MINUTES CITY COUNCIL COUNCIL RETREAT MEETING CITY OF MONTEREY Thursday, March 6, 2014 11:30 a.m. - 3:00 p.m. LARKIN ROOM, MONTEREY CONFERENCE CENTER ONE PORTOLA PLAZA MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Downey, Haffa, Selfridge, Sollecito, Della Sala Absent: None City Staff Interim City Manager, Director of Information Resources/City Clerk, City Present: Attorney CALL TO ORDER Mayor Della Sala called the meeting to order at 11:36 a.m. RETREAT 1. Discuss Council Members' Priorities and Develop Consensus and Team Building Strategies (Council - 701-01) Catherine Hambley presented a plan for today’s meeting and set ground rules. Council agreed that the record will reflect very brief summary notes on the discussion and any details that Councilmembers direct through consensus to be included. Councilmembers discussed what success would look like at the end of the day, key issues and challenges, working together as a team, vision and priorities, partnering, and decision making. Each individual Councilmember stated his/her priorities as follows: Councilmember Sollecito said that he wants to keep the City running in the Monterey Way, clarifying that means professional and well run. He said it is a priority to maintain fiscal health and expedite the Conference Center remodel. Councilmember Downey said that her priorities include optimizing the business of leasing and managing City-owned property and real estate assets. She said that she wants to make sure that the Golden State Theatre is purchased by the City or someone who will make sure it is a desirable venue. She said that she wants to promote transparent business transactions in the City and eliminate the good old boys network. Councilmember Haffa said that his priorities include addressing issues of poverty, including homelessness, promoting a business climate that creates good jobs, and making sure we treat people fairly in respect to real estate and other transactions. Councilmember Selfridge said that she wants to insure that the City purchases, revitalizes, and maintains the Golden State Theatre. She said that she wants to give neighborhoods a bigger voice and to work on a greater scale, both regionally and internationally. City Council Minutes Thursday, March 6, 2014 Mayor Della Sala said that his highest priorities are revitalization of business districts, most immediately the Downtown, securing a water supply, securing a new revenue source to improve Monterey’s infrastructure; and retention of the Defense Language Institute and Naval Postgraduate School. There was consensus among all Councilmembers to include a list of their priorities in the Minutes. Councilmembers discussed their vision for Monterey, their individual and collective challenges, and traits of high-performing teams. Ms. Hambley said that she will observe some Council meetings, and schedule a future meeting to discuss ways to improve and achieve success. Councilmembers agreed to meet again to discuss these topics on April 8 at 11:30 a.m. ADJOURNMENT Having no further business to come before the City Council, Mayor Della Sala adjourned the meeting at 3:07 p.m. Respectfully Submitted, Approved, Bonnie L. Discussion is limited to issues of process, procedures and morale, and Council does not take formal action on any items. 1. Discuss Council Members' Priorities and Develop Consensus and Team Building Strategies (Council - 701-01) ADJOURNMENT Members of the public have the right to address the City Council on any item on the Agenda, before or during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the Council's action on that item, and you will be recognized.
