, Smith, and Williamson and Mayor Roberson present in the Council
Chamber.

PRESENTATIONS (EVE)
1. Recognize July as Parks and Recreation Month (Not a Project Under CEQA per Article 20,

Action: Received presentation, Proclaimed July 2021 as Parks and Recreation Month
Parks and Recreation Director Larson gave the staff presentation. The Council praised Parks
and Recreation staff for their work on behalf of the community.
Public comment was received from Esther Malkin, who echoed the thanks to the Parks and
Recreation team and expressed interest in further efforts of the Laguna Grande Regional Park
Joint Powers Agency (JPA).

Action: Received tally of ballots, Adopted Resolution No. 21-077 C.S.
Public Works Director Wittry gave a brief presentation on the Proposition 218 protest hearing
process relating to the Alvarado Street Maintenance District.
Mayor Roberson opened public comments, and received none.
City Clerk Klein and Assistant City Manager Rojanasathira opened and tallied the ballots. City
Clerk Klein announced that a majority of the district had voted "yes" on the continued
assessment.
On a motion by Councilmember Albert, seconded by Councilmember Smith, and carried by the
following roll call vote, the City Council adopted Resolution No. 21-077 C.S. to Confirm the
Alvarado Street Maintenance District 85-1 Area and Assessment Proposed in Engineer’s

Mayor Roberson stated that the process for Calle Principal was the same as the one for
Alvarado. He stated that Councilmember Smith would abstain because his office is in the
district.
Mayor Roberson opened public comments, and received none.

Mayor Roberson announced that the item would be continued due to a noticing issue. It was

COUNCIL COMMENTS
Councilmember Haffa reported that Community Human Services recently received a generous
gift from the Shuman family and plans to use the funds to open a shelter on East Franklin Street
in approximately one year.
Councilmember Smith wished everyone a happy July 4 week, and praised City management
and staff for the handling of the pandemic crisis. He noted that homeless encampments on Cal
Trans property are a high priority for the Council and that the Mayor has addressed it, and that
change will come from the State at some point. He urged the City to do what it can to expedite
Cal Trans' work when they are legally able to address the issue.

Councilmember Williamson read an email from resident Hamza Saleem expressing gratitude to
the Council for speaking out against hate crimes.
Counclimember Albert reported on his attendance at Monterey-Salinas Transit's celebration of
the return of its free trolley and two new electric buses, and the Rock & Rod car festival
downtown, and remarked how nice it is to be somewhat returning to normal activities with
neighbors.
CITY MANAGER REPORTS
City Manager Uslar invited all to a special free event at Monterey Sports Center on the
upcoming weekend.
