This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C).
CALL TO ORDER
Mayor Roberson called the meeting to order at 4:01 p.m., with Councilmembers Albert, Haffa,
and Williamson present by teleconference, Mayor Roberson present in the Council Chamber,
and Councilmember Smith absent. City Clerk Klein announced the rules for safety in the
Council Chamber and informed the public how to join the Zoom teleconference. Mayor
Roberson noted that Items 7 and 8 would be pulled from the Consent Items, Item 9 would be
tabled, and Item 13 would be tabled.
PRESENTATIONS
1. Receive Community Impact Recognition from United Way Monterey County (Not a Project
Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061)
Action: Received recognition
City Manager Uslar spoke about the history of the Emergency Rental Assistance Program that
served so many during the COVID-19 pandemic. He recognized staff members Grant Leonard,
Stephanie Cota, and Sara Ziel from the Housing division; Melanie Martin and Stella Sandoval
from the Finance department; Eric Palmer from the City Manager's Office; and Kim Cole,
Community Development Director. Katy Castagna, United Way Monterey County, presented
the City with a recognition.
Public comment on the matter was not received.

Parking Superintendent Steffy gave a brief verbal presentation.
Public comment was received from Nina Beety, who asked about the wireless technology used
by the pay stations.
On question, Parking Superintendent Steffy confirmed that the new pay stations use the same
wireless technology as the pay stations they are replacing.

City Manager Uslar gave a brief verbal presentation on the Monterey County Convention and
Visitors Bureau (MCCVB) and highlighted how the destination marketing benefits the Monterey
Conference Center.
Public comment was received from Nina Beety, who questioned why visitors to Monterey don't
return and expressed concern about the climate impacts of some of the larger destination
events.
On a motion by Councilmember Albert, seconded by Councilmember Williamson, and carried by

14. Measure P and S (Special Sales Tax) Annual Report on Conformity with Requirement that
Expenditures be used Exclusively for the Rehabilitation, Repair, and Improvement of City
Streets, Sidewalks, and Strom Drains and Disabled Access Improvements
Action: Received presentation
Finance Director King and Public Works Director Wittry gave the staff presentation and
answered Councilmembers' questions. Carol Chorbajian, Measure P & S Oversight Committee,
addressed the Council on her experience chairing the committee and explained that there will
need to be a continuing revenue source after the measure ends in March 2027.

15. Adopt a Resolution of Intention to Transition from At-Large to District Based Elections Pursuant
to Elections Code Section 10010(e)(3)(A) (Not a Project under CEQA); Adoptar una resolución

City Attorney Davi gave the staff presentation, recommending adoption of the resolution that
would start the process to implement four districts in the City for Councilmember seats, with the
Mayor's seat continuing to be elected at-large. She answered Councilmembers' questions.
Public comment was received from Esther Malkin, who spoke against moving to district-based
elections; Jean Rasch, who questioned keeping an at-large Mayor; and Andrew Sandoval,
LULAC, who expressed that an at-large Mayor should not be an issue, and expressed
willingness to extend the 90-day timeline to allow for more public engagement in the districting
process.
The Council discussed the matter further. On question, City Attorney Davi explained how
important it is to receive public input throughout the districting process. Comments were made
by Council regarding the importance of staying consistent with the Charter with regard to the
number of seats (four Councilmembers plus one Mayor). It was discussed whether district-
based representation can be divisive. It was posed that seven districts would create more
opportunity for diversity. It was stressed that it is important to have an at-large Mayor serving
the whole City. Comments were made in favor of districting and having a public process with
increased input from and outreach to the public. It was commented that the legislation forced
the decision and that having to make the decision is not ideal. It was stated that polarized
voting is not appropriate and that inclusivity is needed for representative government.
Assistant City Manager Rojanasathira clarified that the number of seats should be firmly
directed by the Council by the first public hearing on December 7, 2021.
A motion was introduced by Councilmember Smith, and seconded by Councilmember
Williamson, to adopt the staff-recommended Resolution of Intention to Transition from At-Large
to District Based Elections Pursuant to Elections Code Section 10010(e)(3)(A).
Councilmember Smith clarified that his motion was intended to leave room to consider a
different model or number of seats upon receiving demographic data. He amended his motion
to include leaving the number of districts question to be resolved at the December 7, 2021 City
Council meeting. City Attorney Davi clarified that the words "for Councilmembers" would be
removed from the title of the resolution. The seconder agreed to the amendment.

Assistant City Manager Rojanasathira gave the staff presentation. Liz Stitt, Redistricting
Partners, provided information on the process and on the public's involvement in creating draft
district maps.
Public comment was received from Esther Malkin, who spoke against going to district-based
elections and questioned LULAC's motivation.
It was agreed by the Council on consensus that receiving an extension from LULAC would be
advantageous.
17. City Manager’s Update on COVID-19 Response Efforts (Not a project under CEQA per Article
20 Section 15378 and under General Rule Article 5 Section 15061)
Action: Received update
City Manager Uslar gave an update on the current status of the COVID-19 pandemic.
Public comment on the matter was not received.
REQUESTS FROM COUNCILMEMBERS TO AGENDIZE NEW MATTERS
18. Vice Mayor Williamson’s Request to Agendize a Discussion about Expressing Initial Interest in
a Central Coast Public Banking Viability Study (Not a Project under CEQA Article 20, Section
15378, and under General Rule Article 5, Section 15061)
Action: Directed staff to agendize the discussion in late February/early March 2022, but
not to prepare a complex analysis of public banking (4-1, Councilmember Smith voting
no)
Vice Mayor Williamson gave a brief verbal report and requested the Council agree to agendize
a discussion about participating in a public banking viability study.
The Council discussed the matter. Comments were made both for and against public banking,
and both for and against putting $3,000 toward the study.
Public comment was received from: George Riley, Rafa Sonnenfeld, and Esther Malkin, all in
favor of the City's agendizing and participation.
The Council continued to discuss the matter. On question, City Manager Uslar expressed the
various high-priority items currently in the staff workload and said that February/March 2022
would be the earliest that would work for staff.
A motion was introduced by Councilmember Haffa, and seconded by Councilmember
Williamson, to direct staff to agendize the discussion in late February/early March 2022, but not
to prepare a complex analysis of public banking:

COUNCIL COMMENTS
Mayor Roberson said that he would send an email summarizing the prior night’s Monterey
Peninsula Water Management District meeting.
CITY MANAGER REPORTS
City Manager Uslar reported that the Recreation Department will facilitate a drive-through meal
kit distrubution on the day before Thanksgiving. He said that the Monterey Sports Center will
have an early Black Friday event offering 20% off a one-year membership.

Ordinances
ORDINANCES are legislative acts by the Council, are the most permanent and binding
type of Council action as they modify the City Code, and may be replaced only by a
subsequent ordinance. An ordinance requires legal advertisement when introduced, and
two readings at separate Council meetings. An ordinance is considered "passed to print"
when approved for a second reading, and is "passed and adopted" when given final
approval by the Council.
